There is no evidence-supported chatbot that can be called universally safe for teenagers. The better alternative depends on the need: use educational websites for learning, a trusted person or qualified professional for emotional support, and offline activities for creative expression. If a teen uses a chatbot for schoolwork or a creative project, involve an adult and check what its controls actually do.
Choose an alternative for the task, not just the brand
| Teen’s goal | Better-supported option | What to know |
|---|---|---|
| Learn or look up educational material | National Geographic Kids, Britannica Kids, or Common Sense Media Selections | Common Sense Media names these as learning alternatives. They are educational websites, not necessarily conversational AI tools. Source. |
| Get help with homework or a creative project | Supervised chatbot use, with the teen doing the thinking | Ask whether the tool is helping the teen understand or merely finish. Common Sense Media suggests asking what the student figured out first, where they disagreed with the AI, and how they checked its answer. Source. |
| Talk through distress, mental-health concerns, or a difficult personal issue | A trusted adult, family member, school counselor, or age-appropriate therapy | Common Sense Media recommends human support, warning that a chatbot may miss signs that someone needs help and delay contact with a person who can provide it. Source. |
| Make something or express an idea | Art supplies, a writing journal, or music lessons | These non-chatbot options are also suggested by Common Sense Media. Source. |
| Find companionship or emotional support from a character bot | Do not treat a social AI companion as a safer substitute | Common Sense Media recommends no AI companions for people under 18, citing risks that include harmful advice, emotional dependency, and bots presenting themselves as real or sentient. Source. |
How to evaluate a chatbot for school or creative work
Compare the tool’s purpose and practical limits rather than relying on a “teen” label or a general claim that it is safe. Vendor descriptions explain the controls a company says it offers; independent assessments report what an organization observed in testing. Neither alone establishes how every teen’s conversation will go.

- Purpose: Keep homework explanation, source discovery, and brainstorming distinct from companionship, counseling, or crisis support.
- Learning: Prefer a process that helps the teen reason—such as hints or questions—over simply supplying a finished answer. Ask: “Is this AI helping me learn, or just helping me finish?” Common Sense Media uses that question in its age guidance, updated June 8, 2026. Source.
- Adult involvement: Agree on the purpose and review settings together. The American Psychological Association’s CEO, Dr. Arthur C. Evans Jr., said in OpenAI’s December 18, 2025 Model Spec update that youth AI experiences should be supervised and discussed with trusted adults. Source.
- Privacy and access: Read the specific settings for the teen’s account. Parental controls may not allow chat inspection or prevent access.
- Independent assessment: Look for testing that addresses the intended use, while keeping its date, scope, and limitations in view.
What ChatGPT for Teens’ controls do—and do not do
OpenAI describes a teen experience that includes learning-focused onboarding, study mode with hints and step-by-step guidance, quizzes when available, and study-hour reminders. It says linked parents can set quiet hours, but cannot read or monitor a teen’s conversations through parental controls. Study hours can direct eligible new chats into study mode; they do not block access to ChatGPT. OpenAI also says eligible accounts receive the teen experience automatically, and age categorization can affect whether it is active. These are OpenAI’s product descriptions, not independent evidence that the features are effective. OpenAI Help Center.

What the reported assessment found
In an October 7, 2026 report, Axios described Common Sense Media’s Youth AI Safety Institute testing of more than 4,000 prompts on accounts registered to users aged 13–17. According to that report, testers found ChatGPT generally did not provide instructions facilitating suicide or self-harm, eating disorders, or sexual or romantic roleplay, but was less reliable at recognizing when outside help was needed. Common Sense Media reportedly said the system missed more than one in four cases its testers judged to warrant crisis referral. Axios also reported that testers using more than a dozen newly created, parent-linked accounts could discuss suicide, self-harm, or disordered eating for up to an hour without triggering a parental alert. These are findings attributed to the Institute as reported by Axios, not an independently reanalyzed dataset. Axios report.

OpenAI’s response
Axios reported that OpenAI disputed whether the testing reflects how teen safeguards work in practice. The company said Study Hours are intentionally flexible rather than a hard parental lock and described its crisis-resource display data and age-prediction approach. The reported assessment and OpenAI’s response represent competing positions; the reporting does not resolve them into an uncontested conclusion. Axios report.
Gemini: review the vendor controls and independent assessment separately
Google says younger users receive stricter content policies and default protections in Gemini, and that Gemini activity is set to auto-delete after 18 months by default, with settings users can change. These are Google’s descriptions of its controls. Google Safety Center.

In a September 5, 2025 assessment, Common Sense Media’s Youth AI Safety Institute rated Gemini with teen protections high risk. It said the product could be useful for homework or creativity but advised against companionship, emotional support, and mental-health advice. Its assessment reported that Gemini treated teenagers similarly despite age differences, could be inconsistent in longer or nuanced exchanges, and did not consistently recognize context from earlier in a conversation. This is the organization’s testing and recommendation, not a claim that every interaction causes harm. Assessment.
Why social AI companions are not a safer workaround
Character.AI and other social or companion chatbots should not be presented as safer teen substitutes for ChatGPT. Common Sense Media’s April 30, 2025 release said age gates and terms-based teen restrictions, including Character.AI’s teen-specific guardrails, were easily circumvented in its assessments. It recommends no social AI companions for young people under 18, citing harmful advice, emotional-dependency risks, and systems that could claim to be real or to have emotions. This is Common Sense Media’s recommendation based on its assessment. Release.

A simple family approach
- Name the task. Decide whether the teen needs information, help understanding homework, a creative prompt, or support with a personal problem.
- Choose the matching resource. Start with an educational site for learning, a person for emotional or mental-health needs, and an offline activity for creative expression.
- If using a chatbot, agree on boundaries. Use it for a defined school or creative task with adult involvement; do not treat it as a counselor or companion.
- Check the account together. Inspect the actual privacy, parental, and access settings rather than assuming that a teen account lets a parent read chats or stop use.
- Keep the teen accountable for the result. Have them explain the answer in their own words, say what they checked independently, and identify any point where they disagreed with the chatbot.
- Bring in a person when support is needed. For distress, self-harm concerns, mental-health symptoms, or difficult personal topics, involve a trusted adult and qualified human support.
