Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →For most LLM and retrieval workflows, start with a structure-aware converter, then check the Markdown against the PDF. Conversion is reconstruction, not a guaranteed lossless export: PDFs are designed to present pages, and their reading order, headings, tables, and relationships may not be stored in a form that converts cleanly. Docling’s 2024 technical report describes this variability as a central challenge.
Choose a converter for the PDFs and workflow you actually have
Two open-source options documented for this work are PyMuPDF4LLM and Docling. Neither can be called a universal winner on the available evidence; test representative files and judge the output against your own requirements.

| Tool | Documented capabilities | May suit | Check before adopting |
|---|---|---|---|
| PyMuPDF4LLM | Markdown, JSON, and text output; layout and table handling; OCR options; page chunks; and image extraction or references. Its FAQ says processing is local and makes no external API calls. | A local Python workflow needing a direct extraction path or page-level output. | OCR availability and language, table fidelity, image handling, and license obligations. Project README, API reference, and PyMuPDF FAQ. |
| Docling | Markdown export and a structured document representation with spatial coordinates; documented PDF pipelines cover layout analysis, tables, and OCR. | A project that needs structured document data or a broader conversion framework. | Setup, runtime needs, pipeline choice, and output fidelity on representative files. Its 2024 technical report is not a current comparative benchmark. Docling documentation and 2024 technical report. |

Convert and validate in stages
- Check the source pages. Determine whether text is selectable or the page is a scan. Extract a small sample and verify that words are legible and in the right order; a PDF opening successfully does not prove its text layer is usable.
- Convert representative files. Include examples of the layouts you expect in production: single- and multi-column pages, tables, footnotes, diagrams, and scans. Use the tool’s documented setup and options for your environment.
- Apply OCR where needed. PyMuPDF4LLM documents controls to enable or disable OCR, force it, select pages, set a language, or supply a custom OCR function. Its README describes support for Tesseract or
rapidocr_onnxruntimewhen available; if neither is available, the described default is to disable OCR and warn. Verify current installation behavior rather than relying on that default. Forcing OCR on clean digital pages can add processing time and reduce output quality. Check the current PyMuPDF4LLM documentation. - Inspect the resulting Markdown. Compare headings, multi-column reading order, page breaks, footnotes, tables, and image references with the original. Keep a record of corrections or failed layouts if the same document types recur.
- Preserve context your application needs. Retain page chunks or structured output when retrieval needs page locations, citations, or debugging information. A text-only Markdown file may not retain spatial or visual context.
Scans need OCR, but OCR is not a cure-all
Scanned pages usually contain images rather than usable text, so OCR is needed to recognize their words. But whether a page needs OCR is not always obvious: little extracted text can be a clue, while scrambled text may be hard to identify automatically. The PyMuPDF FAQ notes there is no perfect heuristic for deciding. Verify extracted text directly and check OCR language and engine availability in the target environment.
#1 Best Overall
- All item converter to pdf
OCR can misread characters and disrupt reading order. Treat recognized text as a transcription to review, especially when exact wording, numbers, or citations matter; do not assume that enabling OCR makes a scan equivalent to a well-structured digital document.
Tables and page layout are common failure points
Table recovery depends on how a PDF was constructed. PyMuPDF’s FAQ notes that borderless tables, cells distinguished mainly by background color, and unusual layouts can be difficult to detect; some files may need different parameters or manual conversion. PyMuPDF4LLM documents GitHub-flavored Markdown tables by default and HTML table output in supported configurations, but neither format guarantees the cells were reconstructed correctly. See the PyMuPDF FAQ.

Check that headers remain attached to the right columns, rows have not shifted, and multi-column text has not been interleaved. For diagrams, formulas, and other visual information, a text export may omit relationships that a reader can see on the page. PyMuPDF4LLM documents image and vector-graphic references; Docling’s structured representation can include pictures and bounding boxes. Keep image assets or page metadata when downstream answers need visual grounding.
Keep page metadata when retrieval needs traceability
For a simple text search, Markdown may be enough. For question answering that must cite pages or help an operator find the original passage, retain page-level chunks or structured output alongside the text. PyMuPDF4LLM documents page chunks and JSON with layout and bounding-box information. Docling documents a DoclingDocument representation containing elements such as sections, paragraphs, tables, code, lists, and pictures, with bounding boxes and dictionary or JSON export. Confirm the exact output fields and behavior in the current documentation before building an application around them.

Consider privacy and licensing before deployment
The PyMuPDF FAQ states that PyMuPDF4LLM runs locally and makes no calls to AI, LLM, RAG, or cloud services. That is a statement about this tool, not every converter. For any workflow, check whether processing is local or hosted and review logs, integrations, storage, and data-retention settings.
The same FAQ says PyMuPDF4LLM shares PyMuPDF/MuPDF licensing and that commercial product data pipelines may be subject to AGPL obligations or require an Artifex commercial license. Review the current terms for your actual deployment and seek appropriate legal guidance where needed; the documentation does not determine the obligations of an individual project.
