Secrets Manager vs. Password Manager: Which Should Your Team Use?

Use a team password manager for human sign-ins and sharing; use a secrets manager for application and infrastructure credentials retrieved programmatically. This guide explains when teams need one, the other, or both.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a team password manager for credentials that people use interactively, and a secrets manager for credentials that applications, services, or infrastructure retrieve programmatically. Most growing teams need both: the password manager governs employee access, while the secrets service delivers workload credentials at runtime. Choose by identifying who or what needs each credential, how it must be retrieved, and which sharing, audit, rotation, and revocation controls are required.

What each type of manager is designed to do

Secrets managers protect workload credentials

A secrets manager is a centralized service for sensitive values such as database usernames and passwords, API keys, OAuth tokens, certificates, and other application configuration. An application or infrastructure component requests the value through an API, SDK, CLI, agent, or platform integration when it needs it. The secret does not have to be hard-coded in source code, committed to a repository, or copied into a permanent configuration file.

A typical secrets service stores an encrypted value, controls which identities may retrieve it, records access, supports versions, and can automate or coordinate rotation. AWS describes Secrets Manager as a service for storing, retrieving, and rotating credentials for databases and other services. Its FAQ also describes centralized storage, access control, audit, and monitoring, with applications using service APIs instead of embedding credentials in plaintext.

Password managers protect human sign-ins

A team password manager is built around a person signing in to a website, desktop application, VPN, admin console, or other interactive service. It generates and stores passwords, fills them in a browser or app, shares selected items with approved teammates, and removes access when someone changes roles or leaves.

Team products commonly add shared vaults, groups, role-based permissions, recovery procedures, multifactor authentication (MFA), and activity history. Some also store SSH keys, API tokens, and developer secrets. That overlap matters: the category boundary is about the primary workflow, not a rule that a password manager can contain only website passwords.

The practical differences at a glance

Decision point Team password manager Secrets manager
Credential user Employee, contractor, administrator, or other human Application, service account, CI/CD job, container, server, or infrastructure workload
Retrieval path Browser extension, desktop or mobile app, copy-and-paste, or human sharing API, SDK, CLI, agent, sidecar, platform integration, or runtime injection
Typical values Website passwords, shared admin logins, recovery codes, SSH keys, and selected tokens Database credentials, API keys, OAuth tokens, certificates, and service configuration
Primary lifecycle task Grant, share, revoke, and recover human access Version, monitor, rotate, and deliver credentials without exposing them in code
Audit question Which person viewed or used this item? Which workload retrieved this version, from where, and when?
Best user experience Fast sign-in with controlled team sharing Reliable, least-privilege retrieval during deployment and runtime
Main failure mode Former staff retain access, or a shared password is reused or exposed A service cannot retrieve a secret, receives an expired version, or has excessive permission

Neither column is automatically more secure. A correctly configured system must still use strong identity controls, narrow permissions, protected transport, logging, monitoring, and a workable recovery process.

Start with the credential’s user and retrieval path

Inventory credentials by asking two questions. First, who or what needs the value? Second, how will it obtain the value?

  • If an employee must open an admin console, use a browser extension, or share access with a colleague, start with a team password manager.
  • If a service needs a database password while handling a request, use an application-facing secrets manager.
  • If a deployment job needs a short-lived token, use a secrets service or the deployment platform’s native secret integration.
  • If a developer occasionally needs an SSH key or test token interactively, a password manager may be the practical home, even if the item is technically a developer secret.

Do not force a single repository to serve both workflows. Human users need discoverability, approval, and offboarding. Workloads need non-interactive retrieval, scoped identities, versioning, and rotation without a person copying values into a terminal.

When a team password manager is the right first choice

Employee and administrator sign-ins

Choose a password manager when the central problem is controlling access for people. Examples include a support team sharing a customer portal login, an operations group managing a registrar account, or administrators needing emergency access to a console that does not support individual accounts.

Look for shared vaults or collections, groups, item-level permissions, MFA enforcement, password generation, browser and mobile support, access reports, and a documented recovery process. Prefer individual accounts and named access wherever the target application supports them; a shared item should be an exception for systems that cannot provide separate identities.

Joiner, mover, and leaver processes

A password manager earns its value when access changes are frequent. A manager should be able to add a new employee to a group, move that person to a different vault when responsibilities change, and revoke access centrally when employment ends. Record who approved sensitive access and review shared items periodically.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Human-friendly secrets with occasional developer use

Some products support SSH keys, API tokens, and developer secrets in addition to passwords. 1Password, for example, lists passwords, SSH keys, API tokens, developer secrets, and team permissions in its enterprise offering. Such capabilities can be useful for a developer who needs to inspect or use a value manually. They do not, by themselves, replace a runtime delivery system for production workloads.

When a secrets manager is the right first choice

Runtime database and service credentials

Use a secrets manager when code or infrastructure must obtain credentials without human intervention. Store the value centrally, grant retrieval to the workload identity, and have the application request it through an approved interface. This avoids placing plaintext credentials in source control or baking long-lived values into images.

