Cloud-seeding drones are unmanned aircraft built or adapted to carry weather sensors and release a seeding agent into clouds that are already suitable for precipitation enhancement. They cannot make rain from clear skies: the operation depends on clouds containing moisture and the right atmospheric conditions.
What cloud-seeding drones do
A cloud-seeding drone is one part of a broader weather-modification system. Teams use forecasts and measurements to identify a promising cloud and flight window, guide an aircraft into position, disperse a seeding material, and examine radar or satellite data afterward for signs of a response.

One commonly used seeding material is silver iodide, whose particles can help ice form in suitable cold clouds. The goal is to influence processes already occurring in the cloud—not to create moisture or precipitation from nothing.

In a University of Colorado Boulder research project, a prototype unmanned aircraft system uses radar and in-cloud measurements to help identify target clouds and calculate a flight path. The project describes measurements such as updraft velocity, aerosol size, and droplet size. These are research-system capabilities and goals, not evidence of a particular commercial system’s precipitation results: University of Colorado Boulder.

Delivering the seeding agent
Rainmaker Technology describes its Elijah UAV as a purpose-built aircraft with an integrated sensor suite and aerosol-dispersal system. The company says its workflow is to find a suitable seeding window, release the agent into supercooled liquid water in clouds, and assess the mission with radar and satellite data. These are the company’s descriptions of its system, not independently confirmed performance specifications: Rainmaker Technology.
Can drones make it rain?
Not on demand. Cloud seeding is conditional: it may enhance precipitation when appropriate clouds and weather conditions are present, but it cannot supply water vapor when clouds are absent. The U.S. Government Accountability Office describes cloud seeding as a technique used for about 80 years and says estimates in the studies it reviewed ranged from 0 to 20 percent additional precipitation. That is a range of study estimates—not a guaranteed increase for a project or flight. The GAO also warns that limited research, variable conditions, and data-quality problems make effects difficult to evaluate: GAO-25-107328.

What Rainmaker reported in Alaska
In a report dated August 24, 2026, Rainmaker said it flew seven coordinated missions over three hours on August 23 on Alaska’s Kenai Peninsula. The company reported seven radar signatures and estimated 45–65 acre-feet of net new precipitation, with a mean estimate of 57.6 acre-feet. Rainmaker called the operation a proof of concept: Rainmaker’s Alaska report.
Those figures are the company’s estimates, not an independently verified measurement of rain caused by seeding. Rainmaker’s report describes radar signatures within weakening but ongoing natural precipitation and uses an ensemble quantitative-precipitation estimate. Observing precipitation after a flight does not by itself establish how much, if any, was caused by the intervention.

How to judge a cloud-seeding claim
When comparing a project, look beyond the aircraft. A credible account should explain how operators selected the cloud, what they released, how they measured conditions, and how they separated a possible seeding effect from natural precipitation.
- Targeting: What forecast, radar, or in-cloud measurements identified the opportunity?
- Delivery: What aircraft and release system were used, and what conditions limited the flight?
- Validation: What radar, satellite, or precipitation-estimation method was applied, and who reviewed it independently?
- Reporting: Are operating details and results reported consistently enough for others to assess them?
GAO identifies reliable evaluation as an ongoing challenge. A radar signature or post-flight precipitation estimate can support a company’s account of a mission, but it should not be treated as a general proof of yield without transparent methods and independent assessment.

U.S. reporting and the difference from geoengineering
In its 2026 oversight assessment, GAO said U.S. weather-modification operators must notify NOAA and submit updates. It estimated that over half of reports filed with NOAA likely contained errors, including missing required information, and found that NOAA lacked written guidance for reviewing reports and maintaining its database: GAO’s NOAA oversight report. This is a federal reporting issue; requirements for a specific operation may also depend on state and local rules.
Cloud seeding seeks local changes in precipitation. Solar geoengineering refers to proposals aimed at much larger-scale climate effects. They are distinct activities, even though public discussion sometimes conflates them, a concern noted by GAO.
A separate kind of aircraft research
USDA has described research using aircraft to disperse charged water droplets, a different approach from the drone seeding systems above. In that feature, research engineer Daniel Martin noted the cost and operational demands of flying at altitude and emphasized that the work depends on clouds being present. Those comments concern the USDA research effort, not Rainmaker’s platform: USDA Agricultural Research Service.
