Not necessarily. Sony’s published specifications identify the installed system memory but do not give a runtime breakdown of how much is available to games versus system software. The 16 GB figure describes the console’s memory capacity; it should not be presented as a confirmed amount reserved exclusively for a game.

Is PS5 storage the same as RAM?
No. RAM and storage are different components with different jobs. Sony lists system memory separately from SSD storage in the PS5 manual. The manual also identifies an M.2 SSD expansion connector: adding a compatible SSD expands storage, not RAM.
Do PS5 editions or revisions have different RAM amounts?
The cited Sony specifications list 16 GB of GDDR6 memory for both the CFI-21xx PS5 console and Digital Edition, and Sony’s 2023 announcement for the revised model also lists 16 GB. These sources establish the specification for those models; they do not verify every possible regional SKU or any later revision.
