On a Samsung Galaxy, you manage an app’s access to things such as the camera, microphone, and location in Settings. Android’s PermissionController is the system component behind permission-related screens and logic—not a separate app you need to download or open.
What is Permission Controller on Samsung?
PermissionController is part of Android’s permission system. The Android Open Source Project describes it as a module containing privacy policies and user interface for granting and managing permissions. Its responsibilities include runtime permission grants, permission management and grouping, tracking runtime permission use, and managing roles. Android Open Source Project: PermissionController

Samsung users normally interact with these controls through the phone’s Settings app. The exact screen labels and options can differ by Galaxy model, Android and One UI version, region, and permission type.

Why the name can be confusing
PermissionController is a system module, not a separate permissions utility that you need to install, buy, disable, or update yourself. Android’s documentation notes that permission logic was separated from Package Installer in Android 10, auto-revoke support for unused apps was added in Android 11, and module code moved into the Permission module in Android 12. Those are platform history details, not a guarantee of a particular package name or screen on every Samsung phone.

How do I allow app permissions on my Samsung phone?
To change access for one app, open Settings > Apps, select the app, tap Permissions, and choose the permission you want to change. Samsung documents this route in its Galaxy Z Fold6 user manual.
- Open Settings.
- Tap Apps, then select the app.
- Tap Permissions.
- Select a permission and choose an available setting.
Depending on the permission and software, choices may include Allow, Don’t allow, Allow only while using the app, Ask every time, or one-time access. Not every permission or phone shows every choice. Google’s Android privacy settings and permissions page explains common permission controls.

How do I manage permissions by category?
Use Permission manager when you want to review which apps can access a particular type of information or feature, rather than inspecting one app at a time. Samsung’s support route is Settings > Security and privacy > Privacy > Permission manager. Select a category, such as Camera or Microphone, then select an app to review or change its access. Some Samsung software also places Permission manager under Settings > Apps > menu > Permission manager. If the labels or route on your phone differ, search Settings for “Permission manager” or “permissions.”

Should I change access by app or by permission?
| Review method | Best for | Where to start |
|---|---|---|
| By app | Troubleshooting one app or checking everything it can access | Settings > Apps > select an app > Permissions |
| By permission category | Auditing which apps can access a sensitive feature or data type | Settings > Security and privacy > Privacy > Permission manager |
These routes are documented by Samsung, but their placement can vary across software versions and devices. If you deny access, a related app feature may stop working. Samsung’s Galaxy Z Fold6 manual says, “If you do not grant permissions to apps, the basic features of the apps may not function properly.” Consider the feature you need before changing a permission.

Samsung’s One UI feature overview describes permission-usage information for sensitive access, camera and microphone indicators, quick controls for blocking sensor access, and approximate location. It says: “See when each app accesses sensitive permissions such as Location, Camera, or Microphone in Permission usage in Privacy settings.” This is feature documentation, not a guarantee that every Galaxy device has identical screens or controls.
