Qualys and Tenable both document workflows for PCI vulnerability scanning and ASV assessment: define the cardholder data environment (CDE), scan in-scope systems, review findings, remediate, rescan, and prepare evidence for compliance. Their published guides describe different templates and review steps, but do not establish which service detects more issues, costs less, or is easier to deploy. The better fit depends on your environment and how its scanning and reporting process works.
What the comparison covers
These are service and workflow platforms, not standalone hardware scanners. The cited product documentation covers PCI scan setup, vulnerability remediation, ASV review, and reporting. It does not show that purchasing either service by itself makes an organization compliant; PCI DSS compliance involves the organization’s broader program and assessor expectations.

For external scanning, an Approved Scanning Vendor (ASV) review matters: Tenable’s guide says companies must submit scan results to a third-party ASV for review. Tenable’s PCI ASV guide was last updated September 9, 2026.

How do Qualys and Tenable compare for PCI vulnerability management?
| Workflow stage | Qualys | Tenable |
|---|---|---|
| Scope and discovery | Recommends discovering active internet-facing IP addresses before scanning; its PCI guidance says in-scope components need scanning. Qualys PCI compliance guidance | Directs users to identify CDE assets in scope before setting up ASV scanning. Tenable getting-started guide |
| External scans | Documents quarterly external vulnerability scanning and an external network scan workflow. Qualys network scan guide | Provides a PCI Quarterly External Scan template for the ASV workflow. Tenable scan templates |
| Internal scans | Its compliance guidance includes quarterly internal scanning. Qualys PCI compliance guidance | Provides an Internal PCI Network Scan template for ongoing vulnerability management and rescans. Tenable scan templates |
| Remediation and rescanning | Names a “Fix Vulnerabilities and Re-Scan” step and directs users to run another PCI scan after remediation. Qualys network scan guide | Describes remediation of interim findings, dispute resolution, and rescans as needed until a passing scan is generated; its template guide also describes rescanning until results are clean. Tenable getting-started guide and scan templates |
| ASV review and disputes | Documents requesting ASV report review, submitting reports, and producing compliance and remediation-oriented reports. Qualys reporting and compliance | Describes a PCI ASV workbench, dispute resolution with the ASV, and attestation-request tracking. Tenable PCI ASV and getting started |
| Web applications | The cited material covers PCI network scanning; the product page mentions payment web-application security, but the cited pages do not document an equivalent step-by-step web-application template workflow. Qualys PCI ASV | Describes an optional PCI web-application scan when web applications are present, alongside its PCI template. Tenable getting-started guide and scan templates |
The interval described for recurring external scanning is quarterly; it is a compliance workflow interval, not an independent performance statistic. Qualys’ reporting documentation identifies PCI DSS v4.0 and v4.0.1 for requirement 11.2.2. Qualys reporting and compliance

Which PCI scans do I need to run?
External systems
Plan for quarterly external vulnerability scanning of in-scope, internet-facing systems. Qualys describes discovery of active public IPs before scanning, while Tenable’s ASV setup calls for scoping CDE assets and uses its PCI Quarterly External Scan template.
Internal systems
Internal scanning is a separate part of the documented workflow: Qualys includes quarterly internal scanning in its PCI guidance, and Tenable offers an Internal PCI Network Scan template for ongoing vulnerability management and rescans. Confirm the scope and cadence applicable to your PCI obligations with your assessor and ASV.

- HARDWARE PLUS SECURITY SERVICES: FortiGate-60F Firewall Appliance bundled with 1 year of FortiCare Premium and FortiGuard Unified Threat Protection.
- UNIFIED THREAT PROTECTION (UTP): Secures against advanced online threats with comprehensive web filtering and anti-botnet technologies.
- OPTIMIZED FOR MEDIUM-SIZED BUSINESSES: Tailored for businesses needing robust security without the infrastructure of larger enterprises.
- RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
- EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.
Web applications
Tenable describes its PCI web-application scan as optional when web applications are present. Qualys’ cited pages do not provide an equivalent step-by-step template comparison, so ask how the specific applications in your scope would be assessed rather than assuming the network scan covers them.

How do I remediate findings and get a passing scan?
- Define the CDE scope. Identify in-scope assets and boundaries before configuring scans. Qualys recommends discovering active internet-facing IP addresses; Tenable explicitly starts by determining which CDE assets are in scope.
- Run the relevant scan. Use external and internal scan workflows for the systems in scope, and address web applications where applicable. For recurring external scanning, the vendor guides describe a quarterly interval.
- Review findings and assign remediation. Route identified vulnerabilities to the responsible teams, fix them, and document the action taken. Tenable’s getting-started workflow includes remediation of interim findings.
- Rescan after remediation. Qualys explicitly names a fix-and-rescan step. Tenable describes rescans as needed until a passing scan is generated, and its template guide describes rescanning until results are clean.
- Handle ASV review and evidence. Request review or submit the scan results as required by the ASV process. If a finding is disputed, follow the ASV’s dispute procedure and provide relevant evidence; Tenable documents disputes and attestation tracking, while Qualys documents ASV report review and submission.
- Produce compliance and remediation reports. Keep the reports and supporting records needed by remediation teams, assessors, and your compliance process.
Tenable also notes scanning after significant network changes in its PCI scanning guidance. Treat change-triggered scanning as part of operational planning, not as a substitute for required recurring scans.

How are ASV disputes and reports handled?
The documented emphasis differs. Qualys describes requesting ASV review of reports, submitting them, and generating both compliance and remediation-oriented reports. Tenable describes a PCI ASV workbench for working through the ASV process, resolving disputes, tracking attestation requests, and reaching final reporting. These descriptions identify capabilities, not a like-for-like usability or turnaround comparison. Clarify who reviews evidence, how disputes are submitted, what status is visible, and which final reports your assessor expects.
How to choose between the workflows
Compare both vendors using the same representative CDE and the same reporting requirements. Ask your security, network, compliance, and assessor stakeholders to verify the following:
- How will CDE assets and boundaries be identified and kept current?
- Which templates cover internal systems, internet-facing systems, and in-scope web applications?
- What credentials, agents, scanners, firewall allowances, or deployment work will your specific environment require? The cited pages do not establish a like-for-like deployment comparison.
- How are findings assigned to remediation owners, rescanned, and tracked across reporting periods?
- How does the ASV assess false positives, disputes, and evidence of compensating controls?
- Which outputs are available for remediation teams, assessors, and the organization’s compliance process?
Vendor documentation alone cannot establish relative detection quality, total cost, implementation effort, or suitability for a particular environment. Evaluate those against your CDE, existing scanners and agents, reporting process, and assessor expectations.
