Prompt Injection in Cloud-Native AI: Where Access Control Must Take Over

Prompt injection can manipulate an AI agent’s behavior, but application and downstream authorization determine whether it can access cloud data or change systems.

Prompt injection can steer a cloud-connected AI agent toward an unsafe action, but it does not itself grant access to cloud resources. The decisive boundary is the application and downstream systems: they must independently authorize every read, write, disclosure, and configuration change. Treat the model’s output as an untrusted proposal, not as permission to act.

What prompt injection means for a cloud-connected AI

Prompt injection occurs when text the model processes changes how it follows instructions. A direct injection arrives in a user’s input. An indirect injection arrives in external content the model reads, such as a file, webpage, email, retrieved passage, or tool result. The content may be malicious, but it can also be ordinary material that contains instructions the model treats as authoritative.

This matters when the AI can use tools or connected services. OWASP’s 2025 guidance identifies possible impacts including sensitive-information disclosure, exposure of functions, commands executed in connected systems, and decisions affected by manipulated content. The consequences depend on the business context and the agent’s level of agency; the prompt alone does not determine what resources it can reach. OWASP: LLM01:2025 Prompt Injection

In practice, an agent may receive a request, retrieve documents, and propose a tool call. If application code accepts that call and its credentials have broad access, manipulated instructions may lead to an operation the caller was never entitled to perform. The security question is therefore not only “Did the model resist the injection?” It is also “Would the system reject this operation if the model proposed it?”

Where authorization belongs in the action path

Authorization must be enforced by application code and the systems that carry out the requested action. A model’s judgment that a request is allowed is not an authorization check. OWASP’s agent guidance calls for execution components to check authorization and any required approval before acting. OWASP AI Agent Security Cheat Sheet

  1. Receive untrusted content. Keep user instructions distinct from retrieved or externally supplied content so the application can preserve their different trust levels.
  2. Let the model propose, not execute. The model may suggest an operation and arguments; it should not hold an unrestricted path to downstream APIs.
  3. Validate the request in deterministic code. Check the authenticated caller, target resource, requested action, arguments, and applicable approval state against policy.
  4. Use a narrowly scoped identity for the call. The credential that reaches the downstream service should have only the permissions necessary for the authorized task.
  5. Record and monitor the result. Log the caller, proposed and approved action, authorization decision, and downstream outcome so unexpected behavior can be investigated.

If the model has been manipulated, the enforcement point should still reject an action outside the caller’s authorization. This design does not depend on the model correctly recognizing every hostile instruction.

How to limit an agent’s ability to cause harm

Excessive agency combines more functionality, permission, or autonomy than a task requires. OWASP recommends reducing those capabilities and applying authorization at the point of execution. OWASP: LLM06:2025 Excessive Agency

  • Restrict tools and functions. Expose only the operations needed for the current task; avoid giving one agent a general-purpose interface when a narrow operation will do.
  • Constrain credentials and data scope. Use least-privilege identities, limited resource scopes, and the user’s authorization scope when the agent acts on that user’s behalf.
  • Separate read from write. Inspection and analysis do not require the same capabilities as sending messages, editing infrastructure, or changing permissions.
  • Require approval for consequential operations. Put explicit review before privileged, destructive, or security-relevant changes. Approval gates execution; it does not prove that the model interpreted the input correctly.
  • Validate arguments and permissions outside the model. Check that the requested operation is permitted for this caller and resource, and that arguments meet the application’s rules.

OWASP illustrates the risk with an email assistant that has read access: malicious email content could manipulate it into attempting to forward sensitive messages. Its mitigations include a read-only OAuth scope, a read-only extension, and review before sending. The point is to prevent read access from silently becoming authority to send. Protecting cloud configuration and permissions

Cloud agents that can inspect infrastructure should not automatically inherit the ability to alter it. An agent capable of changing IAM roles, network rules, or other security configuration can turn a manipulated proposal into a persistent exposure if its identity is too powerful and execution is not checked.

OWASP Cornucopia describes an agent threat scenario involving overly broad configuration or permission scope and an insecure role change. Its recommended controls are minimum necessary access and explicit approval for security-relevant changes. This is a threat model, not a measured incident rate. OWASP Cornucopia: Agentic AI (AAI9)

A safer pattern is to allow routine, read-only inspection under a limited identity, while routing proposed configuration changes through a separate, explicitly authorized path. The change path should validate the human caller’s authority, the target and exact change, and the approval before using a write-capable identity. Do not let a model’s summary or a prompt instruction substitute for that approval.

Enforcing tenant boundaries in RAG

Retrieval-augmented generation (RAG) can expose one tenant’s information to another if retrieval is performed without carrying the caller’s authorization scope. The boundary needs to hold during retrieval and again when any retrieved information is used in tool execution. OWASP Cornucopia recommends caller-privilege enforcement in RAG, fine-grained access for vector collections and queries, and authorization at execution time. • Authenticate the caller before retrieval and derive the allowed tenant and resource scope from trusted identity and policy—not from text supplied to the model.
  • Apply access restrictions at the collection and query boundary so retrieval cannot return records outside that scope.
  • Preserve the caller’s scope when retrieved content informs a tool call; do not let the model broaden it by naming another tenant or resource.
  • Check authorization again at execution time, because retrieved context is not a grant of permission to read or modify the referenced resource.

Compare architectures by their enforcement points

When assessing an AI design, compare the controls that decide what happens after the model proposes an action. OWASP’s guidance supports evaluating identity scope, per-action authorization, tool breadth, approval gates, tenant-aware retrieval, and testing for indirect injection.

Control area Safer design Riskier design
Tool identity Task-specific, least-privilege credentials; user scope is preserved when acting for a user. A shared or broad credential that lets the agent reach resources beyond the caller’s task.
Authorization Application and downstream systems independently check each action and target. The model’s decision or prompt instructions are treated as the permission check.
Tool capability Narrow operations, with read and write capabilities separated where practical. A broad tool set with unnecessary write, send, or administrative functions.
High-impact changes Explicit approval is required before privileged, destructive, or security-relevant execution. Changes execute automatically based on model output.
Tenant retrieval Caller scope is enforced for the collection and query, then checked again at execution. Retrieval or tool execution can cross tenant boundaries based on model-generated context.
Injection testing Tests include direct attacks and malicious instructions in retrieved content and tool results. Testing covers only user prompts or relies on filtering as the main defense.

Testing and defense in depth

Prompt filters and model-level guardrails can help reduce unsafe outputs, but they are not a complete prevention method. OWASP states that there is no fool-proof way to prevent prompt injection. Its prevention guidance emphasizes validating permissions outside the model and testing direct and indirect injection boundaries. OWASP LLM Prompt Injection Prevention Cheat Sheet

Test the system as an authorization boundary, not just as a prompt-following exercise. Include hostile instructions in user input, retrieved documents, web content, and tool results. For each test, check whether the agent can reach data or invoke actions beyond the caller’s scope, whether arguments are validated, and whether required approvals block execution. A successful refusal by the model is useful, but the stronger result is that an unauthorized operation remains blocked even when the model proposes it.

Use layered controls: clear trust boundaries around external content, minimal tools and credentials, deterministic policy checks, action-specific approval, monitoring, and adversarial tests. Each layer addresses a different failure mode; no single filter, approval prompt, or model instruction replaces authorization enforcement.
