A site-to-site VPN can connect Australian offices securely over ordinary internet links, while a dedicated or managed private service may suit businesses with specific bandwidth, availability, latency, routing or service-commitment needs. Choose by comparing each option’s measured performance, fault recovery, security responsibilities and quoted total cost—not by assuming “private” automatically means faster or safer.
What “private network” means in this comparison
The term can describe two different arrangements. A provider may supply a dedicated or managed private communications service between sites. Alternatively, a business can use site-to-site VPN gateways to create encrypted tunnels between office networks while the traffic travels over the public internet.

The Australian Signals Directorate and Australian Cyber Security Centre (ASD/ACSC) describe point-to-point VPNs as a way to connect business systems, including corporate offices, across an untrusted network. In that design, the tunnel is logically private, but the underlying transport remains internet service. As ASD/ACSC puts it, “VPN controls provide data in transit protections.” A VPN does not, by itself, secure compromised devices, decide which users should have access, or keep a connection available. Compare the options against the needs of each office
Assess each office location and important application. A link that works for routine web access may not meet requirements for a latency-sensitive system, large transfers or continuity during an outage.
Performance for real workloads
Measure throughput, latency, jitter and packet loss under representative use, including busy periods. For cloud services, ASD/ACSC recommends monitoring these measures alongside availability and checking results against service-level targets. There is no official Australia-wide comparison in the cited guidance proving that internet VPNs or private connections are categorically faster. Australian Government Information Security Manual (ISM) networking guidance
Availability and recovery
Ask what availability is committed, how faults are detected and escalated, and how long restoration is expected to take. If you plan a secondary link, establish whether it has enough capacity for essential work when the primary connection fails. ASD/ACSC says high-availability requirements should inform the choice between dedicated communications links and internet connections, including the role of a secondary link. ISM networking guidance

Security and operational responsibility
Document who maintains the routers, firewalls, VPN gateways, certificates, access rules, logs and incident response. A connection still needs secure configuration and ongoing operation regardless of transport. Government guidance calls for gateways to allow explicitly authorised data flows and inspect or filter traffic; network-management interfaces should not be directly exposed to the internet. ISM networking guidance ISM gateway guidance
ASD/ACSC also recommends multi-factor authentication for remote-access solutions and discusses role-based access, device posture and certificate revocation. Its guide recommends against VPN split tunnelling in the context it describes because it can create a path from a public network toward internal resources. If an organisation considers an exception, it should assess the risk and compensating controls rather than treating the setting as harmless. ASD/ACSC gateway security guidance
Location, installation and service fit
Check service availability at every street address, installation lead time, bandwidth options, cloud and SaaS routing needs, and any geographic constraints. The cited guidance does not establish coverage for a particular Australian address, so availability and terms need to come from address-specific provider quotes.

Which approach fits different office needs?
Cloud-first offices with flexible requirements
If important work is mainly internet- and cloud-based, first assess whether business internet connections and properly configured site-to-site VPN gateways meet measured performance, security and recovery targets. That is a starting point for evaluation, not a guarantee that any particular link will be sufficient.
Businesses with defined inter-site or service commitments
Evaluate dedicated or managed private connectivity when measured requirements or provider commitments justify it, or when the business needs particular inter-site routing or service characteristics. Confirm the commitment and its limits in the actual service terms; do not infer a performance or availability guarantee from the service label.

Mixed workloads and resilience requirements
A hybrid design can use internet connections for ordinary cloud traffic and a private or separately protected path for selected traffic, with an independently resilient backup. This is an architecture option, not a default recommendation: validate it against application needs, routing and failover behaviour, and the provider’s service terms. ISM networking guidance ASD/ACSC gateway security guidance
Request comparable quotes and monitor the chosen links
- List the sites and workloads. Record each office address, important applications, normal and peak traffic, and any performance or recovery needs.
- Ask for the service details. For each proposal, get the transport and routing description, bandwidth options, service boundaries, installation lead time, availability commitment, fault escalation and restoration terms.
- Compare full operating costs. Include setup, recurring service, equipment, management, support, backup capacity and internal operational effort.
- Assign security ownership. Name who patches and administers edge devices and gateways, controls access, maintains certificates and logs activity, and responds to incidents.
- Set monitoring and recovery checks. Track throughput, latency, jitter, packet loss and availability against application needs and service-level targets; verify that a secondary link can sustain essential operations.
Why “private” is not a security guarantee
Private transport does not remove the need to secure network edges. ASD/ACSC warns that exposed network devices and unpatched VPNs can provide an entry path into organisational networks. Routers, firewalls and VPN gateways need controlled administration, updates, monitoring and narrowly authorised traffic flows. The Australian Government’s ISM also recommends placing externally accessible services in a DMZ where appropriate and encrypting data communicated over network infrastructure. These are government security guidance; this does not mean every private business is subject to government-system controls. ISM gateway and networking guidance ASD/ACSC warning on network devices
