To run multiple simultaneous Remote Desktop sessions, use Windows Server Remote Desktop Services (RDS) or Azure Virtual Desktop (AVD) with a supported Windows Enterprise multi-session image. A regular Windows 10 or 11 PC has no supported setting that turns it into a multi-user RDP host. The right setup depends on whether you need a self-managed server or an Azure-hosted shared desktop, and both require appropriate licensing.
First, identify what “multiple sessions” means
Remote Desktop can mean different things in this context: several people using separate accounts at the same time, or one person opening more than one session. The supported options below are for hosting concurrent sessions on a shared session host. Before choosing one, establish whether the computer is Windows client or Windows Server, whether users need simultaneous access, and whether Azure is acceptable.

Enabling Remote Desktop on a standard Windows 10 or 11 PC does not make it a supported multi-user session host. Microsoft’s host guidance distinguishes single-session Windows client from Windows client multi-session for AVD. Editing termsrv.dll is not an official supported setup method; do not treat it as a safe or licensing-compliant alternative.

Set up Windows Server RDS
RDS is the self-managed Windows Server route. RD Session Host runs the user sessions; each user gets an isolated session on the shared server. A production deployment involves more than enabling Remote Desktop: plan the roles, collection, access method, licensing, identity arrangement and expected workload.

- Plan the deployment. Decide how users will connect, whether the server is domain-joined or in a workgroup, which RDS roles are needed, and how many people and what workloads the hosts must support.
- Install and configure the required RDS roles. Follow Microsoft’s RDS deployment guide for the chosen deployment design. Configure deployment properties and create a session collection for the users and resources you intend to publish.
- Configure licensing before relying on concurrent access. Activate an RD license server and install the appropriate CALs. Microsoft permits per-user or per-device CALs for domain-joined deployments; workgroup deployments must use per-device CALs. The configuration path differs depending on whether the deployment includes RD Connection Broker. See Microsoft’s RDS client access license guidance.
- Provide an appropriate connection path. If users need internet access, follow current Microsoft security and deployment guidance rather than exposing RDP broadly. RD Gateway is an RDS component that can provide encrypted HTTPS access; the overall design still needs to be secured and maintained.
- Test with representative accounts and applications. Confirm that separate users can connect as intended, that applications and profiles behave correctly, and that the host has sufficient capacity under concurrent use.
Set up Azure Virtual Desktop multi-session
AVD supports Windows 10 or Windows 11 Enterprise multi-session session hosts. Use an AVD host pool and a supported multi-session image, then assign users and publish desktops or apps through the service. Microsoft’s Azure Virtual Desktop overview describes the service and its session-host options.
- Confirm the licensing and usage model. Microsoft lists eligible Microsoft 365, Windows Enterprise, Windows Education and Windows VDA plans for internal use of Windows client multi-session. External commercial use uses AVD per-user access pricing. Eligibility depends on host OS and use; check Microsoft’s AVD licensing guidance and current terms before deployment.
- Create an AVD host pool and select a supported image. Use the AVD service’s supported deployment path rather than attempting to convert an existing Windows Professional or Enterprise VM. Microsoft says an existing Windows Professional or Enterprise VM cannot be upgraded in place to Windows Enterprise multi-session.
- Configure identity, access and published resources. Assign users to the host pool and publish the desktop or applications they need. Validate access and app compatibility before making the environment broadly available.
- Budget for the full service. Eligible licensing or AVD access pricing does not replace Azure infrastructure charges: account for VMs, storage and other Azure services. For external users, Microsoft says access pricing applies to users who use the service during a billing cycle.
Windows Enterprise multi-session is restricted to AVD for production use under Microsoft’s licensing terms; it is not a general-purpose edition to install on an ordinary PC or run as an unsupported standalone host. See Microsoft’s Windows Enterprise multi-session FAQ.

Estimate host capacity before adding users
There is no universal number of users a host can support. Microsoft recommends estimating both user count and workload. Its sizing guide gives example configurations, not guarantees or application benchmarks:

These are Microsoft’s example VM sizing figures in its session-host sizing guidelines. They do not establish a maximum concurrent-user count. Test with your applications, profile approach and expected peak concurrency, and plan profile-container storage separately.

Apply security boundaries to the design
Microsoft recommends Windows Enterprise multi-session for standard-privilege users within one organization. For users who require administrator privileges, it recommends a personal host pool. For users from different organizations, Microsoft recommends separate tenants and subscriptions. Assess privilege boundaries, application compatibility, profile handling and access policies before sharing hosts across user groups.
Check AVD lifecycle and licensing before deployment
Microsoft’s AVD overview stated that Azure Virtual Desktop classic would retire on September 30, 2026, with classic connections blocked after that date and migration to Azure Resource Manager-based host pools recommended. That date has passed. Do not start a new deployment based on classic instructions; check the current Microsoft documentation and Azure portal for the supported migration and deployment path.

RDS CAL requirements and AVD eligibility are different. Turning on Remote Desktop does not license concurrent users, and AVD eligibility varies by host OS and internal versus external use. Verify current Microsoft licensing terms for your specific deployment before provisioning hosts.
