The useful question is what evidence supports the specific part and design, what can fail in its operating environment, and what that failure would mean for the mission. NASA Goddard reported an early finding that expanded COTS use does not increase radiation-related risk in aggregate; NASA also says radiation effects still need to be addressed.
Can commercial off-the-shelf electronics be used in space?
Yes, they can be evaluated for space missions. That is not the same as saying any commercial component is suitable for flight. A part’s origin is one input; the decision depends on its performance and evidence in the intended design and mission context.

NASA Goddard Space Flight Center’s “Radiation Data Collection and Risk Assessment” presentation, delivered by Jesse Leitner at the Aerospace Rethinking Risk Forum on 14 November 2023, describes a review of 40 years of on-orbit anomaly data. Its early finding is that expanded use of COTS parts does not increase radiation-related risk in aggregate. The presentation does not turn that finding into a guarantee for every component, orbit, radiation environment, or mission duration.
NASA also notes that only a very small percentage of parts in a typical parts list are active parts requiring radiation assessment. The presentation summary provides no numeric share, so this is a qualitative finding—not a percentage to apply to an individual spacecraft bill of materials.

Are COTS parts more vulnerable to radiation?
Commercial origin by itself does not answer that question. Radiation effects must be assessed for the parts and mission under consideration. NASA’s aggregate finding is useful context for challenging the assumption that more COTS use automatically means more radiation-related risk, but it does not remove the need to understand how radiation could affect a particular design.
The available NASA and European Space Agency (ESA) materials do not establish a universal radiation-tolerance threshold, orbit-specific exposure limit, mission-life limit, or comparative failure rate for COTS and traditionally space-qualified parts. Those depend on the mission and the actual hardware. Nor do the sources establish a general cost-saving percentage for choosing commercial components.

How do you assess risk for electronics on a spacecraft?
Start with a specific undesired event and its context, then consider its likelihood and consequence. In NASA GSFC’s June 2024 risk-statement presentation, Jesse Leitner, identified there as Chief Safety and Mission Assurance Engineer, describes risk in terms of likelihood, consequence or impact, and an existing factual condition or scenario. A broad concern such as “COTS may be unreliable” is not yet a decision-ready risk assessment.

Describe the failure scenario
Name the function that could fail, the conditions in which it could happen, and what is known about the design and operating environment. For a radiation concern, specify the part or function at issue rather than treating all commercial electronics as interchangeable.

Assess the consequence at the right scope
Ask what the failure would do to the component’s function, the spacecraft, and—where relevant—the constellation. NASA GSFC’s 2023 Risk Classification Modernization presentation distinguishes component, spacecraft, and constellation classifications. A higher-level architecture may change the consequence analysis, but it does not make component failure modes disappear.
-
Gather evidence for the actual design
Consider what is known about the selected part and board, including relevant characterization, testing, qualification, field history, or performance benchmarks. The evidence should match the intended operating conditions and the role the electronics perform; the cited presentations do not prescribe a universal evidence threshold.

Evaluate mitigation and remaining risk
Consider whether software or system architecture can detect, contain, or recover from a fault, and what risk remains if the mitigation does not work as intended. Credit a mitigation only to the extent that its effectiveness has been established for the design being assessed.

This approach reflects NASA’s shift from a historical model built around bespoke missions and detailed controls, analyses, and tests toward risk classification that can account for commercial capabilities and standardized products. It is a way to scale assessment to context, not a blanket approval rule for commercial parts.

What testing makes a commercial processor suitable for space?
There is no single test that establishes suitability for every processor or mission. ESA’s 5 June 2026 report describes a Barcelona Supercomputing Centre project with ESA that illustrates how evidence can be built for particular complex commercial System-on-Chip processors, including automotive-grade embedded GPUs.
- Benchmarking: The project developed OBPMark, an open-source benchmark suite for onboard processing.
- Radiation characterization: The processor work included characterization for protons, heavy ions, and total ionizing dose.
- Fault recovery: The project developed software middleware to detect and recover from radiation-induced faults.
- Board-level validation: It produced a radiation-tolerant reference carrier board that ESA reports was tested in real radiation conditions.
These methods show several ways to characterize and mitigate risks for a particular processor system. ESA’s report is not independent validation of every device, board, or mission, and it does not establish that automotive-grade GPUs—or COTS processors generally—are universally suitable for flight.
What the evidence does not establish
The cited NASA and ESA materials do not provide a single COTS-versus-space-qualified failure-rate comparison or a universal rule for accepting commercial electronics. NASA’s 40-year figure describes the span of on-orbit anomaly data being reviewed; it is not a component failure rate. ESA reports a specific processor research program, not a general comparative reliability result.
They also do not determine the radiation exposure for a particular orbit, the acceptable failure probability for a mission, or the lifetime limits of a selected part. Those questions require evidence tied to the mission and the hardware in question.
