Repeating extraction with different tools cannot repair every problem in the document itself.
First, check whether the PDF has text to extract
A PDF can display words while containing only page images. If you cannot select or search the text on a scanned page, an extractor has no text layer to read; OCR must first recognize the words and add searchable text. Adobe describes OCR for this image-only case in its Acrobat scanning and OCR guidance.

Run OCR once, then check representative passages against the page image—especially names, numbers, tables, and any wording central to your task. OCR is recognition, not a guarantee of accuracy. Acrobat’s scanned-PDF review workflow identifies uncertain text as suspect and allows it to be corrected.
Match one retry to the failure

Adobe lists these as distinct extraction failure classes in its PDF Extract API documentation. A different extractor may handle some product-specific support limits differently, but it cannot restore missing detail in a poor scan or grant permission the file does not provide.

When scan quality is the problem
Clarity affects OCR and extraction. Adobe’s PDF Extract API documentation identifies page resolution below 200 DPI as a condition that can result in lower-quality text output, and also notes risks such as skew, shadows, obscured text, and overlapping fonts. The 200 DPI figure is Adobe API guidance—not a universal cutoff that guarantees success or failure across OCR tools.
If the words are blurred, covered, clipped, or merged in the image, another extraction pass is unlikely to make them reliable. Ask for a clearer scan or, if available, the original digital document. If you must rescan a paper original yourself, improve the image at capture rather than relying on OCR to reconstruct details that are not visible.

When the PDF already contains text
If selectable text exists, OCR may not be the right first step. Adobe’s Acrobat guidance explains that a message saying the page already contains renderable text indicates editable text is present. Adobe suggests obtaining a copy without editable text or, as a special-case workaround, rasterizing to TIFF and converting back to PDF before OCR.
Rasterization changes the document’s representation and can discard useful text and structure. Use it only on a copy, and inspect the output before relying on it. If the text layer is present but extraction is garbled, the cause may instead involve fonts, document structure, or complex content; consult the service’s specific error and request a clean export if a targeted fix does not address it.

What to request from the source owner
Make the request specific to the problem rather than asking for “a better PDF.” Depending on the blocker, ask for:
- An authorized copy or alternate format when permissions or password protection prevent the required extraction.
- The original digital file or a clean, searchable export when the PDF is malformed, uses unsupported structure, or has a poor text layer.
- A higher-quality scan when skew, shadows, low clarity, or obscured text makes OCR unreliable.
- A smaller or divided export when a large file times out and splitting it into fewer pages is a reasonable targeted retry.
For accessibility and reliable reading order, a searchable text layer, fonts that map correctly to Unicode, and document structure tags address different problems. OCR alone does not ensure sound reading order or accessible structure. Adobe’s accessible PDF guidance covers those separate document features.

A practical stop rule
- Check whether the text is selectable and whether the file reports an error.
- Make one retry that directly addresses the observed issue: OCR for image-only pages, visual review for uncertain OCR, or fewer pages after a timeout.
- Verify important output against the page image or source.
- If the blocker is permissions, damage, unsupported structure, poor source quality, or continued unreliable output, stop switching extractors and request an authorized original or suitable export.
Official documentation describes workflows and failure categories, not comparative accuracy benchmarks across extractors. A tool change may help with a tool-specific limitation; it is not evidence that the document’s underlying problem will go away.
