Choose a solar mounting system for the actual site, not just the panel type. The design must account for local wind and snow loads, roof or soil conditions, flood and seismic hazards, corrosion exposure, module and racking instructions, and the codes adopted by the local authority. A generic mounting kit is not evidence that the complete installation is suitable.
Start with the site and the load path
A PV array is a connected structural assembly: modules transfer loads through clamps, rails and fasteners to roof attachments or ground supports, then into the building structure or foundation. Each part must be compatible with the others and capable of carrying the loads that apply at the installation location. A strong rail cannot compensate for an unsuitable attachment or a weak supporting structure.

Before choosing hardware, document the site and project constraints:
- Location and hazards: Identify the locally applicable wind and snow criteria, and determine whether flood, seismic, atmospheric ice or other hazards affect the design.
- Support conditions: For a roof, record its covering, structure, condition, equipment and usable areas. For a ground array, assess soil, drainage, exposure and likely foundation requirements.
- Equipment requirements: Check the module, clamp, rail, fastener and mounting-system documentation, including application listings and permitted attachment details.
- Access and approvals: Identify setbacks, fire-service access, roof penetrations, permit and inspection requirements, and any restrictions imposed by the authority having jurisdiction (AHJ).
- Exposure and upkeep: Consider salt or industrial pollutants, access for inspection, replacement needs and local labor and material conditions.
NREL’s 2016 Solar Access to Public Capital Working Group: Installation Best Practices says mounting systems should be listed for their application and able to withstand location-specific uplift and downward forces, including snow. That principle is broadly useful, but the governing code and required evidence must be verified for the project jurisdiction.

How should wind and hurricane exposure affect the design?
Wind can impose uplift and lateral forces, so evaluate the complete attachment path rather than selecting a mount by a broad label such as “high-wind.” NREL’s 2024 hurricane guidance recommends reliable module fasteners, locking hardware, anchoring roof systems, lateral and longitudinal support, and additional cross-bracing. It also advises seeking proof of structural design and consulting engineers in hurricane contexts.
Use the locally adopted structural standard and site-specific engineering to determine required capacity and detailing. NREL’s Puerto Rico-focused 2021 report discusses ASCE-related design practice in that context; it is not a worldwide code prescription. NREL’s hurricane-specific guidance says not to install PV tracker systems as part of its severe-weather do’s and don’ts, but that recommendation should not be generalized into a universal prohibition for every project or wind regime.

What changes in snowy, icy, coastal or flood-prone locations?
Snow and ice
Snow creates downward loading, and atmospheric ice is among the hazards identified in NREL’s 2021 severe-weather and distributed-energy context. Use local load criteria and verify the allowable limits of the module and mounting system. The cited guidance does not establish a universal tilt angle, rail spacing or layout; those choices need to follow the site conditions and manufacturer documentation.
Coastal and corrosive exposure
Salt exposure affects material selection and long-term maintenance. NREL’s 2024 hurricane guidance states: “Use 316-grade stainless steel to resist corrosion in marine environments.” Treat this as guidance for the stated environment, not as a substitute for checking fastener specifications, compatibility among materials, manufacturer requirements and project conditions.

Flood and seismic hazards
NREL’s 2021 report lists flood and seismic events alongside wind, snow, rain and atmospheric ice in its structural-design context. Determine whether these hazards apply at the site and how local rules address them; do not assume that a mount chosen for wind or snow alone addresses every applicable load or exposure.
Rooftop and ground-mounted systems require different checks
| Planning issue | Rooftop system | Ground-mounted system |
|---|---|---|
| Primary support | Attachments must transfer loads into the building structure and suit the roof covering. | Supports and foundations must suit site and ground conditions. |
| Weather and water management | Detail and seal penetrations appropriately; follow roof-covering best practices. | Assess drainage and exposure as part of site and foundation planning. |
| Layout and access | Account for code setbacks, roof equipment, firefighter walkways and safe installation access. | Plan array access and maintenance around the site layout and applicable requirements. |
| Evidence to verify | Application listing, attachment details, roof condition and structural capacity. | Foundation design, ground conditions and structural capacity for the location. |
NREL’s 2016 installation guidance addresses purpose-built metal roof mounting systems, sealing, setbacks, fire access, roof-covering practices and manufacturer instructions. A roof solution should not be presumed suitable for a ground array. NREL’s 2021 Puerto Rico report noted that a current ASCE design standard for ground-mounted PV was lacking in that report’s context; this is a dated, location-specific observation, not a statement about all markets today.

How do local markets and permitting affect the choice?
There is no universal code edition or mounting specification that applies everywhere. For each market, confirm the locally adopted building and electrical codes, applicable wind and snow maps, product-listing rules, permit and inspection process, fire-access requirements and AHJ guidance. NREL’s ASCE discussion is US-related, and its Puerto Rico observations should be read in that geographic and temporal context. Verify current local requirements rather than importing a code assumption from another jurisdiction.
Manufacturer documentation also matters: modules and mounting components have defined installation instructions and compatibility limits. Confirm that the proposed clamps, rails, fasteners and attachments are approved for the intended application before specifying or buying solar panel mounting brackets or other hardware.

Compare viable designs before specifying hardware
When more than one mounting approach could work, compare the options on the same project-specific basis:
- Capacity for the site’s applicable wind, snow, ice, flood, seismic and other loads.
- Compatibility with the roof covering or proposed foundation, and continuity of the attachment load path.
- Corrosion durability and material compatibility for coastal or industrial exposure.
- Fit with module, clamp, rail and fastener instructions, listings and limitations.
- Setbacks, fire-service access, drainage, roof penetrations and installation access.
- Inspection, maintenance, component replacement and lifecycle cost under local conditions.
Actual prices and code conclusions require local project evidence. NREL’s 2020 severe-weather report estimated a premium of 1.2 cents per watt for marine-grade steel fasteners in its studied case. That historical, assumption-dependent estimate is not a current quote or a general cost benchmark.
What system sizes do published market models assume?
NREL’s 2024 Annual Technology Baseline uses representative configurations for modeling, not universal design recommendations. Its representative residential rooftop PV system is 7.9 kW DC and fixed tilt; its representative flat-roof commercial PV system is 200 kW DC. These figures describe modeling assumptions, not the required size of a homeowner or commercial project.
