If the scheduler means 03:00 Beijing time, it is instead in the 23:00–07:00 valley period. The difference is the scheduler’s timezone, not the job’s label.
Why 03:00 can mean Beijing’s afternoon peak
Beijing uses UTC+08:00. Add eight hours to 03:00 UTC and the local time is 11:00 the same day. The Beijing Municipal Development and Reform Commission’s time-of-use schedule classifies 10:00–13:00 as a peak period, so a job scheduled for 03:00 UTC can overlap that window. Beijing’s official time-of-use tariff notice is effective from September 1, 2023 and is marked in force on its official page.

That conclusion depends on what the scheduler’s “3 a.m.” refers to. A UTC-based scheduler and a Beijing-local scheduler describe different instants:
| Scheduler time | Beijing local time | Published period |
|---|---|---|
| 03:00 UTC | 11:00 the same day | Peak, 10:00–13:00 |
| 03:00 Beijing time | 03:00 | Valley, 23:00–07:00 |
Beijing local time is UTC+08:00. This conversion assumes the timestamp is UTC; if the scheduler uses another timezone, convert from that configured zone instead. Beijing’s UTC+08:00 offset provides a reference for the conversion.

Beijing’s published time-of-use periods
The city’s schedule divides the day into peak, flat, and valley periods. It also specifies seasonal critical-peak periods for qualifying users. The 2023 notice sets out these windows:
| Period | Hours |
|---|---|
| Peak | 10:00–13:00 and 17:00–22:00 |
| Flat | 07:00–10:00, 13:00–17:00, and 22:00–23:00 |
| Valley | 23:00–07:00 |
| Summer critical peak | 11:00–13:00 and 16:00–17:00 in July and August |
| Winter critical peak | 18:00–21:00 in January and December |
The seasonal critical-peak windows are additional periods for qualifying users; they do not make every customer subject to a critical-peak charge. In particular, the notice limits critical-peak pricing to commercial users with transformer capacity of at least 100 kVA and voltage of at least 1 kV. A job at 11:00 in July or August may therefore coincide with the summer critical-peak window, but whether that pricing applies depends on the customer’s eligibility.

Who may be covered—and why the time band is not a bill estimate
The peak-valley policy applies to industrial and commercial electricity use, subject to listed exceptions including certain rail transit uses. Agricultural production use follows the notice’s stated flat-price treatment. It is not safe to assume that every home, business, data center, or cloud workload automatically pays Beijing’s published time-of-use tariff. The meter and account category, contract, and electricity procurement arrangement affect what the customer is charged. The commission’s tariff notice and official policy interpretation describe the scope and purpose of the rules.
For covered users, the notice publishes peak-to-flat-to-valley price ratios that vary by tariff category:

| Tariff category | Peak : flat : valley ratio |
|---|---|
| Single-part electricity use below 1 kV | 1.71 : 1 : 0.36 |
| Single-part electricity use at 1 kV or above | 1.8 : 1 : 0.3 |
| Two-part electricity use | 1.6 : 1 : 0.4 |
These are relative ratios in the 2023 notice, not yuan-per-kWh prices or a forecast of a particular facility’s savings. Beijing’s 2026 electricity market scheme, effective January 1 through December 31, 2026, repeats the time windows and directs users already subject to peak-valley pricing to continue under the city’s separate tariff policy. It explains that market and retail energy prices combine with network and other charges, so the clock period alone cannot establish an all-in electricity rate.

- Find the scheduler’s timezone setting. Check whether the schedule is expressed in UTC, Beijing time, or another named timezone. Do not infer the timezone from a dashboard’s display alone.
- Convert the scheduled instant to the facility’s local clock. For 03:00 UTC, use 11:00 Beijing time on the same date; for 03:00 Beijing time, no conversion is needed.
- Compare the local time with the tariff period. Use the current schedule and account arrangement that apply to the facility. Seasonal critical-peak windows and eligibility may also matter.
- Check flexibility and the service deadline. If the workload can safely move, compare an alternative run time with both its deadline and the applicable tariff. Do not assume a shift will save money without knowing the facility’s actual rate and load.
The commission describes time-of-use pricing as a way to encourage users to reduce consumption during high-price hours and use more electricity during low-price hours. For an operator with flexible work, the practical first step is to audit scheduler timezone settings and translate planned runs into the facility’s local time before calling a job “overnight.” The commission’s policy interpretation explains that purpose; the tariff and operational facts determine whether shifting a particular job makes sense.
