“Unlocking” a PDF can mean different things: removing a known password from a file you’re authorized to change, dealing with a forgotten permissions password, or asking an issuer to change a policy you cannot control. First identify whether the file will not open at all or opens with printing, editing, or copying disabled. Those cases—and signatures, DRM, and organization-managed security—need different solutions.
Identify what is protecting the PDF
Before choosing an unlock method, check what happens when you open the file. Adobe distinguishes a document-open password, which is required to view a PDF, from a permissions password, which can restrict actions such as printing, editing, copying, and commenting. Adobe’s explanation of PDF password security covers these two password types.

- The file asks for a password before opening: It has document-open password protection. You need the correct password or help from the person or organization that issued it.
- The file opens, but an action is disabled: The PDF may have a permissions restriction. If you own it or have permission to modify it, you may be able to change the security settings with the required credentials.
- The PDF is signed, governed by an organization’s server policy, or protected by DRM: Ordinary Acrobat password-removal controls may not apply. Contact the signer, issuer, service, or administrator responsible for the file.
Only change protections on a file you own or are explicitly authorized to modify. If you do not have that authority, request an accessible or appropriately authorized copy from the issuer rather than trying to bypass its restrictions.
Remove a known password in Acrobat
For a file you are authorized to change, and when you know the required password, Adobe’s desktop instructions use the PDF’s security settings. Save a separate working copy first so the original remains available if you need it.

- Open the PDF in Acrobat and enter its document-open password if prompted.
- Select All tools > Protect a PDF > Set security properties.
- On the Security tab, select Change Settings.
- Deselect the document-open password or permissions restriction you intend to remove. If prompted, enter the permissions password.
- Confirm the change, then save the PDF. Saving applies the revised security settings.
These steps follow Adobe’s Acrobat instructions for removing PDF passwords. Menu names can differ by Acrobat version. Adobe says permanent password removal through this workflow requires an Acrobat subscription or free trial; Reader or mobile apps that can open a protected PDF are not equivalent to the desktop security-removal workflow. Check Adobe’s current product guidance for availability and packaging.
If you do not know the password
Unknown open password
If you cannot open the PDF and do not know its document-open password, Adobe’s guidance is to contact the author. Its developer documentation also states that password security can be removed only with the document’s owner password passed to the operation: Adobe Developer documentation. Do not treat a permissions workaround as a way to decrypt an unknown open password.

Forgotten permissions password on your own PDF
Adobe describes printing to Adobe PDF as a possible way for a PDF owner to regain access after forgetting a permissions password. This is an owner-specific workaround, not a general password-recovery method. Adobe’s regain-access guidance explains the option.

Keep the source file, inspect the output, and verify that any forms, comments, accessibility features, and content you rely on still work before using the copy.

When Acrobat cannot change the protection
Server-based security policies, digital signatures, and DRM are not ordinary password restrictions that Acrobat’s standard unlock controls can simply remove. Adobe advises that these protections may require action by the policy author or administrator. Contact the relevant issuer, administrator, signing party, or service; a generic unlock tool is not a substitute for their authorization. See Adobe’s security guidance and Adobe’s access guidance.

QPDF for technically comfortable users
QPDF’s encryption documentation explains user and owner passwords and how password protection differs from permissions that software may enforce. QPDF is a technical option for someone authorized to alter a PDF, not a promise that an unknown password can be recovered or that managed DRM can be bypassed. Consult its documentation for the exact command and options that apply to your file; do not assume a command can remove protection without the necessary credentials.

Online unlock services
A web-based service requires you to upload a copy of the PDF so the provider can process it. Before uploading, review that provider’s current data-handling terms and consider whether the document contains confidential, personal, financial, legal, or business information. Adobe PDF Services documents authorized password removal as a step in some processing workflows, but that does not establish that every online tool is safe or uses the same retention practices. For sensitive files, prefer a trusted local workflow when practical.

Choose a route that fits the file
