The “rotating map puzzle” most likely means the CAPTCHA in the Czech Land Registry’s Nahlížení do katastru nemovitostí web application. Users have reported the prompt “Otočte dlaždice tak, aby tvořily mapu” (“Rotate the tiles so that they form a map”). Your title doesn’t name a site, so this identification is probable, not certain. The official sources do not publish the puzzle’s exact controls, its orientation rule or a list of common mistakes. This page covers what the Czech Office for Surveying, Mapping and Cadastre (ČÚZK) has said and what it has not, and it gives only general troubleshooting advice.
What the puzzle is and why it exists
ČÚZK has publicly disclosed that Nahlížení do KN uses a CAPTCHA. It says the aim was a test that robots harvesting cadastral data, including personal data of registered owners, could not easily beat. In its own words: “Úmyslem bylo vytvoření testu, který by nebyl pro roboty vytěžující údaje katastru nemovitostí, včetně osobních údajů v katastru evidovaných vlastníků, snadno překonatelný.”

The disclosure names Ing. Radek Chromý, Ph.D., then vice-chair of ČÚZK and director of its surveying and cadastral section, as the person who approved and was responsible for the solution. ČÚZK says design, implementation and testing took 30 working days (2026). That is a development effort figure. It says nothing about how many people pass the puzzle, how accessible it is, or how usable it is.

Controls: what is and is not established
No official source I could draw on says which clicks, keys, buttons or gestures rotate a tile, or how the arrangement is submitted. The ČÚZK help page for Nahlížení do KN explains general ways of entering the map application. It says a user may solve a CAPTCHA or sign in to display the ownership list in the described workflow, but it gives no instructions for the tile task. A separate ČÚZK map help page covers ordinary viewer controls and layers. Those belong to the map viewer, so don’t assume they apply to the puzzle.

In practice, the live interface is the only reliable guide to the controls. Look for on-screen hints, buttons or cursor changes when you hover over a tile.

- whether a tile can only turn in one direction, or by what step;
- whether a fixed “north-up” convention applies.
Treat any claim that one of these is the rule as a guess.
Common mistakes and invalid attempts
The only evidence of failures is a single public post. The author met the new CAPTCHA, was told an attempt was invalid even though roads and a stream seemed to line up, and asked who had passed it on the first try. That is one person’s account. It can’t tell you the failure rate, and it doesn’t show a defect.

The following is general troubleshooting, not official guidance:
- Follow the exact on-screen prompt, and look at the whole assembled image, not a single road or river.
- Check every tile again before submitting, including any that look plausible but sit slightly off.
- If the site reports an invalid attempt, reassess and try again carefully instead of clicking at random.
- Reload the page only if the interface offers no other way to get a fresh challenge. Whether a refresh control exists is not documented.
Accessibility, retry limits and alternatives
The sources do not say whether the puzzle has an audio alternative, keyboard support or a retry cap. The help page does mention signing in as another route to the ownership list in the workflow it describes. Check the current official service options before relying on that.
