Password Managers vs. Two-Factor Authentication: Which Better Protects Against Phishing?

A password manager improves password hygiene, while your MFA method determines how well an account resists phishing. Learn why FIDO/WebAuthn keys and passkeys are the preferred option when supported.

Two-factor authentication can stop someone who has your password, but only some methods are designed to resist phishing. A password manager helps you create and keep unique passwords; it does not make it safe to enter one on a fake website. For important accounts, use both a password manager and phishing-resistant MFA—ideally FIDO/WebAuthn with a security key or passkey, when the service supports it.

How a password manager and MFA protect you differently

A password manager reduces the damage caused by weak or reused passwords by making unique, long passwords easier to use. It cannot guarantee that a password will not be exposed: someone can still be tricked into entering it on a fraudulent site, or it can be compromised another way. CISA notes that even a complex password or password manager does not prevent every way an attacker can get past a password. CISA’s password guidance

Multifactor authentication (MFA), including two-factor authentication (2FA), asks for another proof of identity beyond the password. That can block an attacker who has only the password. But the phrase “two-factor authentication” does not tell you how well a method resists phishing: a criminal may be able to trick you into relaying a code or approving a request.

Which MFA methods resist phishing?

CISA distinguishes among MFA methods by their resistance to phishing. Its strongest practical recommendation for most users is FIDO/WebAuthn authentication, such as a compatible security key or passkey. CISA describes FIDO/WebAuthn as the only widely available phishing-resistant authentication in its consumer guidance. CISA: More than a Password

FIDO/WebAuthn security keys and passkeys

FIDO/WebAuthn authentication is tied to the legitimate website or service’s origin. As a result, CISA says it blocks a login attempt when someone is tricked into visiting a fake website. A roaming authenticator is a separate physical token, commonly connected over USB or NFC; a platform authenticator is built into a laptop or mobile device. CISA also describes PKI-based MFA as phishing-resistant, but less widely available and more demanding to operate. CISA phishing-resistant MFA fact sheet

CISA’s December 18, 2024 mobile guidance recommends FIDO authentication, describing hardware-based FIDO keys as most effective where feasible and FIDO passkeys as an acceptable alternative. Support varies by account and device, so confirm that the service accepts your chosen method and understand its recovery process before relying on a single authenticator. Authenticator-app codes and number-matching prompts

Authenticator-app one-time codes are generally preferable to SMS codes in CISA’s mobile guidance, but they are not phishing-resistant: a live attacker can prompt you to enter a valid code into a fake login. CISA’s small-business guidance lists security keys above number-matching app prompts, app one-time codes, biometrics, and text or email codes. That is the page’s general ordering, not a guarantee that every implementation has identical risk. CISA MFA guidance for small and medium businesses

SMS and email codes

SMS and email codes add a check beyond the password, but CISA identifies them as weaker options and not phishing-resistant. Delivery channels or a weaker fallback can also leave an account exposed even after a stronger method is enrolled. Use these codes when stronger methods are unavailable, and turn off weaker fallback options if the service lets you do so.

Compare the options

Method What it helps with Phishing limitation Practical use
Password manager Makes long, random, unique passwords practical; some products can flag weak, reused, or leaked passwords. A password can still be entered on a fraudulent site or stolen through another compromise. Use it for unique passwords and protect the vault with a strong passphrase.
SMS or email code Adds a check beyond the password. Not phishing-resistant; delivery and fallback channels can be attacked. Use only if stronger methods are unavailable; disable weaker fallback where possible.
Authenticator-app code Adds a second check and is preferable to SMS in CISA’s mobile guidance. A user can be tricked into relaying a live code. A reasonable interim option, but not phishing-proof.
FIDO/WebAuthn security key or passkey Provides origin-bound phishing resistance when the service and client support it. Availability and recovery vary by service; no one authenticator works universally. Prefer it for valuable accounts where supported, and plan recovery before relying on a single key.

What to set up for important accounts

  1. Use a password manager to make each password unique. Choose a strong passphrase for the vault and avoid reusing account passwords. CISA’s December 2024 mobile guidance names Apple Passwords, LastPass, 1Password, Google Password Manager, Dashlane, Keeper, and Proton Pass as examples; that list is not a product test or endorsement. CISA mobile communications guidance
  2. Open the account’s security or sign-in settings and look for FIDO, passkey, security key, or WebAuthn enrollment. Exact menu labels differ by service, and account-by-account support is not established here.
  3. Enroll a supported security key or passkey. If the service allows multiple authenticators, consider adding a backup method rather than depending on one device or key.
  4. Review recovery and fallback methods. Check whether SMS, email codes, or other weaker options remain enabled after enrollment. Remove a weaker fallback if the service permits and you can still recover the account safely.
  5. If FIDO/WebAuthn is unavailable, enable the strongest available MFA. An authenticator-app code is generally a better choice than SMS in CISA’s mobile guidance, but treat any code-based method as vulnerable to phishing.

Bottom line for phishing protection

A password manager and MFA are complementary, not competing, protections. The manager helps prevent password reuse; the particular MFA method determines whether a stolen or phished password may still be enough. Use unique passwords plus FIDO/WebAuthn for valuable accounts where available, and check that recovery does not quietly reintroduce a weaker route.
