PowerHouse Data Centers is preparing the Westlake, Texas, data-center project for construction, according to a Dallas Morning News video description published October 9, 2026. The description says preliminary state filings project a December 2026 start and completion by June 2027. That is a reported forecast, not a confirmed construction schedule: the filings are preliminary, and the project’s development agreement had been affected by court action.

What is planned for Westlake?

The Town of Westlake describes a proposed campus of about 87.9 acres along Highway 377, just south of the Town’s existing pump station. The plan includes four buildings, a private electrical substation and backup generators. Town of Westlake

The Dallas Morning News description says preliminary state filings put the data center at $83 million, an auxiliary water building at $45 million and an access-control building at $15 million. Those are reported filing figures, not confirmed final project costs. The same description gives the projected December 2026 start and June 2027 completion; both dates remain subject to change. Who is developing the project?

The October 9 Dallas Morning News description identifies PowerHouse Data Centers as preparing the project for construction. The Town’s August 4 Planning and Zoning Commission recap does not name the developer. It says Kimley-Horn prepared and submitted the site-plan application. Separately, the Town’s August 1 statement names Hillwood Properties as a participant in a December 2024 discussion of the proposal; that statement does not identify Hillwood as the developer. These are distinct roles, and the available accounts do not establish that they are interchangeable. Dallas Morning News video description via Yahoo Town of Westlake meeting recap and statement

What approvals are in place, and what remains unresolved?

Site-plan action

On August 4, 2026, Westlake’s Planning and Zoning Commission approved the site plan with conditions. The Town says data centers are already permitted under the property’s Planned Development zoning, so the commission was reviewing site-plan compliance—not deciding whether the land could be used for a data center. The Town said the project would continue through its review process. This conditional site-plan approval should not be read as proof that every remaining approval is complete. Development agreement and court action

Westlake reported on August 18 that Town Council unanimously tabled consideration of the development agreement after a Tarrant County judge temporarily held the project. The Town said it could not act on the agreement at that time. Town of Westlake, August 18, 2026 update

The October 9 Dallas Morning News description says a judge later dissolved a temporary restraining order and that Town officials were waiting for an October 23 hearing on plaintiffs’ standing before approving a development agreement. That later procedural account is attributed to the news description; it is not independently confirmed here through court records. Westlake’s September 15 recap contains no data-center update, so it does not establish whether the agreement was subsequently approved. What has Westlake said about nearby homes and noise?

In its August 5 recap, the Town said the proposal included a 75-foot landscaped buffer, berms from 8 to 15 feet high, nearly 400 new trees and approximately 4,000 native trees and shrubs. It reported that the nearest home would be 506 feet from the building line, compared with a stated 150-foot requirement. The Town also said the commission requested consideration of an 8-foot berm or sound wall along the southern boundary, additional acoustic treatment around mechanical equipment and more trees. These are Town-reported plan details and requests, not evidence that every measure has been built or finalized. Town of Westlake, August 5, 2026 recap

What are the stated water and community impacts?

Westlake’s project page estimates full-campus water use at 54 million gallons per year and presents claims about cooling, water reuse, system reliability, electricity, noise and peak demand. These are the Town’s project representations; the published figures and claims should not be treated as independently verified operating results. Town of Westlake project page

Mayor Kim Greaves, in a statement published on the Town’s project page, said the project had been evaluated against the Town’s standards and would provide long-term benefits. The page also attributes to Greaves the claim that the facility would expand the tax base, strengthen funding for public infrastructure and Westlake Academy, and help reduce residents’ tax burden while having minimal impact on daily life. These are the mayor’s stated expectations, not established outcomes. Town of Westlake project page
