Rate limiting is a direct first layer against excessive request volume; bot detection classifies traffic using signals that can reveal automation even when it stays below a simple threshold or changes source. For many web application attacks, use bot detection to inform actions such as challenges, blocks, and carefully scoped rate limits. DDoS mitigation is related, but it is a distinct capability.
What is the difference between rate limiting and bot detection?
Rate limiting sets a ceiling on requests or actions over a period. A rule can, for example, throttle repeated requests to an API endpoint or attempts to log in. It controls volume, not intent: a basic limit does not inherently distinguish a legitimate user from an automated client. See Cloudflare’s rate-limiting overview and its rate-limiting rules documentation.

Bot detection evaluates whether traffic appears automated, using contextual signals such as fingerprints, behavior, tokens, and traffic patterns. That can help identify bots that distribute requests across sources or behave in ways that evade a simple volume threshold. AWS describes targeted detection for bots that hide their identity and traffic-adapted machine learning; Cloudflare documents bot scores and other bot-management fields that can be used in rules. See AWS Bot Control use cases and Cloudflare’s rate-limiting best practices.

| Attack or evasion pattern | More useful starting point | Why |
|---|---|---|
| Repeated requests from a source to an API or endpoint | Rate limiting | A request cap can throttle excessive volume without needing to classify intent. |
| Brute force against one account from many IP addresses | Per-username rate limiting, paired with bot signals as appropriate | An IP-only limit can miss attempts spread across sources; a username bucket aggregates attempts against the target account. |
| One source trying many usernames | Per-IP rate limiting, paired with per-username limits | The IP bucket constrains account sweeping, while the username bucket constrains attacks distributed across IPs. |
| Credential stuffing or scraping that stays below simple limits | Bot detection combined with targeted limits or challenges | Traffic classification can add context beyond request counts; mitigation can then respond to suspected automation. |
| Automated purchasing or other browser-like behavior | Bot detection combined with scoped mitigation | Behavioral and other contextual signals can help identify automation that does not exceed a basic threshold. |
| Volumetric or service-level DDoS | A DDoS mitigation capability | Rate limits and bot controls are not, by themselves, a substitute for dedicated DDoS protection. |
The table describes control fit, not guaranteed outcomes: thresholds, available signals, and actions depend on the service and configuration. AWS notes that its intelligent threat-mitigation rule groups do not themselves provide DDoS protection in its managed protections best practices.

How to protect a login endpoint
Do not rely on a single IP-based counter for important login protection. OWASP calls rate limiting “the foundational control,” while advocating layered anti-automation measures. For a login route, independently track attempts by username and by IP: the username bucket limits attempts against one account across distributed sources; the IP bucket limits a source trying many accounts. OWASP’s Bot Management and Anti-Automation Cheat Sheet describes token-bucket or sliding-window approaches.
- Choose separate keys. Track the account identifier and source IP independently, rather than creating only a combined IP-plus-username bucket.
- Apply both checks. A combined bucket can let an attacker try many usernames without any one IP-and-username pair reaching its threshold. Separate checks catch both distributed attacks against one account and account sweeping from one source.
- Use detection to add context. Where available, bot signals can help distinguish likely automation from ordinary traffic and inform whether to challenge, throttle, or block.
- Set the action to match the risk. A suspicious pattern might receive a challenge or stricter limit; a clearly abusive pattern may warrant blocking. Avoid treating every threshold crossing as proof of malicious intent.
How to combine detection with rate limits safely
Detection can drive mitigation rather than replace it. A policy can challenge or block traffic classified as automated, or apply a tighter rate limit to it. AWS distinguishes rate-based rules, which act on groups of requests arriving at an excessive rate, from targeted Bot Control, which can enforce human-like access patterns and dynamically rate-limit using request tokens. Its comparison of rate-limiting options explains that distinction.

- HARDWARE PLUS SECURITY SERVICES: FortiGate-60F Firewall Appliance bundled with 1 year of FortiCare Premium and FortiGuard Unified Threat Protection.
- UNIFIED THREAT PROTECTION (UTP): Secures against advanced online threats with comprehensive web filtering and anti-botnet technologies.
- OPTIMIZED FOR MEDIUM-SIZED BUSINESSES: Tailored for businesses needing robust security without the infrastructure of larger enterprises.
- RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
- EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.
- Confirm request identity. Make sure the WAF or application sees the correct client IP and relevant session or account context. A proxy or misconfigured client-IP setting can make a per-IP rule count the wrong source.
- Observe before blocking. Start by logging or monitoring rule matches. Inspect labels and logs, and check whether legitimate traffic is being misclassified before switching to block mode. AWS advises this validation in its Bot Control use cases.
- Tune scope and response. Apply stricter action to the specific route or pattern at issue instead of imposing a broad limit that catches unrelated activity. Cloudflare recommends considering rate limiting together with Bot Management to control automated actions in its best-practices guidance.
- Allow for product-specific baselines. AWS says targeted protections can require historical traffic baselines, and its managed-protections guidance says some rules may need up to 24 hours to warm up. This is AWS-specific operational guidance, not a universal requirement for bot detection.
How to choose between real options
Compare controls against the attack you need to stop, not just a feature label. Check whether the attacker can distribute requests, operate slowly, or imitate browser behavior; what identity context is available (IP, session, account, and endpoint); what false positives would cost; and whether the product can log, throttle, challenge, or block. Also account for baseline time, correct client-IP handling, logging, and ongoing tuning. OWASP’s guidance and the AWS rate-limiting options comparison and Bot Control use cases illustrate why these details matter.
