A kick scooter, a low-speed electric scooter and a road-going motor scooter can have different helmet, license, registration and roadway requirements. For every ride, wear a properly fitted helmet suited to the vehicle, inspect the scooter, stay visible and ride predictably.
Do I need a license to ride a scooter to school?
There is no single nationwide answer. Requirements depend on your state and city, and on the vehicle category used in local law. “E-scooter” and “motor scooter” are not interchangeable legal terms. Check your state DMV or transportation department and municipal rules using the scooter’s exact make, model and specifications.

State rules illustrate why checking matters. In Massachusetts, a person operating a motorized scooter on a way must have a valid driver’s license or learner’s permit; the statute also sets a 20 mph speed limit, requires protective headgear and specifies operating conditions. California DMV guidance distinguishes motorcycles, mopeds, motor-driven cycles, scooters and e-bikes. Georgia DDS provides guidance on moped rules and a scooter rider education program. These are examples for those jurisdictions, not rules that apply everywhere.

What kind of helmet do I need for an electric scooter?
For micromobility scooters, the U.S. Consumer Product Safety Commission (CPSC) advises wearing a bicycle helmet that meets its bicycle helmet standard. Choose one intended for the vehicle you ride, then check fit, retention and coverage: the helmet should sit securely and stay in position when fastened. Add visibility and ventilation suited to your route and riding conditions. A helmet’s category and applicable local law matter more than a broad “scooter helmet” label.
A road-going motor scooter may fall under motorcycle-helmet rules instead. For that category, NHTSA says: “Make sure your helmet has the DOT symbol on the outside back; this means it meets our Federal Motor Vehicle Safety Standard (FMVSS) No. 218.” NHTSA does not individually approve helmets: manufacturers self-certify compliance, and NHTSA tests some helmets for enforcement. A bicycle helmet and a motorcycle helmet are not interchangeable categories. Check the rules for your vehicle and location before buying.

Use only routes permitted for your scooter category in your city and state. Follow traffic signals, posted speed limits and local rules about roads, sidewalks and paths; permission for one kind of scooter does not establish permission for another. If the rules are unclear, check your transportation department or municipal guidance before riding.

How should I charge an electric scooter safely?
Follow the scooter manufacturer’s charging instructions and use only the supplied charger or one the manufacturer recommends. Stay present while charging. Replace a battery only with one the manufacturer confirms is suitable; do not use modified or reworked battery packs or repurposed cells. CPSC’s micromobility guidance covers charging and battery safety.
How common are injuries among young riders?
CPSC’s 2026 campaign page reports that, on average, 212,000 young people aged 13–24 per year visited emergency rooms for incidents involving wheeled products during 2013–2022. The count combines bikes, mountain bikes, adult tricycles, scooters (powered, unpowered or unspecified), minibikes, e-bikes, skateboards, roller blades and inline skates. It is not a scooter-only injury estimate. See CPSC’s “We’re Safety Now Haven’t We”.
