Punjab’s seven-member government committee was scheduled to meet on October 6, 2026, to discuss the state’s law on sacrilege against the Guru Granth Sahib and suggestions from Akal Takht. As of October 3, the meeting had not taken place, so its outcome and any recommendations were not yet known.
What the Punjab law provides
The Punjab Assembly unanimously passed the Jaagat Jot Sri Guru Granth Sahib Satkar (Amendment) Act on April 13, 2026, according to Hindustan Times’ October 2 report. The report describes the law as providing stricter punishments for acts of sacrilege against the Guru Granth Sahib, including possible life imprisonment and fines of up to ₹25 lakh. Those details are reported provisions; the enacted text has not been independently verified here.
Why Akal Takht has raised objections
Akal Takht’s reported concerns focus on three parts of the legislation: its Sikh terminology, a provision concerning a “custodian” of Sri Guru Granth Sahib, and assigning unique numbers to holy Birs. Akal Takht had proposed changes and rejected the government’s response, the report says.
What the two sides say about the process
The government says its seven-member committee, set up on September 16, is meant to coordinate and hold discussions with the panel appointed by Akal Takht, and to provide suggestions for further action. A home department letter informed acting jathedar Giani Kuldeep Singh Gargaj about the committee and its mandate, according to the report.

Akal Takht’s representatives say setting up the committee did not resolve the substantive objections. Acting jathedar Gargaj formed Akal Takht’s separate panel on July 30 after rejecting the government’s response to proposals made under a June 29 directive. The government response arrived on July 29, the final day of a one-month period, the report says.
Akal Takht gave the government two months from July 31 to make further amendments consistent with Sikh sentiments. That period ended on September 30. Bagicha Singh, in-charge of the Akal Takht secretariat, said the government communicated the formation of its committee only on the deadline’s final day and had not taken substantive action on the objections. Gargaj described the government’s handling as “irresponsible,” according to the report. These are Akal Takht representatives’ criticisms, not an agreed account of the process.

Hindustan Times named these seven members of the Punjab government committee:
- Giani Raghbir Singh, former Akal Takht jathedar
- Giani Harnam Singh Khalsa, Damdami Taksal chief
- Sant Baba Sewa Singh of Rampur Khera
- Jaspal Singh, retired justice
- Gurbir Singh, retired justice
- Jatinder Singh Aulakh, retired IPS officer and former Punjab Public Service Commission chairman
- Preet Inder Pal Singh, law officer
Who is on Akal Takht’s panel?
The separate panel formed by acting jathedar Gargaj includes retired justices Rupinder Singh Sodhi and Mohinder Mohan Singh Bedi, senior advocate Puran Singh Hundal, Sikh scholar Dr Kehar Singh Patiala, and Prof Jagmohan Singh Ludhiana. Lakhvir Singh, secretary of the SGPC Chandigarh sub-office, was named as its coordinator.

What happens after the October 6 meeting?
The stated government mandate is to coordinate discussions with Akal Takht’s panel and provide suggestions for further action. The available report does not establish what the October 6 meeting will decide, whether amendments will be recommended, or when any further government action might follow. The dispute therefore remains over both the content of the law and whether the consultation process has adequately addressed Akal Takht’s requested changes.
