PowerShell DSC and Puppet: Why It’s Not Either/Or

Puppet and PowerShell DSC can complement each other: Puppet documents a way to deploy and declare DSC resources, but compatibility depends on the DSC generation and resource.

You can use Puppet and PowerShell Desired State Configuration (DSC) together: Puppet documents deploying DSC resource modules and declaring those resources in Puppet code. That gives teams a way to use selected DSC capabilities within a broader Puppet workflow. The fit depends on the DSC generation, resource, and target operating system—not on a universal rule that one tool replaces the other.

Can you use Puppet and PowerShell DSC together?

Yes. Puppet Core documents an integration path for DSC resources: install a DSC module from Puppet Forge, add it to a Puppetfile, deploy it, and declare the resources in Puppet code. Puppet describes DSC resources as analogous to Puppet resources. See Puppet’s DSC resources documentation for the documented workflow.

  1. Identify the DSC resource module and confirm it supports the DSC generation and target platform you intend to use.
  2. Add the module to your Puppetfile and deploy it using your Puppet workflow.
  3. Declare the resources in Puppet code, then validate the result in your environment.

This establishes that the integration path exists; it does not guarantee that every DSC resource works with every generation, operating system, or Puppet setup. Verify the exact module and resource before adopting it.

What is the difference between PowerShell DSC and Puppet?

They operate at different levels. DSC provides resources for describing and managing system components. Puppet is a configuration-management platform that can use its own resources and, where appropriate, DSC resources. In a combined setup, Puppet can provide the deployment and configuration workflow while selected DSC resources handle particular settings.

Legacy PowerShell DSC PowerShell configuration constructs and resources for defining desired machine state. Microsoft’s legacy documentation describes reapplying a configuration to bring a drifted node back to its desired state. Those implementation details apply to legacy DSC, not automatically to DSC 3.0.
Microsoft DSC 3.0 A standalone, command-based configuration platform using JSON or YAML documents and resources. It does not depend on PowerShell or include a local configuration manager service. It can use compatibility adapters for PowerShell DSC resources.
Puppet A platform for infrastructure automation, including Windows systems. It can manage DSC resources through Puppet’s documented module and declaration workflow; it is not itself a DSC generation.

Microsoft describes DSC 3.0 as cross-platform, with support for Windows, Linux, and macOS. Its architecture differs from legacy PowerShell DSC: the dsc command invokes resource management, rather than relying on the legacy configuration model. Read Microsoft’s DSC 3.0 overview before assuming that instructions for older PowerShell DSC apply unchanged.

Puppet also documents Windows automation beyond DSC integration. Its Windows modules guidance points users to Windows modules and Forge resources. That broader capability makes complementary use plausible, but the right division of responsibility depends on the systems and resources in your environment.

Is PowerShell DSC still current?

“DSC” refers to distinct generations, not one unchanged runtime. Microsoft distinguishes legacy PowerShell DSC 1.1, PowerShell DSC 2.0, and Microsoft DSC 3.0. Microsoft says the PSDesiredStateConfiguration module stopped shipping in the PowerShell package starting with PowerShell 7.2; users who want to continue with DSC v2 can install the module separately. Microsoft DSC 3.0 is a new, standalone product. Check Microsoft’s PowerShell DSC overview for the version-specific details.

Before choosing a path, record the exact generation in use. A module or example built for one generation should not be assumed to work unchanged with another, and DSC 3.0’s compatibility adapters do not by themselves establish support for every PowerShell DSC resource.

How to decide whether to combine them

Assess the actual job and environment rather than picking a universal winner. These questions help determine whether Puppet, DSC, or both fit:

  • Which DSC generation do you have? Distinguish 1.1, 2.0, and 3.0 before selecting modules or following setup guidance.
  • Which operating systems are targets? DSC 3.0 documents support for Windows, Linux, and macOS; validate the platform support of the particular resource you need.
  • Is there a maintained DSC resource for the setting? Confirm the resource’s maintenance status, dependencies, and compatibility rather than inferring it from the general integration feature.
  • How will configuration be invoked and deployed? DSC 3.0 is command-based and has no local configuration manager service. Puppet documents deployment and declaration of DSC resources through its own workflow.
  • What operational capabilities are required? Decide how your organization will handle reporting, access controls, compliance, and day-to-day ownership. The existence of the integration alone does not establish how well it meets those needs.

Official documentation explains the version, platform, resource, and invocation distinctions, but does not provide a neutral comparison that proves a winner on governance, scale, cost, or team effort. Those are environment-specific questions to evaluate in a pilot.