CI/CD and deployment automation

Build and release jobs often need registry passwords, signing keys, cloud tokens, or environment-specific configuration. A secrets service can provide the value only to the job or deployment identity that needs it. Separate development, staging, and production access, and avoid giving a general-purpose build runner permission to read every production secret.

Rotation, versions, and emergency response

Secrets managers are suited to credentials that must be changed without manually editing every consumer. Keep current and previous versions during a controlled transition, update consumers, verify health, and then revoke the old value. The exact rotation mechanism depends on the database, API, or platform; automatic rotation is not universal and must be tested with the consuming application.

When the best answer is both

A common architecture is a password manager for people and a secrets manager for machines. An engineer may use the password manager to access a cloud console or retrieve a break-glass credential, while a production service retrieves its database password from the secrets service at runtime.

Developer workflows can bridge the two. 1Password documents CLI, service-account, SDK, and Connect methods for developer secrets. It also documents syncing secrets from its environment feature to AWS Secrets Manager, allowing team members to edit the environment without receiving individual AWS credentials. The documentation labels that integration beta, so confirm its current status, supported features, and operational limits before making it part of a production design.

Define ownership at the boundary. Human-facing items belong to the team that manages employee access; workload secrets belong to the service owner and platform or security team. Avoid copying a production secret into a shared human vault merely because a developer needs to troubleshoot it. Provide a controlled, time-limited access path instead.

A decision framework your team can apply

  1. List every credential and its consumer. Record the application, infrastructure component, employee role, or external party that uses it. “Engineering” is not a sufficient consumer; name the service or group.
  2. Classify the interaction. Mark each item as interactive human use, non-interactive workload retrieval, or both. For “both,” define separate human and machine access paths where possible.
  3. Map the retrieval interface. A browser extension and shared vault indicate a password manager. An API, SDK, CLI, agent, sidecar, or cloud-native integration indicates a secrets manager.
  4. Set the lifecycle requirement. Decide whether you need simple sharing and revocation, scheduled or event-driven rotation, version rollback, approval workflows, or all of these.
  5. Define the identity boundary. Identify the identity provider, groups, service roles, workload identities, and break-glass accounts that will be allowed to retrieve each class of credential.
  6. Check environment fit. Match the service to your cloud platform, deployment model, operating systems, development tools, compliance obligations, and regional requirements. A technically capable product can still be a poor operational fit.
  7. Test failure and recovery. Confirm what happens when a secret is rotated, a workload loses network access, an employee leaves, an administrator is locked out, or the secrets service is temporarily unavailable.
  8. Measure administrative effort. Include onboarding, policy maintenance, audit review, integrations, support, and migration work in the budget. Avoid selecting on license price alone when operational complexity will dominate.

Implementation playbook for a team password manager

  1. Establish the identity source. Create individual accounts, connect the organization’s identity provider if supported, and require MFA. Do not operate a shared “team” login for the manager itself.
  2. Design vaults around access boundaries. Separate finance, production operations, customer support, and other groups with different authorization needs. Keep the default vault private and make sharing deliberate.
  3. Import and clean up. Remove duplicates, replace reused passwords, identify accounts that support individual user access, and label emergency or recovery credentials clearly.
  4. Set sharing and export rules. Decide who may view, edit, share, export, or delete items. Limit bulk export and monitor it where the product allows.
  5. Document offboarding. Suspend the person’s account, remove group membership, rotate credentials that were shared with them when appropriate, and review activity for sensitive items.
  6. Train for phishing resistance. Teach users to use the manager’s autofill or verified domain matching, to reject unexpected MFA prompts, and to report suspicious requests instead of copying credentials into chat.
  7. Review access on a schedule. Owners should confirm membership and item permissions at a defined interval and after major role or system changes.

Implementation playbook for a secrets manager

  1. Choose a namespace and ownership model. Organize secrets by application, environment, and account or region. Assign an owner and an escalation contact for every production secret.
  2. Create workload identities. Give each service or deployment role its own identity. Do not share one broad retrieval identity across unrelated applications.
  3. Apply least privilege. Grant read access only to the exact secrets and environments required. Separate operators who administer secret metadata from workloads that read values.
  4. Use encrypted transport and storage. Require TLS for retrieval and rely on the service’s encryption controls, including key-management configuration where applicable. AWS documents encryption at rest through AWS KMS for its service.
  5. Integrate through supported interfaces. Use the provider’s API, SDK, CLI, agent, sidecar, or platform connector rather than writing ad hoc scripts that print values into logs.
  6. Prevent accidental exposure. Mask secret values in CI output, application logs, crash reports, tickets, shell history, and telemetry. Keep secret identifiers separate from secret contents in diagnostic messages.
  7. Plan rotation with the consumer. Confirm whether the application can reload a new value without restart. For databases or APIs that require coordinated changes, test dual-version or overlap procedures before enabling automatic rotation.
  8. Enable audit and monitoring. Record retrieval, policy changes, deletion, rotation, and failed access. Alert on unusual principals, locations, rates, or access outside deployment windows.
  9. Exercise recovery. Test restoring access after an incorrect policy, a failed rotation, a regional incident, or accidental deletion. Keep a tightly controlled break-glass process.

