It can show what skills or equipment a project needs, who or what is available, and how assignments affect schedules, costs, and forecasts. Depending on the product, a “resource” may be a named employee, an unfilled role, a crew, a machine, or equipment.
What is resource planning software?
It is software for planning and managing the people and other resources needed to deliver work. A typical workflow starts with a project manager defining demand as a role, skill profile, or other requirement. The software then helps expose supply—such as qualifications, calendars, and capacity—and may support candidate search, provisional reservations, approvals, and final assignments. Managers can update plans as scope or schedules change and review utilization, costs, or forecasts.

Capabilities and terminology vary by vendor and release. For example, Microsoft describes resource engagements and capacity heat maps; SAP describes project roles and resource search; Dynamics 365 supports planned role-based resources that can later be replaced with staffed resources; and Oracle documentation describes candidate tracking and approval workflows. These examples illustrate different approaches, not a ranking.
Planning before a person is named
Teams do not always know who will do the work when a project plan is first drafted. Dynamics 365 describes temporary roles and planned resources that can later be replaced with staffed resources. SAP describes roles with required qualifications and availability, while Oracle documentation covers candidates and provisional assignments. This lets teams model demand before every assignment is final.

Resources can include more than employees
Some systems plan named people or generic roles; others also cover crews, machines, tools, and equipment. IFS documentation, for example, describes person, machine, tool/equipment, and crew groups, with capacity and cost associated with activity duration. Construction-focused tools may center on labor and workforce operations rather than the broader project-staffing workflows common in services or portfolio systems.
How do I plan resources across multiple projects?
Start by expressing demand consistently—such as by role, skill, crew, or equipment type—then compare that demand with supply across the relevant projects. A project-level view can help a manager staff one plan; a portfolio-level view is needed to spot conflicts and gaps across several initiatives. Microsoft describes capacity heat maps and analytics, while ServiceNow describes portfolio capacity planning within Strategic Portfolio Management.
For an effective cross-project plan, check whether the system can:

- Show availability and allocations over the same planning period.
- Surface overcommitments and unmet demand, rather than only listing assignments.
- Support provisional bookings or reservations when work is likely but not confirmed.
- Reflect schedule changes, actual progress, and remaining hours where those matter to your workflow.
- Connect resource assumptions to project costs, budgets, or forecasts if those are part of staffing decisions.
ServiceNow documents staff availability, allocations, capacity planning, and timesheets. IFS covers planned costs and hours and remaining hours after work-task reservations. Those features illustrate why buyers should confirm whether a product offers a true portfolio view, how frequently information updates, and what data is required to keep it useful.
How do I match people’s skills and availability to project work?
Define what a suitable assignment means in your organization. That may include role, skills, competencies, certifications, location, availability dates, or a combination. SAP documentation describes assigning employees to project roles based on demand, qualification, and availability. IFS describes requirements using skills, competencies, and certifications; Oracle documentation describes qualified-resource searches and competency information.
Then check the whole handoff: Can a manager find candidates, compare their fit and availability, hold a provisional place, route an approval, and convert the selection into an assignment? A skills search alone will not solve the problem if calendars are stale or approvals happen elsewhere. Ask how the software treats partial availability, competing requests, and changes after a person has been reserved.
Rank #3
How can I see who is overbooked or available?
Look for capacity views that compare planned demand with available time over a meaningful period. Heat maps, allocation views, and portfolio capacity dashboards can reveal conflicts that are hard to see in a project-by-project schedule. Microsoft describes capacity heat maps and analytics; ServiceNow documents availability, allocations, and portfolio-level capacity planning.
Before relying on a dashboard, establish what its figures represent: scheduled assignments, approved allocations, actual time, or another measure. Confirm whether leave, non-project work, and tentative bookings are included, and how quickly updates appear. A visualization is only as dependable as the calendars, assignments, and demand records behind it.
What is the difference between resource planning and project management?
Project management coordinates a project’s scope, schedule, tasks, risks, and delivery. Resource planning focuses on whether the required people, skills, crews, equipment, or other capacity can be assigned when the work needs them. The functions overlap: a project plan creates resource demand, and resource availability can force a schedule or staffing change.

- A Guide to the Project Management Body of Knowledge (PMBOK Guide) – Seventh Edition and The Standard for Project Management (ENGLISH)
Resource planning software is not automatically a full ERP system or a general workforce-management suite. Some products are project-staffing capabilities inside larger business platforms; others focus on portfolio capacity or industry-specific workforce operations. Construction contractors, for example, may need labor forecasting, workforce scheduling, equipment, and field-to-office communication, while a services PMO may prioritize skills, utilization, portfolio demand, and project financial forecasts.
What should I look for in resource management software?
Use your actual staffing workflow to compare products rather than relying on feature names alone. Ask vendors to demonstrate a realistic scenario: demand arrives before staffing is known, two projects compete for the same person or crew, and the schedule changes after an assignment has been made.

- Resource types: Confirm support for named staff, generic roles, crews, machines, tools, or equipment relevant to your work.
- Matching criteria: Check how skills, qualifications, certifications, calendars, and availability affect candidate search.
- Demand and approvals: Look for request intake, provisional reservations, candidate tracking, approval routing, and a clear staffing handoff.
- Planning scope: Determine whether capacity can be reviewed on one project, across several projects, or at portfolio level, and how conflicts are surfaced.
- Execution tracking: If needed, verify scheduling, time entry, progress, and remaining-hour tracking.
- Financial connection: Check whether cost rates, budgets, forecasts, and project financial workflows use the resource plan or require separate maintenance.
- Integration and deployment fit: Map connections to your ERP, HRIS, project, accounting, and field systems, and confirm current connector availability with the vendor.
Procore lists integrations across accounting, ERP, project management, and HRIS, with examples including CMiC, Viewpoint, Sage, Bamboo HR, Microsoft Dynamics, and Salesforce. Treat these as examples to verify for your required product, region, and workflow rather than assuming a connector is available in every configuration.

What resource planning software can—and cannot—prove
Vendor pages and help documentation establish described capabilities, but they do not independently prove that a particular product will improve delivery, utilization, or return on investment by a specific amount. Evaluate the fit using your own workflow, data, integrations, and staffing policies; avoid treating product benefit language as a measured result.
