Pakistan’s CPEC 2.0 and Shanghai Cooperation Organisation (SCO) agenda is broadening to include AI, cloud computing, cybersecurity, research and digital skills. Officials have identified cooperation channels and proposed new infrastructure and governance frameworks—but the cited announcements do not establish that a Chinese AI system has been transferred to Pakistan or that an AI project has been deployed.
What Pakistan-China AI cooperation under CPEC 2.0 means
In an 11 August 2026 consultation, Pakistan’s Ministry of Planning said Planning Minister Ahsan Iqbal proposed learning from Chinese experience in innovation, automation and robotics through collaboration with Chinese counterparts at the National Center of New Manufacturing. The CPEC Secretariat hosted the delegation, led by Sun Dongsheng, identified in the ministry release as Senior Advisor, Economic Affairs Press, for discussions with Pakistani officials on business-to-business (B2B) and industrial cooperation. The release does not name a specific AI advance, model, technology transfer agreement or completed project. Pakistan Ministry of Planning, 11 August 2026

The ministry described CPEC 2.0 as a shift toward industrialization, competitiveness, productivity and deeper B2B partnerships. That is the government’s framing of the phase, not evidence that the proposed cooperation has already produced measurable industrial or AI outcomes.

At an SCO ministerial-level closed-door meeting on digital economy cooperation in Urumqi on 14 September 2026, Iqbal highlighted Pakistan’s Digital Nation Pakistan Act 2025, the Pakistan Digital Authority and the National AI Policy as steps toward digital public services, data-informed policymaking and responsible AI. These national policy measures form context for cooperation; the ministry announcement does not report a completed bilateral AI deployment. Pakistan Ministry of Planning, 14 September 2026
#1 Best Overall
Pakistan identified two channels for work: the CPEC Joint Working Group on Information Technology and Industry, and the China-SCO Pakistan Artificial Intelligence Application Cooperation Centre. The ministry said these platforms could further cooperation in the following areas:
- Artificial intelligence
- Cloud computing
- Cybersecurity
- Research
- Skills development
The announcement establishes that officials named these platforms and areas as avenues for cooperation. It does not provide project budgets, technical specifications, procurement details or independent evidence of operational results.

What the SCO digital corridor and sovereign AI proposal would involve
Iqbal proposed an SCO Digital Connectivity and Compute Corridor linking stronger cross-border fibre connections and resilient networks with data centres, satellite connectivity, and interoperable cloud and computing resources. This is a proposal in his remarks—not an announcement that construction, financing or procurement has been completed.

The ministry release records these as proposed principles and a framework; it does not establish that SCO members adopted a binding framework or began implementing it. How the CPEC and SCO tracks differ
| Track | What officials identified | Status established by the cited announcements |
|---|---|---|
| CPEC bilateral cooperation | The CPEC Joint Working Group on Information Technology and Industry; discussion of B2B and industrial collaboration, including learning from Chinese innovation, automation and robotics. | A named cooperation mechanism and proposals; no specific AI transfer or completed deployment is reported. Ministry of Planning, 11 August 2026; Ministry of Planning, 14 September 2026 |
| SCO regional cooperation | A proposed digital connectivity and compute corridor, and support for a sovereign AI infrastructure and governance framework. | Ministerial proposals and priorities; the announcements do not establish completion, funding or adoption of a binding framework. Ministry of Planning, 14 September 2026 |
| Global AI governance | Pakistan’s support for China’s initiative to establish a World Artificial Intelligence Cooperation Organization, and stated willingness to work with China on AI governance and international cooperation. | A commitment in a joint-statement excerpt, without a launch date, institutional structure or implementation detail. These announcements describe policy ambition and cooperation channels, not comparable technical capabilities or performance. The cited material does not supply AI-project budgets or measured results.
What CPEC’s wider record adds—and does not prove
The CPEC Secretariat’s report on its 92nd progress review meeting, held on 31 August 2026, said Phase II would promote cooperation in industry, agriculture, minerals, technology, human-resource development and B2B partnerships. The Secretariat also reported that around 1,000 Pakistani agricultural experts were being sent to China for advanced agricultural technology training, with the first batch having returned. That training figure concerns agriculture, not AI. CPEC Secretariat, 92nd CPEC Progress Review Meeting, 2026
For Phase I context, the same Secretariat report cited approximately US$25 billion in Chinese investment and nearly 8,000 MW added to Pakistan’s power-generation capacity. Those approximate figures describe the broader CPEC record; they are not AI investment or AI outcome figures. CPEC Secretariat, 2026

What to watch for next
To tell whether the announcements turn into operational cooperation, look for official project records that specify which organization is responsible, what is being built or delivered, how it is funded, when it is due, and how results will be assessed. For the SCO proposals, adoption by member states and concrete implementation details would clarify whether a corridor or governance framework has moved beyond ministerial discussion. For CPEC, a named AI project or documented technology agreement would distinguish a specific transfer or deployment from the broader aim of learning from Chinese innovation.
Iqbal described the intended test of regional cooperation this way: “He said that the success of SCO cooperation should ultimately be measured through tangible outcomes, including faster trade, stronger industries, better public services, skilled people and wider digital opportunities.” The sentence is the ministry’s account of his remarks on 14 September 2026—a statement of desired outcomes, not an evaluation that those outcomes have already been achieved.
