chcp 65001 changes the active Windows console code page; it does not force every Python stream, file, pipe, or receiving program to use UTF-8. To diagnose garbled output, first identify where the text is going, then make the writer and reader agree on an encoding. Python’s documented Windows console behavior is already UTF-8 by default in modern versions, while redirected streams and text files can follow different rules.
Why chcp 65001 may not change what your Python tool writes
A Windows console has separate input and output code pages. The chcp command changes the active console code page, not a universal encoding setting for all data produced by a process. Microsoft also notes that programs already running when the code page changes generally continue using the code page they started with; Cmd.exe is an exception. If you change the page, start Python afterward when testing console behavior.

More importantly, the text may not be going to the console at all. Python distinguishes console I/O from non-console streams such as files and pipes. Redirecting output or passing it to another program changes the relevant encoding boundary, so changing the console page may have no effect on the bytes that the next program reads.

Microsoft recommends that new and updated command-line applications use Unicode rather than code pages. That recommendation does not remove the need to check how a particular Python process and its output destination handle text.

Find out where the text becomes garbled
- Printed directly in a terminal: Check which terminal or console is displaying the output, whether Python is using legacy Windows standard I/O, and whether the Python process was started before a code-page change.
- Written with redirection: For a command such as
python tool.py > output.txt, check the encoding Python uses for the redirected stream and the encoding expected by the program or editor opening the file. Do not infer the file’s encoding from the console code page. - Sent through a pipe: For output passed to another command, check both sides: the encoding Python writes and the encoding the receiving program expects. A mismatch can produce garbled text even if the terminal itself displays Unicode correctly.
- Written by Python to a text file: Check the encoding specified when the file is opened, or the default encoding used by that Python version and environment. The separate rules for console output do not automatically determine a file’s encoding.
Python’s Windows encoding behavior depends on the destination
Python’s Windows documentation says console I/O, including standard I/O connected to a console, uses UTF-8 even when Python UTF-8 Mode is disabled. Its sys documentation distinguishes non-console devices: files and pipes use the system locale encoding rather than the special console behavior. Python’s Windows guide also notes that default text-file encoding on Windows can use the system ANSI code page. These documented defaults explain why one program can print correctly to a terminal but produce output another application misreads.

Use Python UTF-8 Mode when you need UTF-8 defaults
If your goal is for Python’s relevant text operations to default to UTF-8, Python documents two ways to enable UTF-8 Mode:

python -X utf8 tool.pyenables it for that invocation, making it a narrower choice when you want to affect one run.- Setting
PYTHONUTF8=1enables it through the environment. Python’s Windows guide cautions that a persistent setting affects Python 3.7 and later applications launched in that environment, so consider the scope before making it permanent.
UTF-8 Mode changes Python defaults; it does not guarantee that every downstream program will decode the output as UTF-8. The reader still has to use the same encoding as the writer.

Treat I/O environment variables as targeted controls
PYTHONIOENCODING and PYTHONLEGACYWINDOWSSTDIO affect particular I/O behavior, rather than establishing one encoding for every destination. Python documents that PYTHONIOENCODING applies to Windows console streams only when legacy Windows stdio is enabled. Before using either variable, establish whether the problem concerns console I/O, a redirected stream, a pipe, or a separately opened file.

Check your Python version and the consumer
The Python documentation cited here is for Python 3.14.7. Encoding defaults and behavior can vary with Python version and environment, so check the documentation for the interpreter actually running your tool. The cited Python and Microsoft guidance explains the boundaries involved, but cannot identify which terminal, launcher, wrapper, or receiving program is responsible for a specific case. Microsoft’s console code-page guidance recommends Unicode for command-line applications; its chcp reference describes the command’s scope.
