You need an API or service whose plan, endpoints, and delivery behavior support that exact flow. RapidAPI account access is free, but individual APIs may be free or freemium; Twilio documents WhatsApp-first Verify with SMS fallback, but its no-code optimal-channel option is in a limited pilot and requires a configured WhatsApp sender.
First, distinguish a free RapidAPI account from a free API plan
Creating a RapidAPI account is free. That does not make every API listed there free to use. RapidAPI distinguishes a free plan, which does not require a subscription or credit card, from a freemium plan, which offers a limited free tier but requires a credit card. Some providers may also require a separate external token. Check the selected API’s pricing tab and documentation rather than treating possession of a RapidAPI key as proof of free access: RapidAPI consumer terms.

RapidAPI’s provider documentation gives free plans a platform limit of 1,000 requests per hour and 500,000 per month; requests beyond either limit return HTTP 429. Those figures are platform-level free-plan limits, not a guarantee that a particular verification API uses that plan or includes free messages. Freemium allowances, overage terms, and API-specific billing are set by the provider: RapidAPI provider pricing plans.
Confirm the API actually verifies your users’ phone numbers
“Phone verification” can mean different things. An API that looks up a phone number, or RapidAPI’s SMS-based two-factor authentication for securing your RapidAPI account, is not necessarily an API for sending and validating OTPs for people using your application. Before integrating a listing, confirm that its documentation covers all the pieces your application needs:
- Sending an OTP to a user by WhatsApp and by SMS.
- Checking the code the user submits, not just reporting delivery or looking up a number.
- Reporting delivery status or a qualifying send failure so your application can decide whether to fall back.
- Supported countries, sender requirements, quotas, and any message or overage charges.
Search-result snippets for SMS-related RapidAPI listings do not establish that a particular API supports WhatsApp-first delivery with SMS fallback on a free plan. The exact listing, endpoint behavior, free-tier eligibility, and fallback semantics remain unconfirmed until you inspect that API’s current plan and documentation: RapidAPI SMS search results.

How the WhatsApp-first, SMS-fallback flow works
Twilio Verify documents the channel pattern
Twilio says Verify can attempt WhatsApp first in certain countries and send an SMS if WhatsApp delivery fails. However, the WhatsApp-to-SMS optimal-channel feature is in a limited pilot; access requires contacting Twilio, and you must configure a WhatsApp sender. It is a documented managed-service route, not a capability conferred by an arbitrary RapidAPI key: Twilio Verify WhatsApp overview.
Fallback depends on what failed
Twilio’s channel-selection documentation describes fallback when a channel is unavailable in a country or region, or during an outage or degradation. A number without an associated WhatsApp account can also prevent WhatsApp delivery. WhatsApp is disabled by default in the documented setup, and enabling it requires bringing a sender. WhatsApp authentication messages need an approved template
Twilio’s whatsapp/authentication content type uses a preset message body and an OTP content variable. WhatsApp must approve the template before it can be sent to customers, so sender and template setup are part of implementation rather than optional finishing steps: Twilio WhatsApp authentication templates.

- Start one attempt. Generate or request an OTP and associate it with the user and a verification-attempt identifier. Define when the code expires.
- Request WhatsApp delivery. Use the configured sender and an approved authentication template. Record the provider’s response for that attempt.
- Decide whether to fall back. Send the same still-valid OTP by SMS only when the provider reports a qualifying WhatsApp delivery failure, or when the selected service’s documented policy triggers fallback. Do not treat an unspecified error or an API timeout as proof that delivery failed unless the provider documents that behavior.
- Validate against the same attempt. Check the submitted code against the active verification attempt. Avoid issuing a second, contradictory active code when switching channels.
- Handle unresolved outcomes deliberately. If the API does not expose delivery status or a documented fallback mechanism, do not assume that your application can reliably detect WhatsApp failure. Choose a service that provides the behavior you need or define a separate, documented retry path.
Check these terms before calling the implementation free
