RAG supplies information at answer time; fine-tuning changes how a model responds. Use retrieval-augmented generation (RAG) when an AI needs access to private, recent, or otherwise missing material. Consider fine-tuning when it has the information but handles a task, format, or style inconsistently. They solve different problems, and an evaluated system may use both.
What’s the difference between RAG and fine-tuning?
RAG and fine-tuning act on different parts of an AI system. With RAG, an application searches an external data source for relevant passages and adds them to the model’s prompt for a particular request. The underlying model is not retrained on those passages for that answer. With fine-tuning, a model is adapted using a prepared set of examples, with the aim of improving performance or making behavior more consistent.

OpenAI summarizes RAG as retrieving content to augment a language model’s prompt before it generates an answer. In practice, retrieval can use keyword, semantic, vector, or hybrid search; vector search compares numerical representations of content. The exact approach depends on the application and its data. Microsoft’s RAG guide describes these retrieval approaches, while OpenAI’s Retrieval guide explains vector stores and semantic search.

Fine-tuning is not a live lookup of a company’s documents or a substitute for a maintained source of current facts. It uses training examples to adapt an existing model for a task or behavior. Microsoft describes supervised fine-tuning as iterative adaptation using a provided training set. The examples need to be high quality and representative of the situations the model will face. See Microsoft’s customization guide.

Why does AI keep recommending RAG?
RAG is a straightforward recommendation when the central problem is missing information. A model may need to answer from internal documents, a current policy, or material that was not in its original training data. With RAG, a team can update the source content and retrieval index without retraining the language model. Retrieved passages can also be shown as sources, making it possible for an application to support source inspection.
That convenience does not make RAG automatically correct. The retrieval step must find relevant material, and the model must use that material appropriately. If the index is incomplete or the wrong passages are selected, adding retrieval does not fix the underlying problem. Microsoft’s RAG documentation describes grounding generation in retrieved information; OpenAI’s optimization guide recommends evaluating the task and matching interventions to observed errors rather than assuming one technique is universally better.

How to choose: missing facts or inconsistent behavior?
Start with the failure, not the name of a technique. Ask: Does the model lack the right information, or does it behave inconsistently even when it has that information?

RAG is often a fit when those facts can be stored in a searchable source and kept current.
- It has the information but misses the format, tone, or task pattern: Improve instructions and examples, then evaluate whether fine-tuning is warranted to make the desired behavior more consistent.
- It has both problems: Address each separately. RAG can provide the needed material while fine-tuning can target behavior, but combining them is useful only if evaluation shows that both are needed.
OpenAI frames prompt and context optimization, retrieval, and model optimization as levers for different failure modes, not a mandatory step-by-step ladder. Its suggested pattern is to evaluate, form a hypothesis about what is causing the errors, apply a relevant change, and evaluate again. Read the OpenAI optimization guide.

RAG vs. fine-tuning at a glance
| Decision point | RAG | Fine-tuning |
|---|---|---|
| Main purpose | Supply relevant external context for a response | Adapt or stabilize model behavior for a task |
| Private or changing facts | Often a strong fit when a searchable source can be updated | Usually a poor sole solution for facts that change frequently |
| Style, format, or task consistency | Can provide instructions or examples as context, but does not itself change learned behavior | Can be a fit when representative, high-quality examples support the desired behavior |
| Work involved | Prepare and index content; make retrieval relevant | Prepare training examples, adapt the model, and evaluate the result |
| Evidence available for an individual answer | Retrieved passages may be surfaced as sources | The adapted behavior is reflected in the model; sources are not automatically retrieved for each answer |
These are general distinctions, not a promise that either method will improve a particular application. The OpenAI optimization guide emphasizes evaluating the actual task and error cases.
What each approach does not guarantee
RAG does not guarantee a correct answer
Retrieval can give a model useful source material, but it cannot guarantee that the index contains the right information, that search selects the right passages, or that generation interprets them correctly. Assess retrieval quality and the resulting answers against representative questions.

Fine-tuning does not make a model a live database
Fine-tuning changes a model using training examples; it does not, by itself, retrieve current records or expose a source for each answer. For facts that change, a maintained external source and retrieval may be more suitable than relying on model adaptation alone.
Neither technique replaces evaluation
Test changes on the failure cases that matter to your application. Compare whether answers become more accurate, consistent, or useful for the intended task; do not assume a technique works simply because it has been added.

Can you use RAG and fine-tuning together?
Yes. A system can retrieve current or proprietary information and also use a fine-tuned model for a task-specific behavior. The two methods are complementary when the application has both an information problem and a behavior problem. They are not automatically better together: use evaluation to determine whether each solves a distinct observed failure.
