Yes—your Samsung Pass website list and saved IDs and passwords can appear on a new Galaxy phone. The usual route is to sign in to the same Samsung account on the new phone; Samsung also lists Pass as Smart Switch content for supported transfers. These are separate mechanisms, and you’ll need to register a fingerprint on the new phone.
How Samsung Pass reaches a new phone
Samsung describes two possible routes, but they do not do the same thing:

For most people, start by signing in to the same Samsung account and opening Pass. Consider Smart Switch as part of a broader phone migration, not as a substitute for account sign-in.

Set up Samsung Pass on the new Galaxy phone
- Connect the new phone to a network and sign in to the same Samsung account used on the old phone.
- Open Settings > Security and privacy > Samsung Pass. Menu names can vary by software version.
- Follow the on-screen prompts to access Pass.
- Register a fingerprint on the new phone when prompted. A fingerprint enrolled on the old phone does not transfer as reusable biometric data.
- If you are also moving other phone content, open Smart Switch on both phones, review the offered content, select Samsung Pass if it appears, and follow the connection and transfer prompts. If your saved credentials are missing
- Check the Samsung account. Make sure the new phone is signed in to the same account used on the old one.
- Check the network connection. Samsung says Pass requires a network connection and does not work offline because device status cannot be verified while offline. Samsung Pass FAQ
- Reopen Samsung Pass. After confirming the account and connection, return to Pass and complete any setup prompts.
- Enroll a fingerprint. Samsung requires at least one fingerprint for Pass. If all fingerprints are deleted, Pass becomes inactive until account verification and fingerprint registration are completed again. Samsung Pass FAQ
- Check the Smart Switch selection. If using Smart Switch, confirm Pass appeared among the selectable items. Samsung does not promise that every item is available for every source device or operating-system combination.
Device and security details to know
Samsung’s US FAQ says Pass is available on Galaxy phones running Android 7.0 (Nougat) or later and supports use on up to five mobile devices on the same account. These are the FAQ’s stated compatibility and device-limit details; verify availability for your specific model, software version, and region, since features and menus may vary. The FAQ also says iris recognition is limited to supported models. Samsung Pass FAQ

Samsung describes biometric information as encrypted and stored in the phone’s Trust Zone, remaining on the device rather than transferring to the new phone. This is Samsung’s description of its design, not an independent security assessment. You must enroll biometrics separately on each device.
A wired Smart Switch transfer is optional. Samsung also documents wireless transfer, and a cable is not required for same-account Samsung Pass sync. Samsung Smart Switch transfer instructions
