To cut a bloated software bill, first find every subscription, assign an accountable owner, and compare actual use and license rights with cost and business need—then act before renewal. SaaS sprawl is primarily a visibility and lifecycle-management problem, not a reason to buy an enterprise platform by default.
Why a single purchase list misses SaaS
Subscriptions may be bought directly by teams, through resellers, or in marketplaces, so procurement records alone can leave gaps. The FinOps Foundation recommends building visibility from multiple sources, including financial records, stakeholder input, identity and security signals, and application or contract records. These sources reveal different things. A card charge can reveal a vendor payment but not who uses the product; a single sign-on record can show access but not whether the application provides meaningful value; an entitlement count shows rights, not necessarily active use. Reconcile the signals rather than treating any one of them as a complete inventory.
Build an inventory before cutting licenses
Start by reconciling what your organization already has. Collect invoices, card and accounting records, procurement and contract files, SSO or CASB data, and input from team leads. Normalize vendor and product names so duplicate records refer to the same application.

For each application, record the details needed to make a decision:
- Business owner and cost center
- Who manages the contract, payment, access, security review, and renewal decision
- Renewal date, notice period, and relevant contract terms
- Seats or other entitlements purchased
- Available usage evidence and where it came from
Do not cancel a subscription simply because it is missing from one system or appears inactive in one data source. First establish who depends on it and what the available evidence actually measures.

Assign ownership and decision rights
Every subscription needs an accountable business owner who can explain its use, identify who needs access, and participate in renewal decisions. That owner may not be the person who pays the invoice or administers access, so make those responsibilities explicit too.

Find savings without creating licensing risk
Review the inventory for inactive or underused entitlements, duplicate applications, overlapping capabilities, abandoned contracts, and service tiers that exceed actual needs. Then validate the apparent waste with the application owner and check the vendor’s contract and license terms before removing, reallocating, or changing anything.
Low activity is a signal to investigate, not automatic proof that a seat is safe to remove. Some users may need occasional access, while an organization with more deployments than its agreement permits may face a compliance issue even if many seats appear unused. For each possible change, connect the evidence to the decision: who uses the application, what work it supports, what entitlements the contract permits, whether another tool genuinely covers the same need, and what cost or contract change would result. If those facts are unclear, resolve the uncertainty with the owner or vendor before changing access.

Put renewal dates, notice periods, decision owners, and internal deadlines on a shared calendar. Review usage and requirements early enough to act within the contract’s notice window; the right lead time depends on the agreement, and there is no universal number of days that fits every subscription.

Before a renewal discussion, assemble historical and planned usage, entitlement counts, stakeholder needs, and any proposed changes to seats or tiers. That gives the owner and procurement team a basis for deciding whether to renew, adjust, or challenge the current terms. Use the same records for forecasting and renewal alerts rather than relying on a last-minute invoice.
Keep new sprawl from accumulating
Rationalization is not a one-time purge. Establish a documented request and approval process, clarify purchasing and usage policies, and monitor spend and unexpected renewals. Continue discovery often enough to spot new subscriptions and changing usage, with a clear route for teams to explain legitimate needs rather than bypass the process.
Track the baseline and report realized savings with the scope and dates of the changes. The sources do not establish a universal savings percentage, so avoid promising a fixed reduction or treating one organization’s result as a typical outcome.
Decide whether a SaaS management platform is worth it
A maintained inventory and renewal calendar can be a reasonable starting process for a smaller or simpler portfolio; whether that is sufficient depends on the organization’s needs. For a complex portfolio, evaluate platforms against the evidence and workflow you actually need. The FinOps Foundation recommends considering discovery methods, recognizable service coverage and catalog update frequency, licensing model, scalability, security, and extensibility.
- Discovery: Which records and signals does the platform use, and what parts of your environment can it see?
- Evidence quality: Can it distinguish app presence, user access, purchased entitlements, and meaningful product usage?
- Lifecycle management: Does it help track owners, contracts, entitlements, renewal dates, and decisions?
- Coverage and upkeep: Which services can it recognize, and how often is its service catalog updated?
- Fit and risk: Does its licensing model suit your portfolio, and do its security, scalability, and extension options meet your requirements?
Ask for evidence that the platform can support the specific decisions you plan to make; a discovery list alone does not prove that a subscription is wasteful. Flexera describes its own SaaS spend management product as combining financial data, API connectors, SSO, and browser extensions to discover applications and usage.
