Replacing Standing Administrative Access with Brokered Sessions

Standing admin rights stay live between tasks. Here is how to replace them with approved, expiring, audited sessions, and how to choose the right enforcement point for cloud roles and servers.

Replacing standing administrator access means no one holds elevated rights between tasks. Instead, a named person on a verified device requests a specific privilege, a policy decides whether to grant it, the platform or a broker activates it for a defined window, the grant expires on its own, and every step is logged. The model is simple. The implementation is not one product. “Brokered session” can mean a time-bound cloud role activation or a short-lived federated credential, or it can mean a PAM proxy or managed session service in front of servers. The right choice depends on the target systems, protocol coverage, how credentials are exposed, approval requirements, audit obligations, and how much privileged infrastructure your team can operate.

What a brokered session is, and what it is not

A brokered session describes an outcome: privileged work happens through an intermediary that checks identity and context, grants access for a limited time, and records what happened. It is not a single architecture. Two patterns cover most real deployments, and they govern different layers.

Just-in-time role activation and short-lived credentials

For cloud estates, the grant is an entitlement to a role or a token. An eligible user activates a privileged role for a set period, or a federated sign-in issues credentials that expire quickly. This governs control-plane actions in a provider account, tenant, subscription, or region: API calls, console changes, and the resources a role can touch. It does not, by itself, govern a shell session on a Linux host or a desktop session on a Windows server.

PAM proxy or managed session service

For server administration and mixed estates, the broker sits between the administrator and the target. It can proxy RDP or SSH, use credentials without displaying them to the user, require approval before a connection opens, and capture session activity. It covers more operating systems and protocols than a single cloud control plane. The cost is that the broker becomes privileged infrastructure in its own right, and you must secure, patch, and monitor it.

Decide which layer you are governing

Before comparing products, name the layer. A control-plane entitlement answers “may this person perform this action on this cloud resource right now?” An interactive server session answers “may this person open a shell or desktop on this host now, and what did they do there?” A workflow can govern one, the other, or both. Many estates end up with native just-in-time activation for cloud administration and a session broker for servers. That split is workable as long as each path is enforced and logged on its own terms.

Axis Native identity or cloud JIT PAM/session broker
Best fit Role activation or managed cloud resources where native policy can scope and expire access Mixed environments, remote server protocols, credential mediation, vendor sessions, or centralized session review
Access mechanism Temporary role, claim, or token, or time-bound role activation Proxied session, controlled credential use, or temporary elevation coordinated by the PAM system
Session visibility Depends on what the cloud service logs and whether it supports recording Command or session monitoring or recording where supported; confirm protocol coverage and where recordings are stored and exported
Deployment scope Usually bounded by provider account, region, tenant, or supported resource types Can span more platforms, but you run the broker, its connectors, and its integrations
Key risks to test Alternate permissions can preserve direct access; token duration, scope, and log settings must be configured deliberately Broker compromise, weak broker administration, endpoint compromise, credential leakage, and outages
Questions to answer first Can existing roles be narrowed? Are approvals and logs integrated? Can standing start-session rights be removed? Which protocols and systems are supported? How are secrets rotated? Who can open recordings? What is the recovery path if the broker fails?

Microsoft’s guidance treats PIM and PAM as one part of an end-to-end design rather than a standalone solution, so the table is a starting point for the design, not a verdict on either side.

Why standing access is the weak point

Standing privilege lengthens the window in which a stolen session, a phished password, or a compromised automation account can reach administrative functions. An admin role that stays active without a task behind it adds exposure without adding work. CISA’s guidance on hardening networks states the control directly: “Configure time-based access for accounts set at the admin level and higher.” (CISA, CISA Red Team Shares Key Findings to Improve Monitoring and Hardening of Networks.)

Controls every workflow needs

Microsoft’s guidance requires just-in-time workflows for privileged interfaces and identifies peer approval, an audit trail, and privilege expiration as controls. Whatever enforcement point you choose, a grant should not be issued unless these conditions hold:

  • Universal Connectivity (USB-A ): Features a built-in USB-A connector—simply unfold the key and plug it into your compatible PC or laptop for seamless authentication on the go.
  • Dedicated Manager App: Use the Thetis Manager App for the initial hardware PIN setup. Setting the PIN on the device first ensures a smooth registration process. Once the PIN is configured, you can begin registering the key across your favorite FIDO2-compatible online services.
  • Ultra-Durable & Portable: Featuring a rotating metal cover, this key is water, crush, and tamper-resistant. It fits easily on a keychain and requires no batteries or network connectivity.
  • Check FIDO2 compatibility before purchase - Known limitations: ID Austria is not supported (requires FIDO2 Level 2). Windows Hello login only works with Windows Enterprise editions that support Entra ID, and NFC is NOT supported.
  • Named identity. Each grant is tied to one person. Shared admin accounts cannot be approved, expired, or audited individually.
  • Phishing-resistant MFA where feasible. Apply it at the point of activation or session start, not only at everyday sign-in.
  • A compliant or controlled device. The grant should require a managed device or a path through the controlled intermediary. Device checks reduce risk but cannot detect a device that is already compromised.
  • Least privilege. Replace broad administrator roles with task-specific entitlements wherever the platform supports them.
  • Reason or ticket context when policy requires it, captured at request time.
  • Approval proportionate to risk. Routine low-impact tasks may need no approval, while production changes may need a second person.
  • A maximum duration and automatic expiry or revocation. The grant ends without anyone having to remember to remove it.
  • An audit trail covering the request, the decision, the identity, the target, the start and end times, and session activity.

