A residential VPN routes your connection through an IP address associated with a household internet connection—or through another kind of ISP-associated address that a provider markets as residential. Those models are not interchangeable. Choose based on the IP’s origin, whether it stays fixed or rotates, how you connect, and the provider’s current terms; a residential label does not guarantee privacy, encryption, or access to a particular site.
What a residential VPN actually provides
In general, “residential VPN” refers to traffic that exits through an IP address associated with a consumer internet service provider. Some providers describe addresses sourced from real household connections; others offer fixed ISP-registered addresses that may be hosted in data centers. The label alone does not tell you where traffic physically exits or how an address is assigned.

For example, CometVPN describes its Native Residential option as using household devices and offering sticky or rotating IPs. By contrast, Surflare says its static ISP IP is registered to a residential broadband provider but mostly hosted in a data center. Surflare distinguishes that fixed product from residential IPs drawn from home broadband connections and rotated by request or session. Ask a provider to explain the specific product’s sourcing and behavior rather than relying on “residential,” “static residential,” or “ISP IP” as equivalent terms.
Compare the services by the job you need done
The options below are described in Windows Report’s comparison; these are reported product attributes, not independently verified speed, privacy, or reliability results. Coverage and terms can change, so check the provider’s current product details before subscribing. Windows Report’s comparison describes the following differences:
| Service | Reported fit or distinction | What to verify |
|---|---|---|
| CometVPN | Broad feature set, residential IPs, dedicated-IP options, obfuscation, and VPN app features. | Whether the offer is the standard VPN plan or the traffic-priced Native Residential add-on; confirm IP type, session behavior, and locations. |
| Mysterium VPN | Decentralized residential-connection model, geographic choices, and conventional VPN features. | Current location coverage, plan details, and how its decentralized routing works for the locations you need. |
| StarVPN | Static and rotating residential IPs, mobile IP addresses, and conventional data-center connections. | Which IP category a plan provides and whether the address is fixed, sticky, or rotating. |
| Surflare | Dedicated fixed residential-ISP IPs and a business-oriented use case. | Its documentation says the fixed ISP IP is mostly hosted in a data center; do not assume it is a rotating exit from a home connection. |
| Windscribe | Standard and static residential IP options; the comparison reports a limited selection of North American locations. | Check the live location list and the terms for the exact residential-IP option. |
| TuxlerVPN | Browser extensions that connect through a residential network. | Whether browser-only coverage is sufficient or you need a full-device VPN app. |
How to choose the right IP model
Start with the IP’s origin
Ask whether the exit address comes from a household broadband connection, an ISP-registered range hosted in a data center, a mobile network, or a mix. Providers may offer multiple categories under one brand, so check the product and plan—not just the company description.

Decide whether the address should stay stable
A fixed address remains the same by design; a sticky session keeps an address for a defined period; a rotating pool changes the exit address. Stability can help preserve continuity for tasks that expect a consistent connection. Rotation is useful when changing exit IPs is part of the task. Neither behavior guarantees that a service will recognize or accept the connection.
Check whether the address is dedicated or shared
A dedicated address is intended for one customer; a shared pool may serve multiple users. Confirm what the provider promises and what its current terms say. Do not infer exclusivity from a “static” label: static describes whether an address changes, not necessarily who else can use it.
Match location and connection method to your device
Compare the countries, cities, states, or ISP targets actually available. Then confirm whether the product uses full-device apps, browser extensions, proxy credentials, or another setup. If you need protection for applications beyond a browser, a browser extension alone may not meet that requirement. Review supported protocols, kill switch, leak protection, and split tunneling separately; an IP’s residential provenance is not evidence of encryption or overall privacy quality.

Compare the billing basis
Plans may be subscriptions, add-ons, or usage-priced products. CometVPN’s product page currently displays its Native Residential option from $0.70 per GB and says sticky sessions can last up to 24 hours; these are provider-stated terms accessed in 2026 and may change. Surflare describes its fixed ISP IP as a flat-term product with a fair-use qualification. Compare the price basis and usage limits for the exact option you intend to use.

A site, bank, marketplace, or streaming service may still block or challenge a residential or ISP-associated IP. Classification, reputation, routing, and site policy can change, and a provider cannot guarantee access or permission to bypass a site’s rules.
GeoComply’s 2022 white paper analyzed UK data from July 2022 and cautioned that its findings were not comprehensive and that VPN activity changes over time. It reported 42,606 IP addresses shared across more than one VPN vendor; among those shared addresses, 86% were residential and 8% cellular. Those are historical findings, not current provider totals or a ranking. GeoComply also notes that IP counts do not directly equal household counts because address assignments change over time. Finally, separate IP provenance from security. A residential exit address does not by itself establish that a connection is encrypted, that the provider keeps no logs, or that your device is protected from leaks. Assess those features and the provider’s privacy terms independently.
