Public Wi-Fi does not need a shared password to encrypt your connection, and a password prompt does not prove a hotspot is genuine or safe. The important questions are whether the wireless link is encrypted, whether the network is separated from other users and business systems, and whether you have verified that you joined the right network. For users, confirm the hotspot with staff and use HTTPS; for venues, configure guest access securely rather than relying on a posted password as a security guarantee.
What does a public Wi-Fi password actually protect?
It depends on where you enter it. A password used to join a Wi-Fi network can enable wireless encryption when the network is configured with WPA2 or WPA3. A password entered on a web page after connecting—a captive-portal login—may simply grant internet access. It does not, by itself, encrypt the wireless link.

The Federal Trade Commission’s older Wi-Fi security tips distinguish network authentication from browser access prompts. That distinction remains useful, but it should not be read as meaning that every password-protected network is safe or that open Wi-Fi can never be encrypted. A password shared on a café wall is also not proof of who operates the access point.

Can open Wi-Fi be encrypted without a password?
Yes. Opportunistic Wireless Encryption (OWE), also known as Enhanced Open, can negotiate encryption for an open network without requiring users to share a password. The IETF specifies OWE in RFC 8110. It is intended to protect the wireless connection from passive observation by other nearby clients.

OWE does not authenticate the access point. It cannot tell you whether the network is really operated by the venue you intended to visit, and it does not replace HTTPS or the venue’s other security measures. Protection also depends on the network and your device supporting and using OWE. An open network should not be assumed to have it just because the feature exists.
How the main public Wi-Fi options differ
| Network approach | Wireless-link protection | What it does not establish | Guest-access trade-off |
|---|---|---|---|
| Open network without OWE | May lack Wi-Fi link encryption; an open connection alone does not show that encryption is enabled. | It does not authenticate the hotspot or protect traffic through Wi-Fi encryption. | Easy to join, but users should not assume the wireless link is protected. CISA’s public Wi-Fi guidance advises caution. |
| Open network with OWE / Enhanced Open | Can provide per-connection wireless encryption on compatible, correctly configured networks and devices. | It does not verify that the access point belongs to the venue. RFC 8110 specifies OWE without hotspot authentication. | No shared password is needed, though device and network support matter. |
| Password-protected WPA2 or WPA3 network | Can encrypt the wireless link when configured with WPA2 or WPA3. | A password is not proof of the hotspot’s identity or the operator’s trustworthiness; a portal password is not Wi-Fi encryption. | Guests must obtain and enter the network password. The FTC recommends WPA2 or WPA3 for protected business networks. FTC small-business guidance |
These options are not a simple safe-versus-unsafe ranking. Link encryption, hotspot identity, guest isolation, compatibility, and ease of access are separate considerations. A network can encrypt the wireless link yet still be an impostor, and a legitimate venue can offer an open network without OWE.

Is public Wi-Fi safe to use?
The FTC says public Wi-Fi is usually safe in light of widespread encryption, and recommends checking for HTTPS and keeping security software, the operating system, and the browser up to date. Its current consumer guidance is not a guarantee about any individual hotspot.

That advice addresses the risks of public access and hotspot impersonation, while HTTPS protects the connection between your browser or app and the website or service. What should you do before connecting?
- Confirm the network name and login steps. Ask venue staff which SSID to use and how the login process works. CISA warns that attackers can create similarly named networks.
- Check for HTTPS before entering information. Use the secure connection shown by your browser or app, and keep your operating system, browser, and security software updated, as the FTC recommends.
- Use mobile data for sensitive tasks when practical. CISA recommends a mobile network connection when available; avoid handling sensitive information over public Wi-Fi when you can use that alternative.
- Do not treat a password prompt as a safety check. A portal password may only grant internet access, and a password publicly shared by a venue does not establish that the access point is authentic.
How should a venue design guest Wi-Fi?
A venue should make the decision based on the network’s configuration and the needs of visitors, not on whether a password prompt looks reassuring. The FTC recommends keeping a public or guest network separate from the business network. Its small-business guidance also recommends WPA2 or WPA3 for protected networks.

- Separate guest access from business systems. Visitor devices should not share the business network used for company devices and systems.
- Choose actual link protection. Consider a correctly configured WPA2/WPA3 network or OWE for compatible devices. A captive-portal password is not a substitute for wireless encryption.
- Consider guest isolation. Limit visitor devices’ access to one another and to internal systems as appropriate for the venue’s design.
- Balance security and access friction. A shared password can control casual access, but if it is posted publicly it is not an identity check. OWE can offer encryption without requiring guests to obtain a shared password, but it does not authenticate the venue.
- Maintain the network and its credentials. The access model is only useful when the venue can keep its configuration and infrastructure current and manage access appropriately.
