There is no single best cell phone carrier for every rural Midwest address. In a 2026 comparison of FCC filings dated December 31, 2025, Verizon led the most counties among the counties where AT&T, T-Mobile, and Verizon all filed—but county-level coverage cannot tell you which network will work best inside your home, on your farm, or along your usual roads. Compare the exact places you use service, then verify with your phone where practical.
What the Midwest-wide comparison shows—and what it does not
NetScanAI’s 2026 analysis uses provider filings to the FCC National Broadband Map as of December 31, 2025. It compares reported outdoor 4G LTE or 5G coverage by county across a twelve-state Midwest region: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.

| Carrier or result | Counties | How to read the figure |
|---|---|---|
| Verizon led | 537 of 1,055 | County leader under NetScanAI’s comparison rule |
| AT&T led | 187 of 1,055 | County leader under the same rule |
| T-Mobile led | 28 of 1,055 | County leader under the same rule |
| No clear leader | 303 of 1,055 | No carrier met the analysis’s stated lead rule |
The comparison excludes 33 counties where one of the three carriers had no filing row. These are counts of counties, not field tests or a ranking of service at every address. NetScanAI also reports that any-carrier coverage reached 61.1% of land in Iron County, Michigan, and 70.1% in Shannon County, Missouri, using the same FCC filing date. Those county land-area figures are not predictions for a particular property. See NetScanAI’s Midwest comparison and its stated methodology.
Why the FCC map is a starting point, not a promise
The FCC National Broadband Map is useful for comparing providers across the same place and coverage conditions. Its mobile coverage data comes from provider filings and propagation modeling; it is not a measurement of the signal at your home. The FCC notes that actual experience can differ with the device, cell-site capacity, and terrain. The map does not establish indoor service, busy-hour capacity, or a guaranteed speed. Read the FCC’s mobile map explanation.

Coverage layers also use different speed thresholds and environments. FCC mobile methodology includes 4G LTE at 5 Mbps down and 1 Mbps up, and two 5G-NR tiers: 7/1 Mbps and 35/3 Mbps. Each is modeled separately for outdoor-stationary and in-vehicle-mobile availability. These are filing thresholds, not a promise that a user will receive those speeds. Review the FCC mobile broadband data methodology.
Carrier maps may not match the FCC map because providers can use different parameters and assumptions, including roaming availability. AT&T says its map shows approximate outdoor coverage, that actual coverage may vary, and that coverage is not guaranteed. Verizon gives a similar approximation disclaimer. Treat both carrier and FCC maps as estimates rather than guarantees. AT&T coverage map · Verizon coverage map.

How to compare carriers where you actually use your phone
- List the locations and routes that matter. Include your home, work, school, farm buildings, frequently visited towns, and the roads you use between them. A county or statewide result can hide local gaps.
- Compare like with like on the FCC map. Open the FCC National Broadband Map and select Mobile Broadband. Use the same location, technology, speed tier, and environment for each provider. Check outdoor-stationary coverage for fixed locations and in-vehicle coverage for driving routes.
- Check carrier maps for those same places. Look up the same addresses and routes on each provider’s map. Note whether the result is outdoor coverage, and do not assume it guarantees reception inside a building.
- Verify service in real conditions if possible. Test at the places and times that matter, using the handset you intend to keep or buy. Terrain, device capability, and network capacity can all affect what you experience.
- Check your exact phone model before switching. Confirm carrier compatibility and supported bands and features. Verizon says access to all of its 5G Ultra Wideband network requires support for n77, n260, and n261. A compatible phone can use a network where it exists; it cannot create coverage where there is no usable network. Verizon’s 5G compatibility guidance.
What to do when the map and your experience disagree
If the FCC map shows mobile availability where you cannot obtain service, the FCC provides a process for challenging mobile availability. Challenge measurements should be taken outdoors or in a vehicle, not indoors. Consult the FCC’s instructions and app before submitting a challenge. Compare AT&T, Verizon, and T-Mobile on the same addresses and routes, with the same map technology, speed tier, and environment. Then weigh that modeled coverage against observed service with your phone. The county counts can help frame the comparison, but they cannot settle it for a rural address.
