PowerToys’ new welcome screen could make a strong first impression with one brief burst of animation. Windows Central reported on October 6, 2026, that the screen was “on the way,” describing an out-of-box experience built with Windows Composition and rendered at 60 FPS. That is a report about the design and implementation—not confirmation that the screen has shipped or an independently verified performance measurement.
What’s new about the PowerToys welcome screen?
Windows Central’s October 6, 2026 report describes a newly animated welcome experience for PowerToys, the first-run screen users see when getting started. The report says it uses Windows Composition and can render at 60 FPS. Microsoft’s reviewed product information does not independently document this particular screen or confirm its availability, so the safest reading is that it was planned or forthcoming when the story appeared.

The report’s enthusiasm is a design judgment, not a user study: a polished animation can make an app feel more considered, even if users do not consciously register the rendering technology behind it. A smooth first impression is useful only insofar as it supports the experience rather than getting in the way.
Why a welcome screen is worth getting right
A welcome screen is a small part of an app, but it sets expectations before users have learned what the software can do. Motion can make an introduction feel responsive and intentional; it can also become a delay if it demands attention without helping users understand the product or reach its controls.

That makes the reported PowerToys animation an interesting example for other app makers, not proof that every app needs elaborate onboarding. The useful standard is whether the animation feels smooth, explains what comes next, respects the user’s time after the first launch, and lets people get to the actual app without being forced through repeated introductions.
What PowerToys does—and what this update does not confirm
Microsoft describes PowerToys as a free, open-source collection of Windows utilities for power users and developers. Its tools add productivity and customization features, including window management, key remapping, command launching, and automation. Microsoft’s June 9, 2026 announcement of PowerToys 0.100 covered modernization of the app experience and changes to Shortcut Guide, Command Palette, and Power Display. It provides context about ongoing work on PowerToys, but it does not mention or confirm the welcome screen described by Windows Central.
How this differs from release-note settings
PowerToys has separate controls for what happens after updates. Microsoft’s Group Policy guidance says users can control whether release notes open automatically after an update, and administrators can configure a policy to prevent them from appearing automatically. Those settings concern update-related release notes, not the first-run welcome screen in the October report.

The takeaway for app designers
The lesson is not simply to add animation. It is to treat even a brief first-run moment as part of the product: make movement feel responsive, connect it to useful information, and avoid making users wait or repeat steps. If the reported PowerToys screen delivers on that balance, it is a small but welcome example of polish that other apps could learn from.
