To create or use one effectively, first decide what you need to inventory—such as project dependencies, a built container image, or a filesystem—then choose a generator and an output format your downstream tools accept. Inspect the result before sharing or converting it: an SBOM is useful supply-chain data, not proof that software is secure or that every component has been found.
What an SBOM records—and what it does not prove
The National Telecommunications and Information Administration (NTIA) defines a software bill of materials (SBOM) as “a formal record containing the details and supply chain relationships of various components used in building software.” It is often described as a nested inventory or ingredients list: it can identify components and show how they relate to one another.

That inventory can give vulnerability-management, software-inventory, and license-review processes data to work with. It does not, by itself, determine whether a component is vulnerable, establish that software is safe, or guarantee complete visibility into every dependency. As the NTIA’s 2021 minimum-elements report puts it: “SBOM will not solve all software security problems, but will form a foundational data layer on which further security tools, practices, and assurances can be built.”

NTIA’s 2021 minimum-elements framework groups expectations into three areas. CISA published updated minimum-elements guidance in 2025, including guidance on generation context and automation. Treat the older framework as useful grounding, not as a substitute for current guidance, contract terms, or the requirements of the organization receiving the file.
#1 Best Overall
- Data fields: supplier, component name and version, unique identifiers, dependency relationships, SBOM author, and timestamp.
- Automation support: automated generation and machine-readable formats so SBOMs can be produced and consumed at scale.
- Practices and processes: how often the SBOM is updated, how deeply components are described, how known unknowns are handled, how it is delivered and access-controlled, and how mistakes are accommodated.
Generation context matters. An SBOM produced before or during a build may reflect project or build inputs; one produced after a build may describe components detected in an artifact. CISA’s 2025 guidance discusses these contexts and the need for compatible automation. Record how the inventory was generated so consumers can interpret what it covers.
How do I create an SBOM?
Use a generator that can see the thing you want to inventory. A project or build integration can describe declared dependencies; a scanner that examines a built image, archive, or filesystem can inventory detected contents. These outputs can differ because their inputs and visibility differ, not necessarily because one is universally more accurate.

- Define the target. Decide whether you need an inventory of a source repository or project, build output, container image, filesystem, archive, or another artifact.
- Choose a generator with access to that target. Check its supported ecosystems and inputs. For example, Syft documents SBOM generation from container images, filesystems, and archives, with SPDX and CycloneDX output.
- Check the receiving requirements. Confirm the accepted format and version, required fields, and any organizational or contract requirements before generating the file.
- Generate and retain context. Record the target and generation context, such as whether the inventory reflects project/build inputs or a post-build artifact. Follow the generator’s current documentation for its specific commands and options.
- Inspect or validate the result. Review component identities, relationships, missing information, and known unknowns. Do not assume a successfully generated file is complete or fit for every downstream use.
- Deliver it to the intended process. Apply the recipient’s rules for distribution and access. If the goal is ongoing portfolio inventory or vulnerability monitoring, submit the SBOM to an analysis process or platform and maintain relevant context over time.
SPDX or CycloneDX: which format should I choose?
SPDX and CycloneDX are widely used, machine-processable formats that are also human-readable. There is no universal winner: the practical choice depends on the format and version accepted by the consumer, the capabilities of your generator and analysis tools, and the SBOM’s intended use. NTIA’s 2021 framework also discusses SWID tags, but this guide focuses on SPDX and CycloneDX because they are the principal formats in the workflow described here.
Before committing to a format, verify both sides of the exchange: what the generator can write and what the downstream tool can read. CISA’s 2025 minimum-elements guidance discusses compatible automation and widely used formats; check the current guidance and the consumer’s own requirements rather than relying on an older specification or assumption.

How can I view or inspect an SBOM file?
Start with the format and the intended question. A human-readable representation can help you browse component names and relationships; a machine-readable file is better suited to automated validation, ingestion, and comparison. If your immediate goal is simply to inspect the contents, use a viewer or tool that supports the file’s specific format and version. If you need to confirm completeness or interoperability, use validation and analysis features rather than relying on visual inspection alone.
The CycloneDX Tool Center catalogs tools in the ecosystem. The CycloneDX project’s CLI documents analysis, modification, diffing, merging, conversion, signing, and verification operations. Select a tool based on the job at hand and check its current documentation for supported formats and versions.

How do I convert between SPDX and CycloneDX?
Convert only when a receiving tool or process requires a different format. The CycloneDX CLI documents conversion support for CycloneDX XML, JSON, Protobuf, and CSV, as well as SPDX JSON v2.3. Consult its current documentation for exact syntax and release-specific support.
Do not treat conversion as a lossless rename. The project warns that converting between SPDX and CycloneDX can lose information. After conversion, check that required component identities, relationships, metadata, and other fields survived in the destination representation. If a required field is absent or changed, retain the original file and resolve the gap with the producer or consumer rather than assuming the converted SBOM is equivalent.
When is a standalone file not enough?
A generated SBOM is a snapshot of an inventory, not a continuing monitoring service. Organizations managing multiple products or seeking ongoing inventory and vulnerability analysis may need a process or platform that ingests SBOMs and keeps their context available over time. For example, the OWASP Foundation describes Dependency-Track as a platform for SBOM ingestion, inventory, and analysis. The right operating model depends on your workflow, data-handling requirements, and scale; creating a file alone does not provide continuous analysis.
How to assess an SBOM tool
Compare tools against the work you need done, rather than assuming a single generator or format is best for every use.
- Target and ecosystem: Does it cover your repository or package manager, build, image, filesystem, archive, or host?
- Format and version: Which formats and versions can it read and write?
- Identification and relationships: What component identities and dependency relationships does it provide, and how does it expose uncertainty or incomplete visibility?
- Verification and transformation: Does it support validation, conversion, signing, or provenance and generation context where you need them?
- Automation fit: Can it fit your local workflow or CI pipeline?
- Output and operating model: Does it produce a file or report, or maintain an inventory for analysis? Is it a local utility or a managed platform, and do its data-handling arrangements suit your requirements?
Official documentation describes tool capabilities, not a controlled comparative performance test. Evaluate candidate tools against your own inputs, policy, and receiving systems instead of treating a feature list as proof of accuracy.