Choose the enforcement point

Work through these questions in order. Each answer narrows the options before any product is evaluated.

  1. Is the target a cloud resource whose native role system can scope and expire access? If yes, start with native just-in-time role activation or the provider’s identity service for that resource. Verify that it actually restricts what the role can do, rather than wrapping a broad role in an approval step.
  2. Do you need to mediate server protocols? If administrators reach Windows and Linux hosts over RDP or SSH, and you need to limit which hosts they can open, use credentials without exposing them, or capture sessions, use a PAM or privileged remote access intermediary.
  3. Do vendors or contractors need access? Vendor sessions are one of the cases where a broker’s approval gate and session review are most useful, because they replace a standing external account.
  4. Can you run the broker? If your team cannot operate additional privileged infrastructure, a managed session service shifts operating work to a provider and shifts some trust with it.

  1. Inventory standing rights. List human admin rights, local and shared admin accounts, cloud role assignments, remote access paths, vendor accounts, service identities, and emergency accounts. Separate human interactive access from workload identity and automation. Service credentials need their own controls, and a human approval-and-expiry flow is usually the wrong fit for them.
  2. Define scope and risk tiers. Start with high-impact privileged interfaces or a bounded set of systems. For each tier, map which operations truly need elevation and which can run under a narrower, task-specific entitlement.
  3. Select the enforcement point using the questions above.
  4. Write the access policy. Specify the identity requirement, MFA strength, device requirement, least-privilege scope, reason or ticket field, approval rule for each tier, maximum duration, and the trigger for automatic revocation.
  5. Treat the broker as privileged infrastructure. Limit who can administer it, harden and patch it, monitor its own identities and devices, protect its secrets and logs, and confirm that it cannot serve as an unrestricted alternate route to targets. Microsoft warns that intermediaries can themselves be targeted, so their compromise belongs in the threat model.
  6. Set up logging and recording. Capture the request, decision, identity, target, start and end times, and session activity at a level the environment justifies. Define retention, who may view recordings, employee notice where required, tamper resistance, and how incident responders retrieve evidence.
  7. Test the real paths before cutover. Exercise successful elevation, expiry, denial, approval latency, disconnect and reconnect mid-session, emergency access, broker outage, audit retrieval, and removal of old standing permissions. Search specifically for bypass permissions that let users reach the target outside the broker.
  8. Roll out in cohorts and measure friction. Track approval waits, failed activations, exceptions, and requests to restore standing access. Review entitlements at each stage, and retire standing privileges only when the replacement and its recovery path have worked in production. Keep break-glass access tightly governed, alerted, and reviewed after every use.

Worked example: just-in-time node access in AWS Systems Manager

AWS Systems Manager documents a just-in-time workflow for managed nodes. It uses approval policies and temporary tokens, and it offers logging and RDP recording options. Treat this as one service’s pattern, not a template for all AWS administration or every environment. The documented scope covers nodes in the same account and Region for a session, and the setup is governed through AWS account and Region preferences.

ATLKey USB-C Security Key for Passkey & 2FA, FIDO2/U2F Certified with 3-Side Touch & Multi-Color LED, Stores 100 Passkeys, Phishing-Resistant Login for Google, Microsoft, Apple & More, IP68 Waterproof
  • PHISHING-RESISTANT 2FA: Cryptographically binds to real domains, making phishing attacks impossible unlike SMS codes or authenticator apps.
  • 3-SIDE CAPACITIVE TOUCH: Tap the end, left, or right side to authenticate, so it works in any orientation or crowded USB port.
  • MULTI-COLOR LED INDICATOR: Blue means ready, blinking blue means tap now, green means success, and red means error for instant status feedback.
  • IP68 WATERPROOF & BATTERY-FREE: Crush-resistant one-piece construction survives daily carry on a keychain or in a bag for years without any batteries.
  • UNIVERSAL COMPATIBILITY: Works with Google, Microsoft, Apple, GitHub, AWS, and any FIDO2 / U2F / WebAuthn service, storing up to 100 passkeys.

Three details matter in practice:

  • Legacy paths survive the rollout. If people still hold Session Manager start-session permissions, they can keep using the older Session Manager path instead of the new JIT node-access workflow. Adding the JIT workflow does not by itself close the older path; the start-session rights for the same nodes have to be removed too.
  • Session data is granular. Streamed Session Manager data includes commands, the user identity, and timestamps, which is the detail needed to reconstruct who ran what and when.
  • RDP recording has prerequisites. Recording requires an Amazon S3 bucket and a customer-managed AWS KMS key. Without them, RDP sessions cannot be recorded through this option.

Limits and failure modes

  • Device compromise. Microsoft explicitly notes that PAM and PIM do not address device compromise. A brokered session started from an already-compromised workstation can still be used to act on the target.
  • Broker failure. If the broker is unavailable, administrators need a documented and tested way to work. That fallback is itself a privileged route and must be governed as one.
  • Recordings are not evidence by default. A recording helps only if it is retained, encrypted, access-controlled, searchable, and tied to alerting and a response procedure. Design and test each of these separately.
  • Other paths remain. JIT and brokering reduce particular risks. They do not prove a target is clean, and they do not stop attacks through unrelated paths such as application credentials or network routes.
  • Not every organization needs a third-party PAM product. Assess native capabilities and your required protocol and resource coverage first. Some commercial PAM suites offer browser-based RDP and SSH access and configurable session observation and recording; verify those features against the version you would deploy.
