Safer Server Fetching Starts With Controlling Destinations

A server-side fetch of a user-influenced URL can expose internal resources. Safer designs constrain destinations and validate the connection, redirects, and network access.

A server-side fetch() becomes a security boundary when a user can influence its destination. An attacker may try to make your server reach internal services or other destinations that the user cannot access directly. This is server-side request forgery (SSRF): the risk is not that fetch() is inherently unsafe, but that the server may have broader network access than the requester.

Can a user-supplied URL cause SSRF?

Yes. If an application accepts a URL and asks its server to retrieve it—for a preview, webhook test, import, image proxy, or similar feature—the request originates from the server. An attacker who can control or influence the destination may try to reach internal resources or cause unauthorized requests from that server. OWASP describes user-provided URLs and resource-fetching features as common SSRF-enabling contexts in its SSRF Prevention Cheat Sheet.

This is different from browser-side fetch(): a server-side request uses the server’s network position and permissions. It is also not the same issue as cross-site request forgery (CSRF), which concerns an attacker inducing a user’s browser to make an authenticated request.

How should you choose the destination model?

First ask whether the feature truly needs arbitrary URLs. The narrower the destination scope, the easier it is to enforce a reliable policy.

Design decision Safer default What it means
Destination scope Fixed, server-controlled destinations Map a destination identifier to a known service. If arbitrary public hosts are essential, define and enforce a specific policy for permitted destinations.
Input shape Destination ID or permitted host Build the scheme, port, and path in application code where possible, instead of accepting a complete URL.
Redirects Reject them, or validate every hop A permitted first destination can redirect to a prohibited one.
DNS and connection Bind the connection to an address that passed policy A hostname check alone does not ensure that the eventual connection reaches the checked address.
Network exposure Restricted, isolated outbound access Limit what the fetching component can reach if application-level checks fail.

OWASP advises against accepting complete user URLs because they are difficult to validate and parser behavior can be abused. Where the feature permits, take a destination key and construct the request from controlled components instead. See the OWASP guidance on SSRF prevention.

Why is validating a URL before fetch not enough?

A URL can be syntactically valid and still point somewhere the service must not contact. A regular expression or raw string comparison does not establish a destination policy: parsing differences, alternate representations, and DNS resolution can undermine superficial checks. Use a maintained URL parser, inspect normalized parsed components, reject ambiguous forms, and compare the resulting destination against the feature’s explicit policy. OWASP also warns against relying on denylist-only approaches in its Top 10:2021 SSRF guidance.

Even a careful hostname check can have a time-of-check/time-of-use gap. DNS rebinding, or a second DNS lookup made by the HTTP client, can cause the connection to go to a different address than the one evaluated. Resolve relevant IPv4 and IPv6 addresses, reject addresses outside the permitted policy, and ensure the client connects to an address that passed those checks. Preserve the hostname for HTTP and TLS behavior where needed, rather than replacing it blindly with an IP. OWASP discusses DNS rebinding and connection binding in its SSRF Prevention Cheat Sheet.

How do redirects and DNS rebinding bypass URL checks?

Redirects can change the destination after validation

A safe-looking initial URL can return a redirect to an internal or otherwise prohibited target. Disable automatic redirect following, or inspect and validate each redirect destination before following it. Apply the same scheme, host, address, and port policy to every hop; do not assume that validating only the original URL is sufficient. OWASP covers redirect risks in its SSRF Prevention Cheat Sheet and Top 10:2021 SSRF guidance.

DNS can return a different address at connection time

If validation resolves a hostname, but the HTTP client resolves it again later, the second answer may differ. Treat resolution and connection as one security decision: check all relevant results and configure the client so it connects only to an address approved by policy. Include retries and fallback connections in the same controls; they must not silently resolve or connect to an unchecked destination. The risk is a TOCTOU problem, not something a hostname allowlist alone eliminates. OWASP explains this issue in its SSRF prevention guidance and Top 10:2021 entry.

  1. Define allowed destinations. Specify permitted schemes and ports, and decide which hosts and address ranges the feature may contact. Reject anything outside that policy.
  2. Parse rather than pattern-match. Use a maintained URL implementation; compare normalized components and reject credentials or ambiguous input. Do not treat a regex, substring match, or parser alone as a security boundary.
  3. Resolve and check all relevant addresses. Evaluate IPv4 and IPv6 results against the policy, then bind the connection to an approved address while preserving the hostname for HTTP and TLS as required.
  4. Control every redirect. Turn off automatic following or validate each hop before the client connects. Apply the same policy to redirects, retries, and fallback behavior.
  5. Constrain the fetcher’s network access. Isolate the component where possible and restrict outbound access so it cannot freely reach sensitive internal services. OWASP and MDN describe network restriction and layered defenses in their SSRF Prevention Cheat Sheet and SSRF overview.
  6. Limit resource use and observe activity. Set suitable timeouts and response-size limits, and log or monitor outbound requests. These operational safeguards complement destination checks; they do not replace them.

For an API that retrieves resources, keep the policy aligned with the API’s actual use case. OWASP’s API7:2023 SSRF guidance discusses SSRF in API contexts.

What should you avoid relying on?

  • A single URL parser: parsing establishes structure, not whether a destination is authorized.
  • A hostname allowlist by itself: DNS results and the actual connection must be controlled too.
  • A one-time DNS check: a later lookup can resolve differently.
  • Validation of only the first URL: redirects can change the destination.
  • A denylist or raw string match: alternate representations and parser behavior can make the check incomplete. OWASP explains parsed-component validation and safe destination selection in its Unvalidated Redirects and Forwards Cheat Sheet.
  • Application checks without network controls: least privilege and restricted egress reduce the consequences of a missed case.
