RTX 3090 vs. RTX 4090 for Local AI: Performance, VRAM, and Value

The RTX 3090 and RTX 4090 share 24 GB of GDDR6X, but performance and value depend on your model, settings, prices, card condition, and system.

For local AI, the RTX 3090 and RTX 4090 have the same headline memory capacity: NVIDIA lists 24 GB of GDDR6X on each. The 4090 is a newer, higher-spec card, but the available evidence does not establish a universal local-AI speed ratio or a current value winner. Your model settings, measured workload performance, card price and condition, and system compatibility matter more than a simple generation-to-generation comparison.

RTX 3090 vs. RTX 4090: key specifications

Specification RTX 3090 RTX 4090 What it means for local AI
Architecture Ampere Ada Lovelace A generational difference, not a local-AI benchmark.
CUDA cores 10,496 16,384 More cores do not translate directly into a predictable end-to-end speed ratio.
Memory 24 GB GDDR6X 24 GB GDDR6X Neither card adds headline VRAM capacity over the other.
Reference graphics-card power 350 W 450 W total graphics power These are NVIDIA reference figures; specific add-in-card models can differ.
Recommended system power 750 W 850 W Manufacturer recommendations for reference configurations, not universal PSU sizing rules.

NVIDIA’s product specifications list the RTX 3090 at 24 GB, 10,496 CUDA cores, 350 W graphics-card power, and a 750 W recommended system power. The RTX 4090 page lists 24 GB, 16,384 CUDA cores, 450 W total graphics power, and an 850 W recommended system power. Confirm the exact board-partner card’s specifications before buying.

What performance can you expect?

The available evidence does not justify saying the 4090 is a fixed number of times faster for local AI. The answer changes by task and software: running inference, generating tokens, and training are not interchangeable workloads, and model, quantization, context length, batch size, runtime, and power limits all affect results.

Do not apply gaming claims to AI

NVIDIA’s September 2022 launch announcement said the RTX 4090 delivered “up to 2x” performance in then-current games and “up to 4x” in full ray-traced games using DLSS 3 compared with the RTX 3090 Ti. Those are manufacturer gaming claims under stated rendering conditions, against the 3090 Ti—not the RTX 3090 and not a local-AI benchmark. They should not be used to predict local-AI throughput.

  • Fourth generation tensor cores: up to 2x AI power
  • Third-generation RT cores: up to 2x ray tracing performance

What the local-AI comparison does show

A secondary RTX 3090 and RTX 4090 local-AI comparison reports memory bandwidth of 936 GB/s for the 3090 and 1,008 GB/s for the 4090, and says both cards fit the same number of models in its tracked Q4 set. The page distinguishes sourced llama.cpp measurements from other rows estimated using memory bandwidth and model size. Treat those estimates as estimates, and the tracked model set as one comparison—not a guarantee of compatibility or a universal speed result.

To make a useful speed comparison, run the same model and quantization on both cards with the same context, batch size, runtime and version, and other relevant settings. Record the workload and conditions alongside the result; otherwise, a tokens-per-second figure may not describe your use.

VRAM and model fit: the capacity is tied

Both cards have 24 GB of GDDR6X, so switching from a 3090 to a 4090 does not increase the listed VRAM capacity. That makes them candidates for a similar model-fit class, but “24 GB” does not mean the whole allocation is available for model weights.

  • Quantization affects how much memory model weights require.
  • Context length and batch size affect memory use, including the KV cache.
  • The runtime, operating system, display use, and other GPU allocations consume memory too.

The secondary comparison’s tracked Q4 model table reports the same model count for both GPUs. That finding applies to its particular tracked set and method; it cannot establish that every model or configuration fits. Check fit using the model and settings you intend to run.

Power, cooling, and physical fit

The reference figures show a higher graphics-power rating and system-power recommendation for the 4090. Actual board-partner cards may have different power targets, connectors, dimensions, and cooling, so check the specific product and your complete build rather than relying on the reference numbers alone.

  • Powered by the NVIDIA Blackwell architecture and DLSS 4. System Requirements: Minimum 850W PSU with 16-pin 12V-2x6 (12VHPWR) connector required. Verify before purchasing.
  • Military-grade components deliver rock-solid power and longer lifespan for ultimate durability. Compatibility: 348mm (13.7") length, 3.6 slots, 4.3 lbs. Confirm case clearance and slot spacing. GPU bracket included.
  • Protective PCB coating helps protect against short circuits caused by moisture, dust, or debris
  • 3.6-slot design with massive fin array optimized for airflow from three Axial-tech fans
  • Phase-change GPU thermal pad helps ensure optimal thermal performance and longevity, outlasting traditional thermal paste for graphics cards under heavy loads
  • Verify PSU capacity and the exact card’s power connectors.
  • Check case clearance, card thickness, and whether the card blocks other slots.
  • Consider cooling and sustained workload power, especially for long-running AI jobs.

NVIDIA’s Ada architecture paper reports 20% more airflow for its reference RTX 4090 design than for the RTX 3090. This is a vendor-reported cooler-design comparison; it does not describe every aftermarket card or establish an AI performance advantage. See NVIDIA’s Ada architecture paper.

Which card is the better value?

There is no supported current-price comparison here, so a universal value winner cannot be named. NVIDIA announced the RTX 4090 at $1,599 at its September 2022 launch; that historical launch price is not a current asking price or a comparison with today’s 3090 market.

Compare the options in your market using the same workload and include the costs and constraints that affect your setup:

  • Current price, card condition, warranty, and return terms.
  • Measured throughput on your model and inference settings.
  • Whether 24 GB provides enough headroom for your context and batch size.
  • Power draw during your workload and electricity cost, if relevant.
  • PSU, connectors, case dimensions, and cooling requirements.

If you already own an RTX 3090

Treat a move to the 4090 as an upgrade calculation, not a purchase comparison from scratch. Measure the benefit on the work you actually do, then compare it with the net cost of upgrading. The available evidence does not establish a universal upgrade threshold.

If you are choosing a card now

Start with current listings for the exact board model, then compare condition and seller terms alongside a workload-matched performance result. The 4090’s newer architecture and higher CUDA-core count are relevant specifications, but neither supplies a current price or proves how much faster your local-AI workload will run.
