FIDO2/WebAuthn security keys and properly deployed PKI-based methods are designed to stop a fake sign-in site from capturing and relaying the authentication response. Authenticator-app codes and push approvals are better than passwords alone, but they are not phishing-resistant. If a service cannot yet support a stronger method, use number-matched push or app OTP as a bridge—not as an equivalent substitute.
What makes MFA phishing-resistant?
Phishing resistance is a property of the authentication protocol, not a label for any method that uses two factors. NIST defines it in terms of preventing authentication secrets or valid outputs from being disclosed to an impostor verifier without relying on the user to spot the deception. In WebAuthn/FIDO2, the authenticator response is tied to the legitimate verifier’s domain. A lookalike site therefore cannot simply collect the response and replay it to the real service.

NIST SP 800-63B-4 describes WebAuthn as providing phishing resistance through verifier-name binding: the authenticator selects a secret based on the authenticated verifier domain. That is different from a code a user can read and type into any page.

How the main MFA methods compare
| Method | How it works | Phishing-resistant? | Business role |
|---|---|---|---|
| FIDO2/WebAuthn security key or platform authenticator | Uses cryptographic authentication associated with the legitimate verifier or domain. A roaming hardware key works across supported devices; a platform authenticator is tied to a device. | Yes, when correctly implemented; NIST identifies WebAuthn/FIDO2 as verifier-name binding. | Preferred target for privileged and sensitive access where the identity provider and applications support it. |
| PKI-based authentication | Uses public-key cryptography, often through certificates or smart cards. | Yes, when properly deployed; assurance depends on the specific implementation. | Relevant where certificate, smart-card, or device-identity infrastructure is already managed. |
| Authenticator-app OTP | The app generates a code that the user types into the sign-in page. | No. A phishing site can relay the entered code. | Useful as an improvement over password-only access or as an interim option where stronger methods are unavailable. |
| App push with number matching | The user matches or enters a number shown in the sign-in flow to approve the push. | No. Number matching helps counter push bombing but does not prevent phishing relay. | Interim app option when phishing-resistant authentication is not yet supported. |
| App push without number matching | The user approves a prompt without an additional matching step. | No. It is vulnerable to push bombing and mistaken approvals. | Avoid as the preferred option when stronger methods are available. |
| SMS or voice code | A code is sent to a phone or other endpoint. | No. CISA notes phishing, SS7, and SIM-swap risks. | Last resort if stronger methods are unavailable. |
CISA’s small-business comparison ranks security keys above number matching and OTP. Its guidance distinguishes phishing-resistant methods from app-based MFA. NIST explains that manually entered OTPs are not bound to the sign-in session and can be relayed.

Authenticator apps add protection, but do not stop every phishing attack
App-generated codes
An OTP app adds a factor beyond the password, so it is a meaningful upgrade over password-only sign-in. But the user can type the code into a convincing fake page, which can relay it to the legitimate service before it expires. The short lifetime of a code does not make the flow phishing-resistant.
Push approvals and number matching
Ordinary push approval can train users to approve prompts reflexively, making push bombing a concern. Number matching adds a check that helps distinguish a user’s intended sign-in from an unsolicited prompt. It is still not domain-bound authentication: an attacker operating a phishing relay can coordinate the prompt with the victim’s interaction.

So, if the choice is between password-only access and an authenticator app, the app is better. If the question is what to require for high-impact business accounts, an app code or push prompt should not be presented as equivalent to FIDO2/WebAuthn or properly deployed PKI.
Which method should a business choose?
Administrators and sensitive systems
Make phishing-resistant MFA the target for administrators and employees who handle sensitive information. Extend the requirement to high-impact services such as email, file storage, remote access, and administrative consoles. CISA recommends beginning business MFA rollout with administrators and sensitive-data users, then covering these core services.

Services that do not yet support phishing-resistant MFA
Use number-matched app push or authenticator-app OTP as an interim control when a service cannot support a phishing-resistant method. Prefer number matching over ordinary push approval where available, but do not call either option phishing-proof. Review the service’s support and migration path rather than letting a temporary fallback silently become the permanent standard.
Organizations with certificate infrastructure
PKI-based authentication may be a practical phishing-resistant route if the business already manages certificates, smart cards, or device identity. The label alone is not enough: the actual method, enrollment, key protection, and service integration determine how it works and what assurance it provides.

Plan the rollout before enforcing it
- Inventory sign-in systems. List the identity provider and the services employees use for email, collaboration and file storage, remote access or VPN, and administration. Confirm which support FIDO2/WebAuthn or the relevant PKI method before buying hardware.
- Prioritize access by impact. Start with administrators, remote access, and accounts that handle sensitive information, then extend coverage to core business services.
- Choose the target authenticator. Decide whether users will use roaming security keys, built-in platform authenticators, PKI, or a supported combination. A physical FIDO2 key is one option; check USB or NFC requirements, supported connectors, operating-system compatibility, and identity-provider support.
- Design enrollment and recovery. Register a second authenticator where the system allows it, or combine a platform authenticator with a roaming authenticator. Decide how users replace a lost device and how help-desk staff verify identity before restoring access.
- Pilot real user journeys. Test new-device setup, lost-device recovery, fallback behavior, and employee departure procedures with users and the help desk before broad enforcement. Verify the complete flow across the identity provider, applications, browsers, and user devices.
- Set a bounded fallback. Where phishing-resistant authentication is unavailable, use number-matched app push or OTP as a bridge and track the services that still depend on it.
Keys, platform authenticators, and passkeys are not interchangeable labels
A roaming security key is a dedicated device that can be used with multiple supported systems. A platform authenticator is associated with a particular device. Either can participate in a WebAuthn/FIDO2 flow, but the organization still needs compatible identity-provider and application integration; buying keys alone does not make unsupported sign-in flows phishing-resistant.
Passkeys require attention to implementation and assurance requirements. NIST discusses syncable authenticators as options for applications targeting up to AAL2 and says their trade-offs should be balanced. Do not assume every passkey arrangement provides the same assurance: sync behavior, key properties, deployment, and the required assurance level matter. NIST states that AAL3 requires a cryptographic authenticator with a non-exportable private key and phishing resistance.

What NIST and CISA guidance means for a private business
NIST SP 800-63B-4 says verifiers at AAL2 must offer at least one phishing-resistant option. It also says federal agencies must require staff, contractors, and partners to use phishing-resistant authentication for federal information systems. Those federal requirements are not a blanket legal mandate for every private business.
CISA’s SCuBA hybrid-identity architecture is written for federal agencies. Its distinction between platform and roaming authenticators, and its attention to recovery and application integration, can inform business planning; its federal requirements should not be generalized as private-sector mandates. CISA’s small-business guidance is the more directly relevant starting point for business rollout.
