Port 7001 is the default Oracle WebLogic Server Administration Server listen port in Oracle Fusion Middleware 12.2.1.3 documentation. Port 7199 is associated with JMX in a WSO2 default-ports reference. Neither number identifies a product on its own: port assignments vary by installation, and the figures in the title are not tied to a verifiable source or definition.
What uses port 7001?
Oracle’s port table for Fusion Middleware 12.2.1.3 lists 7001 as the default listen port for the WebLogic Server Administration Server. The same table lists 7002 as the default SSL listen port. These are documented defaults, not fixed requirements: Oracle notes that server ports can be assigned sequentially and that components can use allotted ranges. Check the domain’s actual configuration before assuming it uses either default.

So, 7001 can be a WebLogic administration endpoint in the documented Oracle context, but seeing traffic on 7001 does not prove that WebLogic is present. Another application can use the port, and a WebLogic installation may be configured differently.

A WSO2 default-ports reference associates 7199 with JMX, a Java management interface. That is a product-specific association, not a general rule for Java software. The reference is shared WSO2 documentation, and its applicability to current product versions is not independently established here.
Finding 7199 open does not prove that a service is WSO2, that JMX is enabled, or that the endpoint is reachable publicly. Confirm the running software and its configuration rather than inferring them from the port number.
How do the two ports differ?
| Port | Documented context | What the reference says | What it does not prove |
|---|---|---|---|
| 7001 | Oracle Fusion Middleware 12.2.1.3 | Default WebLogic Administration Server listen port; 7002 is the listed default SSL listen port. | That an observed service is WebLogic or that a particular installation uses the default. |
| 7199 | WSO2 default-ports reference | Associated with JMX. | That an observed service is WSO2, that JMX is enabled, or that it is publicly accessible. |
The references describe different products and purposes; they should not be blended into a universal mapping of Java middleware ports.

How can you identify the server actually listening?
Use evidence from the host and service, not the port alone. If you administer the system, check the process and product configuration directly. If you are assessing a remote system, limit checks to systems you own or are authorized to test.

- Check the middleware domain or application configuration for the configured listen or management port, including any port offsets or custom assignments.
- Review the service response or banner as supporting evidence, not conclusive identification; banners can be absent, altered, or misleading.
- Corroborate the result with product version, deployment records, logs, and network context before naming the software.
How should WebLogic management ports be secured?
Oracle’s WebLogic Server 14.1.1.0 security guidance says, “Oracle strongly recommends that you use a domain-wide administration port for administrative traffic.” Oracle also discusses using SSL/TLS and restricting external access around internal applications and management endpoints. Apply those recommendations to WebLogic domains in scope; they are not automatically configuration guidance for every product that might listen on 7001 or 7199.
For any management endpoint, confirm the product’s own security guidance, restrict network access to authorized management paths, and use the authentication and encryption controls supported by that product. An open port alone does not establish whether the endpoint is protected or exposed to the public internet.

The numbers 3,331,906 and 1,037,743 are not accompanied by an attributable publisher, observation date, geography, or definition in the available sources. They therefore cannot be described reliably as scans, exposed servers, devices, hosts, or vulnerabilities. The documented port references explain possible product-specific uses; they do not substantiate those counts.
