ML-KEM establishes shared encryption keys; ML-DSA and SLH-DSA create and verify digital signatures. All three are final NIST standards approved on August 13, 2024, but they solve different problems and are built differently. Choosing among them requires matching the algorithm to a protocol, platform, security requirement and migration plan—not simply picking the newest or strongest-sounding name.
The three standards in one view
Post-quantum cryptography (PQC) is intended to protect public-key operations against attackers who may eventually have large-scale quantum computers. NIST describes the algorithms as believed secure against such adversaries. That is a qualified security assessment, not a proof that every future attack is impossible.

| Standard | Primary job | Construction | What it does not do |
|---|---|---|---|
| FIPS 203, ML-KEM | Key establishment | Module-lattice-based; derived from CRYSTALS-KYBER | It does not authenticate a signer or produce a digital signature |
| FIPS 204, ML-DSA | Digital signatures | Module-lattice-based; derived from CRYSTALS-Dilithium | It does not establish a shared encryption key by itself |
| FIPS 205, SLH-DSA | Digital signatures | Stateless hash-based; based on SPHINCS+ | It is not a key-encapsulation mechanism |
NIST approved all three on August 13, 2024. The practical dividing line is therefore simple: use ML-KEM when two parties need to agree on a secret over a public channel; use ML-DSA or SLH-DSA when a recipient must verify that data came from an authorized signer and was not altered.

Key establishment, not signing
A key-encapsulation mechanism (KEM) lets a recipient publish a public key. A sender uses that public key to encapsulate a randomly generated shared secret and sends a ciphertext. The recipient decapsulates the ciphertext with its private key and obtains the same secret. Both sides can then use symmetric cryptography with that secret to protect application data.

ML-KEM replaces the public-key key-establishment role that many systems currently fill with classical schemes. It does not tell the recipient who sent a message. Authentication normally comes from a separate signature, certificate, authenticated handshake or pre-established trust system.
ML-KEM parameter sets
FIPS 203 specifies three parameter sets:
| Parameter set | NIST characterization | Trade-off stated by NIST |
|---|---|---|
| ML-KEM-512 | Lower security strength than the other two sets | Higher performance than the stronger sets, within NIST’s characterization |
| ML-KEM-768 | Middle security strength | Intermediate trade-off |
| ML-KEM-1024 | Highest security strength among the three sets | Lower performance than the weaker sets, within NIST’s characterization |
This ordering is not a universal speed ranking for every processor, library or protocol. Benchmark the exact implementation and message flow on the platforms you intend to deploy.
What ML-DSA does
Lattice-based digital signatures
ML-DSA is a digital-signature standard derived from CRYSTALS-Dilithium. A signer uses a private key to produce a signature over a message. A verifier uses the corresponding public key to check the signature. A valid result supports two decisions: the message was not changed after signing, and the signature was produced by whoever controls the private key associated with that public key.

Those decisions depend on key provisioning, certificate validation, revocation and the surrounding protocol. ML-DSA does not automatically establish trust in a public key merely because the mathematical signature verifies.
Where ML-DSA fits
- Authenticating software, firmware or configuration updates.
- Signing certificates, tokens, documents or transaction records.
- Authenticating messages in a protocol that already has a key-distribution mechanism.
- Replacing or augmenting a classical signature algorithm during a migration to PQC.
ML-DSA is not interchangeable with ML-KEM. A system can use both: ML-KEM to derive a session secret and ML-DSA to authenticate the handshake or signed objects.
What SLH-DSA does
Stateless, hash-based signatures
SLH-DSA is NIST’s stateless hash-based digital-signature standard, based on SPHINCS+. Its security relies on hash-function constructions rather than the module-lattice approach used by ML-KEM and ML-DSA. NIST emphasizes that it is stateless: the signer does not have to maintain a one-time-use signing-state counter between operations.

That stateless property can simplify deployments in which signing requests are distributed across machines, restored from backups or processed by independently scaled services. It does not remove the need to protect private keys, authenticate public keys or design safe backup and rotation procedures.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhy retain a different signature construction?
Using two distinct signature families gives engineers an alternative if a future cryptanalytic development affects lattice assumptions, or if a particular system’s assurance requirements favor a hash-based design. SLH-DSA can involve different key, signature and performance trade-offs from ML-DSA, so suitability must be measured for the target application rather than inferred from the construction name.
ML-KEM versus ML-DSA: the essential difference
| Question | ML-KEM | ML-DSA |
|---|---|---|
| What problem does it solve? | How two parties establish a shared secret | How a verifier checks origin and integrity of signed data |
| Typical output | Ciphertext plus a shared secret recovered by the recipient | Digital signature verified with a public key |
| Construction | Module-lattice-based | Module-lattice-based |
| Can it replace the other directly? | No; it is not a signature scheme | No; it is not a KEM |
| Common deployment role | Authenticated or unauthenticated key exchange, followed by symmetric encryption | Signed software, certificates, tokens, records and protocol authentication |
The shared lattice heritage does not make the algorithms substitutes. Function comes first; construction is a separate design consideration.

