To change the order of items in a File Explorer folder, use its sort controls; to make a folder easier to find, pin it to Quick access (called Home in Windows 11, version 22H2 and later). These are different actions: pinning a folder does not move files above folders in the open folder.
Sort items in the folder you have open
In File Explorer, change the current view’s sort order and choose a criterion such as Name or Date modified. Microsoft documents sorting controls in Details view; select the sort option you want and press Enter to activate it. The chosen criterion and direction determine the order.

If your goal is to reach a particular folder quickly, right-click it (or press and hold it on a touch device) and select Pin to Quick access. In Windows 11, version 22H2 and later, the File Explorer landing page is called Home; Microsoft says pinned known folders appear there and in the left navigation pane. This creates a shortcut for navigation—it does not change the sort order inside another folder.

Can you put every file above every folder?
The official Microsoft guidance cited here does not establish a universal switch that always lists every file before every folder, regardless of the active sort order or grouping. Sorting by a criterion changes the order; it should not be confused with a guaranteed files-before-folders mode. The available instructions also do not fully document how grouping and sorting interact across Windows builds. If that exact behavior is essential, check the controls available in your Windows version and current folder view rather than relying on an unverified registry change or third-party utility.

Move a file or folder to another location
If “at top” means putting an item in a different folder, move it instead of changing its display order: select the item, choose Cut, navigate to the destination, then choose Paste. For an item shown in Quick access, Microsoft says to choose Open first, then cut and paste it.

Microsoft’s File Explorer support page covers Windows 10 and Windows 11. In Windows 11, version 22H2 and later, the landing page formerly called Quick access is named Home; Quick access remains familiar in older interface and documentation contexts. Microsoft states that Windows 10 support ended on October 14, 2025.
