A voice assistant is defined by how you interact with it: you speak, and it may answer aloud. A proactive assistant is defined by who starts the interaction: it offers information or help before you ask at that moment. These are different dimensions, not competing categories. One assistant can be both.
What do “voice assistant” and “proactive assistant” mean?
A voice assistant uses speech as an input, output, or both. The UK Centre for Data Ethics and Innovation describes voice-enabled assistants as internet-connected software that responds to voice commands and interacts through digitally generated voice responses. That describes the interaction channel; it does not say whether the system waits for a request or starts one itself. UK Centre for Data Ethics and Innovation, 2019

A proactive assistant initiates an interaction based on a circumstance, context, or goal rather than waiting for an immediate prompt. The interaction might be a notification, recommendation, spoken alert, or—in more autonomous systems—an action. Proactive behavior can use voice, text, or a visual notification; the modality alone does not make an assistant proactive.
How do the two types of assistance compare?
| Question | Voice assistant | Proactive assistant |
|---|---|---|
| What defines it? | Speech is part of the interaction. | The assistant starts an interaction without an immediate request. |
| Who starts the exchange? | Often the user, though voice capability does not determine initiation. | The assistant starts the suggestion or action. |
| What might it do? | Answer a spoken question or carry out a spoken command. | Offer timely information or a recommendation; some systems may take permitted steps. |
| What context may matter? | It may need to process speech and, depending on the feature, use linked services or device data. | It may rely on context such as location, routines, schedules, history, or linked services. |
Examples: reactive, proactive, and more autonomous help
Reactive voice response
You ask aloud, “What’s tomorrow’s weather?” The assistant processes the request and answers. The interaction is voice-based and reactive because you initiated it.

Proactive suggestion
A traffic alert about your regular route arrives before you ask about traffic. Google gives this as an example of a Google Assistant suggestion that can use location. It is proactive because the assistant starts the interaction; it could appear on a screen or be spoken aloud. Google Safety Center
Delegated task execution
An assistant that is authorized to coordinate steps across services goes beyond simply notifying or recommending. That is a stronger form of assistance, often discussed as agentic AI. The UK Department for Business and Trade describes current consumer AI largely as decision support, with agentic capabilities developing in bounded settings and broader autonomous use still uncertain. When comparing a feature, ask whether it informs you, recommends something, or actually acts. A proactive alert is not, by itself, evidence that an assistant can independently complete a task.
Does proactive assistance work better?
A 2024 systematic review by Bérubé and Nißen covered 21 primary studies that evaluated proactive voice assistants with users. The review found clear benefits mainly in safety-critical or emergency situations, while findings in other scenarios were mixed. It also characterizes the field as nascent, with much of the work focused on domestic and in-vehicle settings. These results do not establish that proactive assistants are generally more useful, productive, or preferred. Bérubé and Nißen, Computers in Human Behavior Reports, 2024

The study count is not an adoption or effectiveness statistic. There is no established current market-wide figure here comparing proactive assistants with voice assistants.
What privacy and control questions matter?
Proactive help depends on what an assistant knows about the situation. Google says Google Assistant may use information from linked services—including location, contacts, tasks, events, alarms, installed apps, and playlists—to provide features such as traffic suggestions. Google also describes controls for reviewing or deleting interactions, changing activity settings, and using Voice Match or Guest Mode for some personalized experiences. These are Google’s descriptions of its own product and controls, not a description of every assistant. Google Safety Center

Voice interaction can raise related questions about audio handling. The CDEI’s 2019 account describes a typical smart-speaker flow in which a device buffers recent sound while checking for a wake word; after activation, audio may be streamed for speech-to-text and language processing. It also discusses cloud services, third-party skills, and concerns about whether users understand what information is shared and how third parties use it. This is a high-level, dated account—not a current audit or a guarantee that every assistant uses the same architecture. UK Centre for Data Ethics and Innovation, 2019

For more autonomous features, the UK government highlights lawful processing, consent, security, authentication, and accountability. It also warns that delegated systems should act in users’ interests and avoid manipulative steering. The more authority a feature has, the more important it is to understand its permissions, confirmation steps, and consequences if it gets something wrong. UK Department for Business and Trade, 2026

Whether you are considering a voice feature or a proactive one, these questions reveal what it actually does and what it needs:
Quick Recap
- Initiation: Did you ask, or did the system start the interaction?
- Modality: Is the input or output speech, text, a visual alert, or a combination?
- Action: Does it answer, suggest, or execute a task?
- Context: Does it use location, schedules, history, linked services, or device data?
- Control: Can you opt in, limit access, dismiss suggestions, review activity, or stop an action?
- Consequence: What happens if its inference or timing is wrong, and does it ask for confirmation before an consequential action?
