The practical change is architectural: v7’s policy-centered API gives way to resilience pipelines built from strategies, with a shared execution API, options-based configuration, and updated package and telemetry integrations.
What changed in Polly 8?
The clearest way to understand v8 is to compare the concepts developers use to compose and run resilience behavior. Polly’s release announcement describes a complete refactoring, while Microsoft says the enhancements it proposed called for a new API. Neither statement proves a literal, line-by-line rewrite. The migration guide shows the practical API transition.

What is a resilience pipeline?
A resilience pipeline is the v8 organizing abstraction: it holds the strategies that should govern an operation and provides the API used to execute that operation. In v7, developers typically composed behavior by wrapping policies. In v8, the pipeline takes that compositional role. As Polly project owner Joel Hulen put it in the September 28, 2023 release announcement, “All strategies start with a pipeline.” Polly’s documentation describes the library’s current concepts and API.
For example, a retry strategy can be configured with RetryStrategyOptions, added to a ResiliencePipelineBuilder, and then built into a pipeline. The pipeline can run work through Execute or ExecuteAsync. The migration guide documents the corresponding concepts; check its examples against the exact Polly package version in your project before copying code, since API details can evolve.

Why did Polly move away from the policy API?
The maintainers said outstanding issues and performance improvements required a complete refactoring. Microsoft’s .NET 8 account explains that Microsoft and Polly’s maintainers collaborated after Microsoft proposed integrating resilience enhancements it had developed in internal libraries; those additions required a new API and culminated in v8. Microsoft’s .NET 8 resilience overview gives that context.
Hulen’s announcement described the scale of the change as daunting for a library with “almost 500 million downloads.” That figure was reported in the September 28, 2023 announcement; it is a historical figure, not a current download count. Read the announcement.

Do you have to rewrite Polly v7 code?
No. The migration guide says the v7 API remains available through the Polly package in the v8 release line, so teams can upgrade the package and keep existing policies running while migrating incrementally. The guide recommends changing the package reference to Polly.Core only after legacy code has been migrated.
- Upgrade the
Pollypackage from 7.x to 8.x, following the official migration guide for compatibility details. - Convert v7 policies to v8 strategies in manageable parts of the application.
- Test migrated behavior, including retry, timeout, and other configured resilience behavior.
- After legacy policy code is gone, switch the package reference from
PollytoPolly.Core, as appropriate for the APIs you use.
Migration involves more than renaming types. The guide describes replacing policy interfaces with pipelines and moving custom context usage toward pooled ResilienceContext and its properties. Rate limiting also has a package consideration: the AddRateLimiter extension requires Polly.RateLimiting. Consult the migration guide for code-level changes relevant to your application.

What changed for .NET resilience and HTTP integrations?
Polly v8 is the library API; Microsoft’s .NET resilience packages provide integration layers for particular application scenarios. In its .NET 8 article, Microsoft described Microsoft.Extensions.Http.Resilience as an HTTP-specific layer built on Polly v8 and the successor to Microsoft.Extensions.Http.Polly. That article recommended it for new projects in the .NET 8 context. Microsoft also described Microsoft.Extensions.Resilience as providing a minimal API set and a resilience enricher for Polly metrics. Those are the recommendations stated in that .NET 8-era source, not a claim that they are necessarily the latest guidance for every current .NET version.

This is an HTTP integration example, not a required pipeline for every application using Polly directly.

No. Polly describes low-allocation and zero-allocation APIs for advanced uses, and Microsoft reports almost four times less memory for the particular standard HTTP resilience pipeline comparison presented in its .NET 8 article. That result applies to that comparison; it does not establish the same improvement for every strategy, workload, target framework, or application. The available sources do not provide a complete current benchmark dataset covering all of those cases.

Which Polly package version should you use?
The NuGet listing reviewed for this article showed Polly 8.8.0 and compatibility entries including .NET Standard 2.0 and .NET 6. That is a dated observation of the listing, not a guarantee that 8.8.0 remains the latest version. Check the Polly NuGet listing and the relevant package documentation when selecting a version for a new project or migration.
