For a U.S. seller receiving a standard domestic PayPal Checkout or Guest Checkout payment in U.S. dollars, PayPal lists a fee of 3.49% of the transaction amount plus $0.49. That is one route-specific example, not a universal Goods and Services fee: the rate depends on how the buyer pays, whether the transaction is international, and the currency received. PayPal’s U.S. merchant fee schedule was last updated October 1, 2026.
How much is the standard PayPal Goods and Services fee?

For example, a hypothetical $100 USD domestic Checkout payment at that rate would incur $3.49 in percentage fees plus $0.49, or $3.98 total. This is arithmetic based on PayPal’s published schedule, not a guarantee of the fee for every transaction or account.

Why can the fee differ by payment method?
PayPal publishes different domestic commercial rates for different payment routes. The table shows the listed U.S. rates; where a fixed fee applies, its amount depends on the currency received. Standard commercial transactions received in USD have a $0.49 fixed fee, while QR payments use a separate fixed-fee table.

What is the fee for PayPal invoices?
Invoice payments have a separate rate table, so the rate for a regular Checkout payment should not automatically be applied to an invoice. PayPal’s U.S. schedule lists these domestic invoice rates:

How do international Goods and Services payments change the fee?
PayPal defines an international transaction by the sender and receiver being registered or identified as residents of different markets. For U.S.-schedule international commercial payments, PayPal lists an additional 1.50% on top of the applicable domestic rate. The domestic route still matters: first identify the payment method, then account for the international surcharge. PayPal notes that certain markets may be grouped together when calculating international rates.

Is Goods and Services the same as Friends and Family?
No. PayPal treats buying or selling goods or services, and other commercial activity, as a commercial transaction. Its consumer fee page defines a personal transaction separately as money sent through the Friends and Family flow without an underlying purchase of goods or services, donation, or other commercial transaction. The two categories have separate fee schedules, so a personal-transfer fee does not determine the fee for a Goods and Services payment. See PayPal’s U.S. consumer fee page for its personal-transaction terminology.

- Determine whether it is domestic or international. PayPal’s U.S. schedule adds 1.50% for international commercial transactions.
- Use the fixed fee for the route and received currency. Do not assume every route uses the standard $0.49 USD fee; QR payments have a separate fixed-fee table.
- Check PayPal’s current schedule before calculating a real transaction. Rates can change, and the cited U.S. merchant schedule was last updated October 1, 2026.
