These approaches solve different problems and can be combined.
Start with the failure, not the architecture label
When a voice agent gives a wrong or incomplete answer, first identify whether it lacks information, lacks access to an external system, or behaves inconsistently despite having what it needs. That diagnosis points to a practical first intervention:

- Missing, private, or changing facts: retrieve them from a maintained source.
- A live lookup, calculation, or action: give the agent a narrowly defined tool that the application executes.
- A recurring behavior or task-performance gap: evaluate prompt and context changes first; consider fine-tuning if the gap persists across representative examples.
OpenAI’s guidance frames prompting, retrieval, fine-tuning, and evaluation as related parts of improving model accuracy, rather than interchangeable add-ons: Optimizing LLM Accuracy.
When should a voice agent use retrieval?
Use retrieval—often called retrieval-augmented generation, or RAG—when answers depend on information the model should not be expected to keep reliably in its weights: internal policies, product documentation, a large knowledge base, or facts that change over time. The agent retrieves relevant material at answer time and uses it to ground its response. Microsoft Learn describes RAG as appropriate for answers grounded in private or frequently changing data: Retrieval augmented generation (RAG) and indexes in Microsoft Foundry.

Give current company information a maintainable update path
Keep authoritative facts in sources your organization can update, then prepare and index those sources for retrieval. This lets the information change without trying to retrain the model each time a policy, price, or procedure changes. The quality of the result still depends on source accuracy, indexing, and whether the right passage is retrieved.
For voice, test whether retrieval works with the forms people actually use: abbreviated product names, spoken dates, paraphrases, ambiguous references, and follow-up questions such as “Does that apply to the other plan too?” Check that returned evidence is relevant and that the agent handles missing evidence without inventing an answer. Preserve useful source metadata when traceability or citations matter; Microsoft’s agentic RAG guidance discusses retrieval results and metadata: Develop an Agentic RAG Solution on Azure.

When should an AI agent use tools?
Use a tool when the agent must consult or operate a live system: look up an account, check availability, calculate a value, book an appointment, or update a record. A tool is a defined capability the model can request. The application—not the model on its own—runs the operation and returns its result for the agent to use.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Make each operation explicit and bounded
Define tools with meaningful names, clear descriptions, and structured parameters. Validate arguments and enforce authorization in the application. Limit which tools the model can invoke, and handle errors such as timeouts, unavailable records, or rejected updates. For consequential actions, decide when the application must ask for confirmation before execution; the API’s tool configuration does not settle that product-safety policy.

For example, a booking tool should expose a specific operation with typed inputs such as a time and service, rather than a vague capability to “manage bookings.” The voice agent can ask for missing details, the application can validate the request, and the spoken response can explain whether the booking succeeded or what needs correction.
OpenAI’s Realtime API reference documents function-tool names, descriptions, JSON Schema parameters, and tool-choice controls in a voice-session context: Realtime API reference. The application still needs its own authorization, validation, confirmation, and recovery behavior.

When is fine-tuning worth considering?
Consider fine-tuning when a measured, repeatable behavior or task-performance weakness remains after improving the prompt, examples, and relevant context. It is a way to adapt how a model responds or performs a task, not a dependable way to keep facts fresh. Microsoft Learn puts the distinction plainly: “Use fine-tuning when you need to change model behavior, style, or task performance, rather than add fresh knowledge.” See its RAG and indexes guidance.
If an agent knows the information but responds inconsistently, collect representative failures and determine what varies. A prompt or example may resolve an unclear instruction; better retrieval may resolve missing evidence. Fine-tuning becomes a stronger candidate when the same behavioral failure persists across cases after those simpler changes. Evaluate against examples not used to make the change, so apparent improvement is not just memorization of the test cases.

How the approaches can work together
A single voice workflow may need current knowledge, live operations, and consistent response behavior. For example, a support agent might retrieve the current refund policy, use an account tool to check an order, and apply a tuned response pattern only if evaluation shows the same communication failure continues. This is an architectural illustration, not a claim that a particular system has been tested.
Keep the responsibilities distinct: retrieval supplies evidence, tools read or change external state, and fine-tuning adapts model behavior. Combining them does not remove the need to test permissions, source freshness, operation outcomes, and the spoken interaction as one workflow.
How to evaluate the choice in a voice workflow
There is no established universal winner for latency, cost, or task success across retrieval, tools, and fine-tuning in voice agents. Those outcomes depend on the model, speech pipeline, network, corpus, tool implementation, and workload. The cited official guidance describes architecture choices; it does not provide a controlled voice-specific head-to-head comparison. Measure the system you intend to deploy.

Build a representative call set
Include normal requests as well as paraphrases, noisy transcripts, interruptions, corrections, ambiguous requests, missing evidence, tool failures, and high-impact actions. For each case, track whether the answer is grounded, the right tool and arguments are selected, the task is completed, and the agent recovers clearly when something fails.
Diagnose the failure before adding complexity
- Relevant evidence is missing: check source freshness, permissions, chunking, indexing, and retrieval relevance before tuning.
- The wrong operation is selected or its inputs are wrong: refine tool names, descriptions, and schemas; validate arguments in the application.
- The same behavior fails repeatedly: compare prompt and context changes first, then assess fine-tuning with a repeatable evaluation.
- The call feels slow or unreliable: measure end-to-end turn timing and failure rates in the target deployment; architecture labels alone do not establish either outcome.
Voice adds a real-time turn loop: audio arrives, the system may stream a response, and tool operations must fit the conversation’s timing and interruption behavior. Evaluate the complete path on representative calls rather than treating a text-only model response as the whole product.
