A persuasive audit shows which obligations apply, how the ledger and connected systems meet them, and whether source data, permissions, governance, security and operational controls work as intended. The evidence must let an independent reviewer follow the audit from its criteria to its tests and conclusions.
What a permissioned ledger can—and cannot—prove
A ledger can provide evidence that recorded transactions have not been altered without detection and, depending on its design, help attribute transactions to particular credentials or participants. NIST’s Blockchain Technology Overview (IR 8202) characterizes blockchains as “tamper evident and tamper resistant” and notes that, under normal network operation, a published transaction cannot be changed. That technical property does not show that an input was true, complete or lawfully collected; that a signer was authorized at the relevant time; or that a control meets a particular legal requirement.

Compliance evidence therefore has to connect an obligation to the control intended to satisfy it, the person or organization responsible, and evidence from a test of that control. The chain is one possible record in that evidence trail—not the audit file, and not a substitute for applicable laws, regulations, contracts or policies.

Set the audit boundary and criteria first
Before testing, define what service and period the audit covers, who operates and governs the network, and which requirements the audit will assess. A boundary that stops at the ledger software can miss the interfaces, data sources and operational processes on which the service depends.

ASIC’s DLT assessment tool is a useful structured aid for asking about intended use, participants, permissions, data, provenance, security, governance, legal systems, resilience and failure planning. It is an assessment aid, not a universal certification checklist. ISO/CD TS 23353.2 is a committee draft covering DLT audit principles, risks, frameworks, and planning and conducting internal or external audits. The cited ISO catalog entry listed it as under development; it expressly excludes regulatory issues. It can inform technical audit planning, but it is neither a final standard nor a source of legal obligations or a safe harbor.

Test the controls that determine whether ledger evidence is trustworthy
Participant identity, keys and authorization
Inspect how participants are onboarded, how credentials and keys are assigned and protected, how roles change or are revoked, and who can admit nodes or use administrator privileges. For sampled transactions, establish that the signer maps to an authorized person or system at the time of signing. ITU-T X.1413 (May 2025) describes permissioned-DLT security topics that include account management, mutual authentication, secure key handling and signature checks.

Source data and transaction lineage
Trace selected records from their origin through any interface or oracle, validation, signing, consensus, ledger inclusion and downstream use. Keep the underlying source evidence and document any transformation or exception. A hash or signature can support an integrity or attribution claim; by itself it does not establish that the underlying facts were accurate or complete. ASIC’s assessment tool specifically prompts reviewers to consider data sources and their reliability.
Governance, software and smart-contract changes
Review consortium rules, membership and voting, consensus configuration, software releases, smart-contract deployment or replacement, emergency changes, conflicts of interest and incident handling. Check who approved material decisions and whether the rules and change history are available for review. The audit should assess how a failure is identified, escalated and corrected, not just how normal transactions are recorded.

Confidentiality, privacy and access
Map which participants can view on-ledger data, how it relates to off-chain records, and how retention, deletion, cross-border transfer and regulator access are handled. Assess personal and confidential data under the privacy rules that apply to the service. Pseudonyms and hashes should not be assumed to anonymize information automatically.
Resilience, incidents and remediation
Assess monitoring, backup and restoration, node failure, key compromise, consensus faults, incident escalation and business continuity. When testing security or recovery, document authorization, scope, environment, monitoring and handling of test data. ITU-T X.1413’s lifecycle-oriented audit process includes preliminary investigation, audit performance and corrective action; it calls for the audit scope and results to be documented and shared with appropriate parties.

Assemble evidence an independent reviewer can follow
The audit file should make it possible to understand what was examined, why the procedures were performed, what evidence was obtained and how the conclusions follow. For a PCAOB-governed engagement, AS 1215 states: “Audit documentation is the written record of the basis for the auditor’s conclusions that provides the support for the auditor’s representations, whether those representations are contained in the auditor’s report or otherwise.” Its requirements apply within that standard’s scope; they are not a universal blockchain retention rule.
A reviewable package will generally include the audit scope and criteria, system and data-flow diagrams, participant and role register, relevant policies and configuration snapshots, test plans and results, sampled transactions with their source records, exceptions, remediation status, and auditor and reviewer sign-offs with dates. For PCAOB engagements, AS 1215 specifically calls for documentation of procedures, evidence, conclusions, performers, reviewers and review dates, and its seven-year retention provision is tied to that standard’s scope and trigger.
Keep legal effect, admissibility and compliance separate
| Instrument | What it addresses | What it does not establish |
|---|---|---|
| EU Regulation 2024/1183 | Amends the EU electronic identification and trust-services framework with provisions for electronic and qualified electronic ledgers. An electronic ledger is not to be denied legal effect or admissibility solely because it is electronic or does not qualify as a qualified electronic ledger. A qualified electronic ledger meeting the requirements receives a presumption of unique and accurate sequential chronological ordering and integrity. | Those provisions do not establish the truth of recorded inputs or discharge separate sectoral, privacy or operational duties. |
| EU Regulation 2022/858 | Sets rules for the EU DLT market-infrastructure pilot regime. In that specific regime, a competent authority may require an independent audit of IT and cyber arrangements; specified operating rules must also be documented or established. | It is not a general audit mandate for every permissioned ledger or private network. |
These are distinct questions: whether a record can have legal effect or be admitted as evidence, whether a qualified-ledger presumption applies, and whether the service complies with substantive obligations. The answer to one does not decide the others. The EU rules above apply within their stated legal frameworks and scope; other activities and jurisdictions may impose different requirements.
Compare ledger designs by their audit consequences
When choosing between designs, compare the controls and evidence each one makes possible—not just transaction throughput or the presence of a ledger. ASIC’s assessment framework covers these factors and notes that their importance can vary with the business model and potential systemic impact.
- Who controls membership, permissions, governance rules and changes?
- How reliable are source data and provenance records, including off-chain dependencies and interfaces?
- Which participants can see data, and how are confidentiality and privacy obligations addressed?
- How are identity, keys, signatures and authorization maintained and evidenced?
- How does consensus behave during faults, and what happens when nodes or credentials are compromised?
- How are smart contracts verified, deployed, replaced and reviewed after changes?
- Can auditors and regulators obtain access to relevant records and export evidence in a usable form?
- How are interoperability, jurisdictional requirements, resilience, incidents and remediation handled?
A useful design is one whose controls match the relevant obligations and whose records let reviewers test them. No quantitative improvement in compliance or audit effectiveness is established by the cited sources.