How to choose between ML-DSA and SLH-DSA
Start with the protocol role
- List every public-key operation in the system: key exchange, certificate signing, update signing, message authentication and archival signatures.
- Assign ML-KEM only to key-establishment steps. Assign ML-DSA or SLH-DSA to signature steps.
- Identify whether signatures are generated by one controlled service, many stateless workers, embedded devices or long-lived offline keys.
Evaluate the engineering constraints
- Interoperability: confirm that the protocol, certificate profile, hardware module and peer implementations support the exact FIPS algorithm and parameter set.
- Wire and storage limits: measure public-key, private-key and signature sizes in certificates, packets, database records and boot images. Do not assume classical-size fields will be sufficient.
- Performance: benchmark key generation, encapsulation or decapsulation, signing and verification on every target platform. Network latency, memory pressure and accelerator behavior can change the practical result.
- Security policy: map the required assurance level and cryptoperiod to an approved parameter set and key-management policy.
- Validation: determine whether procurement, regulation or an internal security baseline requires a validated cryptographic module or a particular implementation status.
- Migration: decide whether the protocol needs hybrid operation with a classical algorithm, dual signatures, staged certificate changes or a hard cutover.
No available evidence establishes one of the three standards as best for every system. Application-specific measurements and compatibility checks are required.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Implementation checklist before deployment
- Inventory dependencies. Record protocols, certificate authorities, libraries, operating systems, hardware security modules, embedded firmware and external partners that consume public-key data.
- Separate encryption from authentication. Mark each use as key establishment or signature verification. This prevents the common error of trying to use ML-DSA where a KEM is required, or ML-KEM where signer authentication is required.
- Confirm the current specification. Read the applicable FIPS publication, implementation guidance and protocol profile. NIST has planning notes for possible updates to FIPS 203 dated November 17, 2025, and to FIPS 204 dated July 31, 2026. Check the errata spreadsheets linked from those publication pages before freezing an implementation.
- Check key formats. NIST’s FAQ answer last revised June 16, 2026 says key-generation seeds can be acceptable alternative key formats for FIPS 203 and FIPS 204 under the conditions it describes. Apply that guidance only within its stated scope; it is not a blanket rule for other standards.
- Test failure handling. Verify behavior for malformed ciphertexts, invalid signatures, wrong keys, truncated fields, replayed messages, exhausted storage and algorithm-negotiation failures. Fail closed and avoid exposing sensitive error details.
- Plan rotation and recovery. Document generation, backup, revocation, replacement and compromise procedures for every public and private key, including offline signing keys.
- Exercise interoperability. Test with every intended peer and certificate path, not just two builds of the same library. Capture encoded sizes, negotiation behavior and downgrade resistance.
- Monitor standards status. Recheck NIST’s live publications index, FAQs and transition guidance immediately before release and during maintenance.
Current status and transition documents
The NIST publications index, updated August 5, 2026, lists FIPS 203, FIPS 204 and FIPS 205 as final. It lists IR 8547, Transition to Post-Quantum Cryptography Standards, as a draft dated November 12, 2024. It also lists SP 800-230, which covers additional SLH-DSA parameter sets for limited signature use cases, as a draft dated April 13, 2026.

Draft status means the document may change. The same is true of implementation details affected by errata or revised FAQs. Treat the dates above as a snapshot for planning, then verify the live NIST index and the current publication pages before making a compliance, interoperability or “unchanged specification” claim.

What “post-quantum” does—and does not—promise
NIST’s approval announcement says the standards specify key-establishment and digital-signature schemes “designed to resist future attacks by quantum computers, which threaten the security of current standards.” The wording matters. The standards are designed for that threat model and assessed under present knowledge; they are not a guarantee against every future mathematical discovery, implementation flaw, side channel or operational mistake.
PQC also does not make symmetric encryption, software supply chains, identity systems or key management automatically safe. An attacker can still steal a private key, compromise a signing service, exploit a parser or trick a user into trusting the wrong certificate.
Common mistakes to avoid
- Calling all three “encryption algorithms.” ML-DSA and SLH-DSA are signature standards; ML-KEM establishes a secret that can then feed symmetric encryption.
- Choosing by the number alone. ML-KEM-1024 is the highest-strength ML-KEM parameter set named by NIST, but that does not make it the right choice for every protocol or device.
- Assuming stateless means risk-free. SLH-DSA avoids signer state, but private-key protection and public-key trust remain essential.
- Ignoring message expansion. PQC keys and signatures can affect certificate chains, packet limits, boot images, flash storage and database schemas.
- Freezing against an old draft or FAQ. Transition documents, errata and implementation guidance can change after an initial deployment plan.
- Claiming adoption without evidence. The cited NIST material does not provide an independent usage, market or deployment statistic for these standards.
A practical migration sequence
Begin with discovery rather than replacing algorithms blindly. Inventory where classical public-key cryptography is used, identify data that must remain confidential for years, and rank systems by exposure and replacement time. Prototype ML-KEM in the key-establishment paths and ML-DSA or SLH-DSA in signature paths. Measure encoded sizes and latency under realistic load, then test certificate and protocol interoperability.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Next, define a transition mode that your protocol can authenticate and audit. Depending on the protocol and its governing requirements, this may involve hybrid key establishment, dual-signature verification or staged certificate issuance. Document algorithm negotiation, downgrade protection and rollback behavior before enabling production traffic.
Finally, establish operational ownership: who approves parameter sets, who rotates keys, how compromised keys are revoked, how firmware or certificates are recovered, and which NIST pages are checked for updates. The cryptographic primitive is only one component of a maintainable PQC deployment.