Security controls: what the choice does not solve

A product category is not a security guarantee. AWS guidance for Secrets Manager recommends individual user accounts, least-privilege access, MFA, TLS, activity logging, limiting access, monitoring secrets, and considering rotation and key configuration. AWS also states in its Secrets Manager best practices: “Store credentials and other sensitive information in AWS Secrets Manager.” These are AWS recommendations for configuring its service, not a universal certification that every deployment using a secrets manager is secure.

The same principle applies to a password manager. Require individual identities, strong authentication, narrow group membership, protected recovery, and reviewable logs. A shared vault with unrestricted export can defeat the controls the product provides. Conversely, a secrets service with an administrator role that can read every value can create a large blast radius.

The archived AWS Well-Architected framework page dated 2023-10-03 identifies API access keys, passwords, and OAuth tokens as secret credentials and recommends storing and rotating API tokens where possible. Treat that date as the version of the guidance; check the current framework and your organization’s policy before adopting a control as a formal requirement.

Rotation and revocation without breaking production

Human access

For employee credentials, revocation usually means removing a person from a vault or group and changing shared credentials they may have seen. Prioritize systems that lack individual accounts, because a removed user can otherwise retain knowledge of the old password. Keep a documented emergency owner for critical accounts.

Workload access

For applications, rotation is a dependency change. Establish the sequence: create a new credential, store a new version, allow the consumer to load it, verify successful authentication, and revoke the old credential. If a service reads only at startup, a restart or rollout may be necessary. If it caches values, set and test a refresh interval.

Monitoring the transition

Watch authentication failures, retrieval errors, latency, and application health during rotation. Keep the previous version only for the minimum overlap required by the migration. Never treat a successful write to the secrets store as proof that every consumer has switched.

Integration and platform-fit questions

Before selecting a service, document the environments it must support: cloud accounts, on-premises servers, containers, serverless functions, developer laptops, CI providers, and disaster-recovery regions. Confirm whether the identity provider can issue the required human and workload identities, whether network paths permit retrieval, and whether the service exposes audit events to your monitoring system.

Check the development experience as well. A team may need a local-development workflow that uses temporary values, a CLI or SDK, secret injection into containers, and clear separation between test and production. An integration that is labeled beta in current documentation should be treated as changeable: verify availability, support boundaries, upgrade behavior, and rollback options before depending on it for critical workloads.

Also review data residency, retention, legal hold, customer-managed keys, administrator separation, service availability, and export or migration capabilities against your compliance requirements. These properties vary by edition and provider, so obtain current terms and technical documentation for the exact service under consideration.

Common mistakes and how to correct them

  • Putting every secret in the employee vault. Move runtime credentials to a secrets service and give developers audited, time-limited access instead of permanent visibility.
  • Assuming a secrets manager replaces SSO. Use individual identities and the organization’s identity provider for people; a secrets service is not a substitute for access governance across business applications.
  • Giving workloads human credentials. Create workload identities with narrowly scoped permissions rather than embedding an employee token in code or a deployment script.
  • Enabling rotation without testing reload behavior. Test the complete consumer path, including cache duration, restart requirements, connection pools, and rollback.
  • Logging secret values while debugging. Redact values at the logger, CI runner, tracing, and support-ticket layers before reproducing an issue.
  • Using one administrator account. Create named administrative accounts, require MFA, and retain a controlled break-glass account with monitoring.
  • Ignoring inactive and orphaned secrets. Assign owners, review last-used data, remove unused values, and investigate unexpected retrievals.
  • Choosing by brand or feature checklist alone. Validate cloud, identity, deployment, compliance, support, and recovery fit with a pilot that exercises real workflows.

A low-risk migration sequence

  1. Inventory human and workload credentials, including copies in repositories, scripts, images, tickets, and shared documents.
  2. Revoke exposed or unknown values before migration, then create replacements with clear owners.
  3. Deploy the password manager for a small human group and the secrets manager for one non-critical service.
  4. Test MFA, group changes, API retrieval, rotation, audit events, outage behavior, and recovery.
  5. Move credentials in waves, starting with high-exposure human accounts and workloads that have straightforward integrations.
  6. After each wave, scan repositories and build artifacts again, remove legacy copies, and confirm that the old credential no longer works.
  7. Publish operating procedures for onboarding, offboarding, emergency access, rotation, incident response, and periodic review.

Bottom line for the selection meeting

Choose a team password manager when people need convenient, accountable access to interactive accounts. Choose a secrets manager when applications or infrastructure need controlled, logged, and rotatable runtime retrieval. If your team has both employee sign-ins and production workloads, adopting both is usually clearer than stretching one tool across incompatible jobs. Make the final decision only after checking your identity system, cloud and deployment environment, compliance obligations, recovery requirements, and the current capabilities of the specific services you are evaluating.
