Passkeys are generally safer than authenticator-app one-time codes against phishing-based account takeovers. A passkey’s WebAuthn response is bound to the legitimate site, while a code you type can be relayed from a convincing fake site to the real one. That advantage depends on how the service handles password fallbacks, passkey enrollment and account recovery.
Why passkeys resist phishing better
A passkey uses public-key cryptography: your device or passkey manager proves possession of a credential without sending a reusable password or one-time code to the site. WebAuthn also uses verifier-name binding, tying the authentication response to the legitimate website. A fake site on a different domain cannot simply collect that response and reuse it to sign in at the real service.

NIST defines phishing resistance as preventing authentication secrets or valid outputs from being disclosed to an impostor verifier without depending on the user to spot the deception. Its authenticator guidance says, “OTP authentication is not phishing-resistant.” NIST SP 800-63B explains that manually entered OTPs are not bound to the session, so an impostor can relay a code in real time.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThis comparison concerns authenticator-app time-based one-time passwords (TOTP)—the short codes you open an app to read and type into a login page. Push-approval apps are a different method and should not be treated as interchangeable with TOTP codes.

How the methods compare
| Security or usability factor | Passkeys | Authenticator-app OTP codes |
|---|---|---|
| Phishing resistance | WebAuthn verifier-name binding prevents a response for one site from being used on an impostor domain. | A user-entered code can be captured and relayed to the real site while it is valid. |
| Password dependence | May support passwordless sign-in, but a service’s password fallback can leave a weaker route open. | Usually adds a second factor alongside a password. |
| Portability and recovery | Synced passkeys can support cross-device use and simpler recovery, subject to the security of the sync account and its recovery. | Changing phones may require rebinding the app or securely transferring its secret; the old authenticator should be disabled after migration. |
| Credential custody | May be device-bound or synced. Syncable keys are exportable; hardware-protected, non-exportable keys have a different assurance profile. | The app holds a shared secret that generates codes, so protect the phone and any backup or migration route. |
| Availability | Requires a service and devices that support passkeys. | Often offered as a second factor, but remains susceptible to phishing. |
NIST categorizes TOTP smartphone apps as replay-resistant but not phishing-resistant, while passkeys with user verification are phishing-resistant. Replay resistance is useful, but it does not stop a live phishing relay. NIST’s authenticator requirements also classify syncable authenticator keys as inherently exportable.
Passkeys do not secure every route into an account
A service can offer passkeys and still permit an attacker to get in through a weaker path. The relevant question is not only whether passkeys are available, but whether every permitted sign-in, enrollment and recovery route is adequately protected.

- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
- Password fallback: If a password can still sign in, phishing that password may bypass passkey protection.
- New-passkey enrollment: If a service lets someone add a passkey after signing in with a phished password, the attacker may register a credential they control.
- Account recovery: A weak recovery process can provide a route around passkey authentication.
The FIDO Alliance’s 2025 deployment guidance describes these implementation risks. Passkeys reduce a major phishing risk, but they cannot compensate for an account’s weakest permitted route.

A synced passkey can be available across a user’s devices and make recovery easier than a credential tied to only one device. NIST says correctly implemented syncable authenticators can provide phishing resistance along with cross-device support and simplified recovery. Syncing is a convenience and portability choice, however: the passkey is exportable, and access depends in part on the security of the platform account and its recovery process.

Protect the account that stores or synchronizes passkeys with a strong device unlock and secure recovery options. A device-bound or hardware-protected credential may offer a different custody profile, but whether it is appropriate depends on the service, devices and assurance needs.
Which method should you use?
- If the service supports passkeys, enable one. Review whether password sign-in remains available and how the account can be recovered or new passkeys added.
- Secure the passkey sync account. Protect its sign-in, recovery process and the device unlock used to access it.
- If passkeys are unavailable, turn on MFA. Prefer a phishing-resistant method where the service offers one. CISA lists security keys, number-matching app prompts and OTP apps among MFA choices, with security keys providing its strongest listed phishing protection. CISA’s MFA guidance is aimed at organizations, but its method distinctions are useful to understand.
- Use a TOTP app rather than no second factor when that is the available choice. It can protect an account when a password is compromised, but do not treat its codes as phishing-resistant. When changing phones, follow the service’s secure migration process and disable the old authenticator after confirming the new one works.
- For accounts that still require passwords, use unique generated passwords. A password manager can help create and store them; NIST recommends password managers for accounts that still require passwords. NIST’s password guidance also explains MFA and passkeys.
What this comparison can—and cannot—establish
These methods have different documented security properties; there is no head-to-head account-takeover rate established here, so a numeric reduction in risk would be misleading. The practical outcome also depends on the service’s implementation, device security, sync-provider security and recovery choices. TOTP remains useful MFA, especially where passkeys are not offered, but passkeys are the stronger choice for resisting phishing when the rest of the account’s access paths are also well protected.
