For scanned documents, consider Acrobat or FineReader; for a quick browser conversion, Smallpdf; for extracting table regions into a spreadsheet or CSV, Tabula. None is established here as the universally most accurate option, so verify important figures against the original PDF.
How to choose a PDF-to-Excel converter
First determine whether the PDF contains selectable text or scanned page images. If you can select and copy the words, it contains text the converter may be able to interpret directly. If each page is an image, the software needs optical character recognition (OCR) to turn the image into text. OCR and table extraction are different tasks: recognizing characters does not guarantee that rows, columns, or merged cells will land in the right places in a workbook.

- For scans: look for OCR, and decide whether you need to inspect or correct recognized text.
- For tables: prefer a workflow that lets you select or adjust the table area when the page layout is complex.
- For many files: check whether the tool supports your batch workflow and whether its free limits or paid plan fit the volume.
- For sensitive documents: review the provider’s current processing and retention terms. The product information cited here does not establish comparable privacy practices across these options.
There is no universal accuracy winner in the available evidence. A 2023 academic benchmark found table extraction especially difficult across the evaluated tools and documents. It reported that Adobe Extract performed best on tables among the tools tested, but table results were much weaker than results for other content types. That scoped benchmark does not establish Acrobat as the best consumer converter in 2026. Read the 2023 benchmark paper.

| Tool | Best fit | What the documented workflow offers | Important limit |
|---|---|---|---|
| Adobe Acrobat | PDFs with selectable text or scans | Exports to XLS/XLSX and automatically runs text recognition when the PDF contains scanned text. | Displayed US-facing monthly prices were US$14.99 for Standard and US$19.99 for Pro; prices vary by region and may change. |
| ABBYY FineReader PDF | Desktop conversion where OCR review matters | Converts PDFs and image files; its OCR Editor supports adjusting recognition areas and reviewing or editing recognized text. | Feature availability and plan terms should be checked for your edition and region. |
| Smallpdf | A quick browser-based PDF-to-XLSX conversion | Offers browser conversion with limited free use; scanned-PDF OCR is listed as a Pro feature. | Current free limits and trial terms can change. |
| Tabula | Extracting table regions into CSV or Excel | Runs on Mac, Windows, and Linux and is designed to extract tables from PDFs. | Its homepage lists version 1.2.1, dated June 4, 2018; current maintenance status is uncertain. Windows and Linux installation requires Java. |
| FineReader OCR Editor workflow | Inspecting recognition on difficult scans | Lets users adjust recognition areas and check or edit recognized text; its guide describes image preprocessing and text verification. | This is a FineReader workflow rather than a separate converter, and it does not prove superior accuracy for every document. |
Adobe Acrobat: an all-purpose export with automatic OCR
Adobe’s instructions cover exporting a PDF to an Excel workbook. The product documentation says, “If your PDF documents contain scanned text, Acrobat will run text recognition automatically.” The workflow is useful when you want an export path that also attempts OCR on scans, but automatic recognition is not a guarantee that every number or table boundary is correct.
- Open the PDF in Acrobat.
- Select Export PDF.
- Choose Spreadsheet, then Microsoft Excel Workbook.
- Select Export and save the workbook.
Adobe’s US-facing plan page displayed Standard at US$14.99 per month and Pro at US$19.99 per month when accessed for this article’s source review. Treat those as displayed prices, not globally fixed rates; check the current price and included features for your location and billing term. Adobe Acrobat PDF to Excel instructions and plans.

ABBYY FineReader PDF: desktop OCR with review controls
FineReader PDF converts PDFs and image files to Excel. ABBYY’s OCR Editor lets you adjust recognition areas and inspect or edit recognized text. Its documentation also describes image preprocessing and text verification as ways to improve OCR results. Those controls make it a sensible choice when you need to review a scan’s recognized content instead of accepting an opaque conversion, but they are not evidence of a universal accuracy advantage.
For a complicated page, check that the recognition areas include the full table and exclude nearby labels or footnotes. Then review the recognized text before exporting, especially where characters such as 0 and O, or 1 and I, could change a value. Smallpdf: browser conversion, with OCR behind Pro
Smallpdf offers browser-based PDF-to-XLSX conversion with limited free usage. Its product page says OCR for scanned documents requires Pro and notes a seven-day trial; confirm the current eligibility, limits, and trial conditions before relying on them. This is a straightforward option when you want a browser workflow, but the documented OCR feature gate matters if your PDF consists of page images.

Tabula: table extraction to CSV or Excel
Tabula is designed to extract tables from PDFs into CSV or Microsoft Excel files, with versions for Mac, Windows, and Linux. It is a useful fit when you want to target table data rather than convert an entire document through a general-purpose suite. Its project homepage reports version 1.2.1 dated June 4, 2018, so do not assume recent maintenance or support. On Windows and Linux, installation requires Java.

FineReader’s OCR Editor: when recognition needs intervention
FineReader’s OCR Editor is especially relevant when a scanned page needs more than an automatic pass. You can change recognition areas and review or edit the recognized text, then use image preprocessing or text verification described in ABBYY’s guide. This provides correction controls, not a guarantee that the exported table will preserve its structure; verify the resulting spreadsheet either way.

How to convert PDF data into Excel properly
- Identify the source: test whether you can select text in the PDF. If not, treat it as a scan and use a workflow that includes OCR.
- Choose the right extraction path: use a general PDF export for ordinary documents, OCR review for scans, or table-focused extraction when you only need a specific table.
- Inspect the exported workbook: compare rows and columns with the PDF, including tables that continue across page breaks.
- Reconcile critical values: check totals, minus signs, decimal separators, dates, and column alignment against the source before sorting, calculating, or making decisions from the data.
This checking is important because table extraction remains challenging; it is prudent validation, not a claim that any named product has a measured error rate.
Which converter should you use?
- Choose Acrobat if you want a documented XLS/XLSX export path that automatically attempts text recognition on scanned text.
- Choose FineReader PDF if desktop conversion plus OCR inspection and correction controls are central to your workflow.
- Choose Smallpdf for a browser conversion when your usage fits its limits; confirm Pro is available if the file needs OCR.
- Choose Tabula when the task is extracting table data to CSV or Excel and its older reported release date is acceptable for your needs.
For confidential files, make the decision only after checking each provider’s current privacy and retention terms; the cited product pages do not support a comparative privacy ranking.
