What happened on September 30
Russia attacked energy facilities and infrastructure around Kyiv and in other regions on Wednesday, September 30. Reuters described it as the heaviest combined attack on energy sites in months. Ukraine’s grid operator, Ukrenergo, imposed emergency cuts in Kyiv and three surrounding regions—the first such measure in the capital since spring, according to Reuters. The Associated Press reported that the heavy overnight attack caused power outages and quoted Prime Minister Serhii Koretskyi calling it the first combined assault of that scale since the end of the previous heating season.
Koretskyi said, according to the Associated Press, which reported his statement on Telegram: “There has been virtually no day since summer when the enemy did not attack energy infrastructure,” and, “But such a massive and combined attack happened for the first time since the end of the last heating season.” Reuters separately quoted Koretskyi on X saying, “Russia has escalated to massive strikes on energy infrastructure.”
Where outages were reported and what they affected
Kyiv and three surrounding regions faced emergency cuts, according to Reuters’s account of Ukrenergo’s announcement. In a report published October 1, Euronews said Ukrenergo had named outages from Kharkiv in the east and Chernihiv and Sumy in the north to Rivne in the northwest and Kirovohrad in central Ukraine. Those are regions cited in that report, not a complete or final map of affected areas.

The effects were also felt in city services. Reuters reported that some Kyiv trams and trolleybuses stopped because of outages, while Kyiv’s water utility said water-system pressure had fallen.
Casualties, reported targets and air-defense figures
President Volodymyr Zelenskyy said the September 30 attacks killed seven civilians and wounded 24 nationwide, figures reported by the Associated Press. Reuters also reported seven deaths based on Ukrainian officials. These are reported figures for this attack, not a final toll incorporating any later events.

Ukrainian officials identified energy infrastructure as a main target. The Associated Press also reported that Russia’s Defense Ministry claimed its forces hit a hydroelectric plant, a thermal power plant, an electrical substation, an energy storage facility and a data center. Ukrainian officials did not specifically confirm those facility claims, the AP noted.
Reuters reported the Ukrainian Air Force’s statement that air defenses intercepted 254 of 285 drones deployed through early evening. That is the Air Force’s reported count, not an independently verified tally.

What officials said about winter and the attack’s purpose
Reuters and the Associated Press placed the strikes in the context of intensifying Russian aerial attacks ahead of winter. Ukrainian officials described attacks on energy infrastructure as pressure on civilians and a threat to heat and power. Any description of the campaign as “weaponizing winter” should be understood as an attributed Ukrainian characterization, not an independently established finding about Russia’s intent.

In its October 1 report, Euronews said Ukrenergo was asking consumers to shift intensive electricity use to daytime and reduce consumption at night, particularly in Kyiv and nearby areas. At that point, the operator said hourly outages and limits on industrial capacity were not being implemented. Ukrenergo also said repairs and restoration work were underway wherever security conditions allowed.

Those details describe the situation reported on October 1, not necessarily the conditions now.
