What “physical AI” means in a factory
The World Economic Forum’s 4 September 2025 white paper uses physical AI to describe robotic systems that can perceive, reason and take autonomous action. It presents rule-based, training-based and context-based robotics as complementary approaches that are expected to coexist—not as a universal taxonomy or a claim that every industrial robot uses AI.

That distinction matters when interpreting industry numbers. The International Federation of Robotics (IFR) defines industrial robots using the ISO formulation of automatically controlled, reprogrammable multipurpose manipulators programmable in three or more axes. That broad category includes robots whether or not they use physical AI.
Robot installations are growing, but they do not prove AI readiness
IFR’s World Robotics 2025 statistics report 542,000 industrial robots installed in 2024. IFR reports that Asia accounted for 74% of those installations, Europe 16% and the Americas 9%. These are figures for industrial robots overall; they do not say how many installations use physical AI or whether any particular AI-enabled system is ready for a given factory task.

The more difficult question is whether a particular robot-and-AI system can deliver a useful production result in a specific setting. NIST’s June 2024 report says that implementing AI in manufacturing remains difficult and success is not guaranteed. It identifies a shortage of manufacturing-relevant data and firms’ reluctance to share real-world data as obstacles to developing and assessing systems.
Why a successful demonstration is not enough
A demonstration can show that a system completed a task once, or under selected conditions. A factory needs evidence that it can meet the intended production outcome amid the variation and constraints of the actual operation. That means evaluating not just whether the robot can perform a motion, but whether the combined system is productive, dependable, safe around people and practical to integrate and operate.
NIST’s physical-AI project is developing productivity metrics, evaluation methods, standards, software, prototypes and datasets. NIST says the technical challenge is understanding “the relationship between AI algorithm, robot system, and task as well as their combined effects on cost/performance.” Its potential use cases range from pick-and-place to assembly, drilling and dexterous manipulation. The project’s work is in development; it should not be read as a universally adopted certification or as approval of specific products.

NIST’s robotics program describes measurement science as a way to give manufacturers a common language for performance requirements and means to verify whether systems meet them. In this context, “trust” is not one score. It is a decision supported by evidence relevant to the application.
How factories can evaluate an AI robot
The following dimensions are a practical way to organize an evaluation, grounded in NIST’s work. They are not a universal scorecard, and no single test establishes readiness for every task or site.
| Evaluation dimension | What the factory needs to establish | Evidence to look for |
|---|---|---|
| Task performance and productive impact | Whether the system achieves the required task outcome at a useful level of production performance. | Results measured against the operation’s stated requirements, with the task and operating conditions identified. |
| Reliability under representative conditions | Whether performance holds up when the system encounters the realistic variation present in the intended environment. | Evaluation conditions and results that reflect the target task and environment, rather than a demonstration alone. |
| Safety and human-robot interaction | Whether the robot can operate in its intended setting without unacceptable risk to people. | Evidence addressing the system’s physical interactions and the people and processes around it. |
| Integration and re-tasking | Whether the system fits the production operation and can be deployed or adapted as needed. | A clear account of the deployment task and relevant integration constraints; NIST identifies integration and re-tasking as practical concerns, but the cited sources do not prescribe a universal test. |
| Data and validation | Whether the evidence used to build and assess the system is relevant to its intended operation, and whether changes can be evaluated. | Information about data collection, preprocessing, training and deployment—the stages NIST says matter to evaluation. |
These dimensions should be tied to the job the system is expected to do. NIST’s framework emphasizes the interaction of algorithm, robot system and task across data collection, preprocessing, training and deployment. A result from one task or environment cannot, by itself, establish performance in a different one.

Why validation is especially difficult for learning robots
Traditional industrial automation can be assessed against a specified behavior, but a robot that learns on the job raises a harder question: how can a manufacturer establish that changes in behavior remain dependable and safe? NIST’s June 2024 report says a significant amount of verification and validation infrastructure would be needed for self-learning robots, and described that infrastructure as then non-existent. That is a statement about the state described in the 2024 report, not a current inventory of every facility or program.
The report also points to limited transparency and the challenge of moving from research systems to industrially grounded operation. Those issues compound the physical risk: AI-based control acts in the world, where errors can cause serious harm. For a manufacturer, the implication is that evidence needs to cover both the AI and its embodied system, including how it behaves in the target task—not merely how a model performs in isolation.

Technical evidence does not automatically translate into adoption. The World Economic Forum’s 2025 paper argues that scaling physical AI requires a technology stack, ecosystem partnerships and workforce transformation. NIST’s 2022 symposium report records concerns about a lack of industry tools, trust, confidence and experience as barriers to manufacturing-AI adoption.

The NIST symposium recommendations included shared capabilities, research and development for scale-up, training a digitally capable workforce, enabling small and medium manufacturers, and incentives for adoption across supply chains. These are recommendations recorded by the symposium, not proof that they have since been implemented. They point to the organizational side of readiness: manufacturers need people able to operate and assess the systems, along with partners and tools that make deployment feasible.
What the shift in the bottleneck really means
The shift is not evidence that robots have stopped becoming more capable, or that trust is the only obstacle to adoption. It means that capability alone does not settle the factory decision. Manufacturers need task-specific evidence that the integrated system can produce the intended result, work safely and reliably in its operating context, and be supported by the data, validation and workforce needed for sustained use.
